    Director of Finance

    Position Overview

    • Pact seeks a Finance Director for the USAID-funded Strengthening Youth and Women’s Civic Participation Project. The Project aims to increase collaboration, sustainability, and resilience of civil society and independent media to advance the inclusion, participation and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches. This program will be starting Y2 of an anticipated five-year activity, with a dramatic shift in the operating context since the program startup in Khartoum in October 2o22. This position will support Sudan programming from a program office in Nairobi, Kenya with regular travel in the East Africa region. 
    • Reporting to the Chief of Party, the Finance Director is responsible for overall project financial operations. S/he has oversight of project finance and accounting functions; internal control systems and procedures; and forecasting and realigning project budgets. The Finance Director is responsible for training and mentoring staff on policies and procedures, donor regulations, new systems, and financial best practices, as well as working closely with the country office staff and DC personnel to ensure compliance with all donor regulations and effective and proactive management.  

    Key Responsibilities

    Financial Management 

    • Manage all aspects of project, finance and accounting functions.
    • Manage all project finances to ensure effective use of resources in order to achieve program objectives in compliance with all donor requirements.
    • Lead project financial planning responsibilities, including ensuring alignment of the budget to expected results and ensuring cost-effective use of USAID’s and Pact’s resources.   
    • Ensure funds expended are compliant with US government regulations and policies.
    • Initiate, develop, maintain, and revise policies and procedures for the general operation of the finance and compliance program and its related activities. 
    • Lead project efforts to support sub-recipients' in addressing challenges related to receiving project funds across the East Africa region, while mitigating risk, and coordinating closely with Pact DC's finance team accordingly.
    • Promote cost efficiency and compliance with all rules and regulations, ensuring effective internal controls and minimizing risks for Pact.
    • Identify potential areas of financial and compliance vulnerability and risk and develop or implement corrective action plans to resolve problematic issues.
    • Implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.
    • Ensure proper financial documentation and reporting, establish and provide direction and management of project funds.
    • Ensure financial monitoring systems provide timely and relevant reports to Pact staff, including analysis and tracking of grant commitments (i.e. cash advances), obligations, awards and liquidations, to support efficient accountable implementation.
    • Analyze financial data with attention to the impact of adaptation on programming.
    • Manage the budget, track project spending and prepare financial reports for submission to USAID.
    • Mentor and supervise finance staff engaged in the activities noted here.
    • Conduct training/orientation for other personnel as needed on efficient, effective financial and internal control systems, budget analysis, policy and procedure awareness, and compliance.
    • Ensure that corrective action plans approved by the DC office in response to external or internal audits and other monitoring reviews are implemented as planned and scheduled.
    • Ensure financial records organization, retention, and security.

    Administrative/ Operational Management 

    • Serve as a key representative to USAID to ensure that the activity conforms to the United States Government financial, procurement and auditing requirements.
    • Act as a liaison to and ensure effective relationships with relevant donors, Sudanese, Kenyan and Ugandan Government Authorities, sub-partners, grantees and other key stakeholders ensuring strong cooperation and collaboration.  
    • Ensure that the highest standards of ethics and confidentiality are maintained.
    • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
    • All other duties as assigned.

    Basic Requirements

    • Master’s degree in Business Administration, Finance, Accounting, or other relevant field and 11+ years relevant experience or equivalent combination of education and experience, including 8 years of accounting, operations, and financial management of large-scale, complex, international development assistance programs in developing countries.
    • A minimum of eight (8) years of experience overseeing the procurement administration and financial management and reporting of a USAID-funded activity, preferably around democracy and governance activities.
    • Demonstrated working knowledge of U.S. Government financial and procurement rules and regulations, particularly financial reporting and compliance requirements.
    • Demonstrated knowledge and skills in developing and managing large budgets, including proficiency in relevant computer applications and databases.
    • Knowledge of U.S. government references including OMB Circulars (e.g., A-122), 22 CFR 226 and 22 CFR 228, ADS, FAR, AIDAR, CAS, FFATA, DSSR, and FTR.
    • Demonstrated supervisory experience, interpersonal skills, and team-building experience.
    • Must have professional fluency in written and spoken English.
    • Demonstrable experience managing grants, contracts or other mechanisms that allow projects to seamlessly change course in response to new information.
    • Ability to travel regularly within the East Africa region and Sudan if and when the context is permissive. 

    Preferred Qualifications

    • Experience with accounting software such as Serenic, Navigator, ERPs, ACCPAC, or others.
    • Proficient in written and spoken Arabic.
    • Knowledge of the political, social, and economic context of Sudan.
    • Expertise and experience in one or more areas; operations, procurement, human resources, logistics, or IT.
    • Experience working with civil society organizations or media actors in Sudan and/or in the East Africa or Horn of Africa regions.

    Deputy Chief of Party

    Position Overview

    • Pact is seeking a Deputy Chief of Party (DCOP) for the USAID-funded Sudan Strengthening Youth and Women’s Civic Participation Program. The Program aims to increase collaboration, sustainability, and resilience of civil society and independent media to advance the inclusion, participation and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches. This program will be starting Y2 of an anticipated five-year activity, with a dramatic shift in the operating context since the program startup in Khartoum in October 2o22. This position will support Sudan programming from a program office in Nairobi, Kenya with regular travel in the East Africa region.  
    • The DCOP will function as the deputy to the Chief of Party (COP) with a primary focus on oversight of and support to the technical components of the program, which include civil society strengthening, media development, youth and women’s leadership, capacity development, psychosocial support, and MEL, among other areas. Together with the COP, s/he will oversee a large portfolio of sub-grants and sub-contracts with Sudanese, regional and international organizations. S/he will contribute to training and mentoring staff on Pact policies and procedures, donor regulations, and financial best practices, as well as working closely with the COP and US-based personnel to ensure compliance with all donor regulations and effective and proactive management. S/he will be the primary point of contact with USAID in the absence of the COP with regard to day-to-day implementation and management matters related to the agreement.  

    Key Responsibilities

    • Work closely with COP to ensure effective day-to-day management of activity, to ensure deliverables are met and support the program team to adhere to plans and deadline
    • Contribute significant leadership to the effective development, management, and oversight of a large sub-award portfolio to support Sudanese local partners working in a range of technical area
    • Along with the COP, manage a team of flexible and adaptive employees in multiple locations in East Africa. Specifically: recruit, mentor and supervise Sudan technical and program team members across a variety of thematic areas, including capacity development staff, who are engaged in the activities under the DCOP’s scope of responsibility.
    • Support engagement with and oversight of technical consultants, including development of appropriate SOWs, recruitment and monitoring of field work and reporting 
    • Oversee the timely and effective monitoring, evaluation, work planning and reporting of program activities 
    • Support regular reporting requirements, including bi-weekly, quarterly and annual reports and other technical deliverables as per the contractual requirements with USAID
    • Ensure compliance with donor, organizational, legal, and other requirements, policies, and/or procedures in collaboration with operational staff with a focus on the grants portfolio and partnership development
    • Support the management and monitoring of the program’s budget, particularly the budget allocations to grant making and technical assistance, including supporting timely revisions and adoption to the budget in line with shifts in the program

    Basic Requirements

    • Master’s degree in a relevant field such as international development, political science, economics, or public policy
    • 9+ years relevant experience in the successful management of USAID cooperative agreements with large sub-award components; strong preference given to experience with democracy and governance activities
    • At least five years’ of demonstrated management experience, with focus on high quality technical democracy & governance program delivery and grant making
    • Knowledge of political, economic, and social context of Sudan
    • Experience working with civil society organizations or media actors in Sudan and/or in the East Africa or Horn of Africa regions
    • Ability to develop and maintain strong relationships with civil society partners, government institutions and private sector partners 
    • Demonstrated experience implementing highly adaptive programs, including developing strategies in complex and evolving operating environments, in close coordination with multiple stakeholders, including implementing partners, CSOs, and funders
    • Proven program leadership, adaptive management, project planning, organizational, interpersonal, and communication skills to manage a team successfully
    • Professional fluency in English (oral, writing and reading)

    Preferred Qualifications

    • Fluency in Arabic 
    • Strong understanding of the role of civil society and media in Sudan, as well as organizational and technical challenges they face in implementing international programs
    • Experience in a leadership role withing a consortium of implementing partners
    • Familiarity with conflict sensitivity and gender inclusiveness approaches in programming 
    • Experience in working in and on countries affected by violent conflict

    HR Manager

    Position Overview

    • Pact seeks a HR Manager for the USAID-funded Strengthening Youth and Women’s Civic Participation Project. The project aims to increase collaboration, sustainability, and resilience of civil society and independent media to advance the inclusion, participation and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches. This program will be starting Y2 of an anticipated five-year activity, with a dramatic shift in the operating context since the program startup in Khartoum in October 2o22. This position will be based in Nairobi, Kenya with occasional travel in the East Africa region.   
    • Reporting up to the Chief of Party through the Operations Director, the HR Manager will support the day-to-day operations of the Project Office Human Resource Department. The  HR Manager will be accountable for performing and managing a wide range of HR duties including, but not limited to, tasks in the following functional areas: recruitment, compliance, record keeping, compensation, benefits, payroll and administration.  

    Key Responsibilities

    Recruitment and Onboarding  

    • Responsible for full life cycle recruitment of job vacancies; including partnering with hiring managers, drafting job advertisements, posting jobs, screening candidates for minimum qualifications, ensuring compliance with labor laws, coordinating testing and interviews, preparing contingent offers, performing background checks, sharing information about compensation and benefits and ensuring the recruitment file is complete. 
    • Responsible for developing new hire orientation to ensure staff have email address set up, have signed employment contract, are enrolled in benefits, and have reviewed Pact’s ethics policies and performance management tools.

    Compliance and Record Keeping 

    • Maintain country specific Employee Handbook including tracking amendments.
    • Maintain accurate and complete personnel files, updating checklist and HR data as necessary. 
    • Manage ADP to ensure accuracy of data.
    • Track employee probation periods, advising managers of upcoming probation end dates, ensuring probation evaluation forms are complete and maintaining confidentiality of employee personal data.

    Compensation and Benefits Administration  

    • Assist with job descriptions ensuring they are in Pact format.
    • Manage employee benefits in compliance with labor law.
    • Work closely with management to coordinate the Performance Management Process in compliance with policy; including distribution and collection of documents, scheduling meetings, tracking, and reviewing forms as they are received. 
    • Manage employee leave; responding to requests for leave balances, advising staff on the procedures for taking leave, following up on required documentation for taking leave or returning from leave, maintaining an accurate record of all leave, ensuring the leave trackers are updated monthly and ensuring leave carry over balances are communicated at the end of each calendar year. 
    • Prepare Public Holiday calendar and send out notifications.  

    Payroll 

    • Prepare the monthly Payroll for review by drafting a memo that documents all the employee changes in the month (new hires, terminations, maternity leave etc.) with appropriate documentation (contract amendments etc).  
    • Ensure documentation for all actions are in the personnel files. 
    • Prepare final pay statement for terminating staff ensuring accuracy and compliance with policy. 
    • Reconcile the payroll with previous month to ensure accuracy. 

    Employee Training and Professional Development  

    • Develop and deliver training to staff on new policies and activities as needed.  
    • Manage staff requests for professional development and tracking documentation.
    • Assist with addressing knowledge and skill deficiencies through reasonable recommendations for training.

    Employee Communications  

    • Prepare internal communications regarding HR issues such as amendments to the employee handbook, end/beginning year activities, performance review processes, internal job opportunities, benefits and new policies. 
    • Maintain a communication board and the job board; ensure job vacancies and staff communications (CD notices, Amendments to Employee Handbook, Holiday schedule etc.) are posted/removed in a timely manner.

    Employee Relations  

    • Perform exit interviews. 
    • Respond to employee relations issues including issues of misconduct and performance issues. Partner with management and escalate issues as necessary to the Chief of Party, Deputy Chief of Party and Senior Director, Global HR.  
    • Assist with investigations into allegations as directed by Washington DC Compliance & Ethics and Human Resources.

     Compliance/Administrative

    • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
    • All other duties as assigned.

    Basic Requirements

    • Master's degree with three (3) years work experience or bachelor's degree with at least five (5+) years work experience.
    • At least one (1+) year management experience.
    • HR generalist with knowledge of HR best practices and prior experience in all functional areas of human resources (comp & benefits, talent acquisition, employee relations, performance management, compliance etc.).
    • Knowledge and experience in the enforcement of labor laws.
    • Excellent written and verbal professional communication skills in English. 
    • Autonomous with the ability to identify challenges and take initiative, prioritize, organize work efficiently.
    • Ability to solve problems in a logical manner.
    • Prior experience working with US International NGO.
    • Understanding of confidentiality as it relates to HR activities.

    MEL Officer

    Position Overview

    • Pact seeks a Monitoring, Evaluation, and Learning (MEL) Officer for the USAID-funded Strengthening Youth and Women’s Civic Participation Project. The project aims to increase collaboration, sustainability, and resilience of civil society and independent media to advance the inclusion, participation and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches. This program will be starting Y2 of an anticipated five-year activity, with a dramatic shift in the operating context since the program startup in Khartoum in October 2o22. This position will be based in Nairobi, Kenya with occasional travel in the East Africa region, and potentially relocating to Khartoum, Sudan if and when the context and operating environment become more conducive.   
    • Reporting to the MEL Director, the MEL Officer will provide strategic guidance, vision, and management for successful monitoring, evaluation and learning of the program. S/he will contribute to the development, implementation, and revision of the Annual MEL Plan, provide technical direction and support to MEL activities, ensure accurate and compelling reporting of results for program activities, and ensure activities align with Pact’s quality standards for MEL in close coordination with Pact’s Learning, Evidence, and Impact (LEAP) Team based in Washington, DC.  

    Key Responsibilities

    • Contribute to the implementation of the project’s MERL system
    • Support the maintenance of  MEL systems including MEL plans, performance indicators, data collection & reporting tools, data management systems and standard operating procedures (data quality management plan)
    • Develop and disseminate relevant M&E tools and formats and lead the provision of M&E specific technical training
    • Work closely with partners to establish their internal MERL systems, M&E plans, and data quality management
    • Ensure supportive supervision of all partners in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MEL Plan 
    • Support data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy
    • Conduct Routine Data Quality Assessments (RDQA) and implement corrective actions to improve data quality and accountability of staff and partners 
    • Support evaluations including designing and executing internal baseline, midterm and endline assessments as appropriate, and support the implementation of learning activities, with Pact’s DC LEAP Team
    • Support external evaluation processes, including drafting evaluation ToR and selection of firm, and managing the consultants in alignment with award
    • Develop and maintain accurate information in a project database, as well as accurate and timely electronic files
    • Support calculation and reporting of Pact’s Global Indicators through imPact, Pact’s instance of DHIS2, and calculation and reporting of project data into impact 
    • Support data analysis, writing, and review of the results and learning sections of program reports in collaboration with program staff, before submission to donor and ensure consortium partners’ compliance with internal data quality requirements and timely submissions for reporting
    • Help ensure the project’s MEL systems and outputs meet minimum quality standards.
    • Contribute to the development of various research designs and other research related activities including tools preparation, training of research assistants, data collection supervision, data analysis (qualitative & quantitative), and reporting 
    • Provide MEL capacity development to partners

    Basic Requirements

    • Master's degree in statistics, demographics, public policy, international development, economics, or a related field with five (5) years work experience or bachelor's degree with at least seven (7+) years work experience
    • A minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects is required
    • Demonstrated success in designing, implementing, and operating project M&E systems from project initiation to closeout stages is required
    • Demonstrated experience in strategic planning and performance measurement, including indicator design, target setting, reporting, database management, and developing M&E and/performance monitoring plans, is required
    • Demonstrated experience in designing and administering data collection tools, conducting data entry, data cleaning, and data processing & analysis is required
    • Knowledge of and experience with key democracy, human rights, governance programming indicators and USAID data collection and reporting systems
    • Demonstrated relevant technical skills in analyzing and interpreting quantitative and qualitative data and packaging the findings
    • Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available statistical and data visualization software programs e.g. STATA, R, PowerBI, Tableau
    • Demonstrated experience managing and providing ongoing training to M&E field officers and/or sub-awardees is required
    • Knowledge of the major evaluation and research methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies are required
    • Experience with data quality assessments and oversight
    • Demonstrated to work well on a team and with various partner organizations
    • Fluency in English is required 

    Preferred Qualifications

    • Knowledge of key evaluation methods such as Outcome Mapping (OM) and Most Significant Change (MSC)
    • Fluency in Arabic is desired   
    • Knowledge of the political, social, and economic context of Sudan
