    Job Purpose

    The job holder is responsible for the collection and analysis of the performance and health of payment systems in Kenya.

    Key Duties and Responsibilities

    Technical and Operational Responsibilities

    • Review and design NPS returns templates.
    • Ensure timely submission of NPS returns.
    • Implement an integrated information system for electronic submission of NPS returns.
    • Ensure that data received is processed and required standard reports generated.
    • Design and produce periodic standard analytical reports.
    • Perform analysis and verification of Payment data.
    • Update the statistics on the CBK website.
    • Interpret data, analyze results using statistical techniques and provide ongoing reports.

    Job Purpose

    Job Purpose

    The Clearing Operations Section provides clearing and settlement services to commercial banks, Government Ministries, Departments and Agencies. The Section also manages the operations of the Automated Clearing House.

    Key Duties and Responsibilities

    Technical and Operational Responsibilities

    • Contribute to the smooth operations of the Clearing Section.

    Job Purpose

    Manager, Regional Payment Issues & Administration (Manager 1)

    Job Purpose

    The role holder assists the Head of Regional Payments and Office Administration in overseeing the implementation of regional payments initiatives to achieve integration of regional payment systems, coordinate the development and implementation of NPS strategic plan, NPS budget, and the general administration of NPS office, in support of the overall Bank’s mandate.

    Strategic Responsibilities

    • Contribute as appropriate to the performance of the function and the overall achievement of the Bank’s strategic objectives.

    Technical and Operational Responsibilities

    • Provide efficient and effective customer service to customers
    • Support the Help Desk Operations and ensure timely response/escalation of customer queries
    • Timely update of Helpdesk tracker and ensure timely closure of customer queries
    • Contribute to the improvement of digital customer experience across all Channels
    • Support initiatives to strengthen customer relationships through effective channel innovation, delivery, training and administration in accordance with the Bank’s vision to be a World Class Modern Central Bank
    • Contribute to the development and implementation of strategies that lead to increased use of the available Banks digital channels
    • Perform daily reconciliation of Government payments & distribution of related reports
    • Prepare and distribute County High Value report
    • Perform daily TRFS reconciliation and distribution of related reports
    • Prepare and distribute daily statistics on Government Payments to MPMC Secretariat
    • Timely suspend/stop/fastrack of Government payments upon request, in line with laid down procedures
    • Timely recall payments from commercial banks upon request and follow up for closure
    • Timely update of Recall Log
    • Input or provide first level approval of all transactions and reversals that require to be processed manually
    • Input or provide first level for SWIFT messages for confirmation of payment requests from commercial banks
    • Escalate to Senior Manager issues, queries and complaints from customers that may need further consultation/guidance
    • File all transactions documents and correspondence for the Section
    • Draft responses to correspondence/customer queries via letters
    • Ensure timely attendance to over-the-counter queries by customers
    • Provide information/data as requested by Investigative Agencies, in line with laid down procedures
    • Log and update risk incidences in line with laid down procedures
    • Continuously engage stakeholders for feedback for improvement of service delivery.
    • Participate in the training of National, County Governments and Internal customers of the various digital channels
    • Provide input into the systems requirements during implementation of systems
    •  Participate as inputter or first level approver in the testing of systems that affect Banking functions
    • Support the delivery and implementation of the upgraded Online Banking Platform.

    Other Responsibilities

    • Audit tellers cash tills at the close of business
    • Assist in preparation of the Section Strategic Plan
    • Assist in preparation of yearly budget for Digital Channels Section
    • Provide information for input into the Training Plan
    • Implement audit recommendations
    • Maintain working relationships with appropriate external parties including Government departments, County Governments, commercial banks and other financial institutions
    • Comply with the Bank policies, procedures, guidelines and internal controls
    • Perform any other task as may be assigned from time to time.

    Qualifications

    • Bachelor’s Degree in Economics, Banking, Accounting, Finance, Business Administration, Mathematics, Computer Science or related field of study.
    • Professional qualifications in Banking, Accounting, Finance, Risk Management, or related field of study is an added advantage

    Work Experience

    • Not less than three (3) years’ work experience in Banking Operations, Financial Services, Economics, Accounting or similar operations.
    • Basic knowledge of channels and digital solutions for service delivery, while adhering to the current Public Finance Management Act and Regulations and conversant in dealing different government entities.

    Deputy Manager, Retail Payments Oversight

    Job Purpose

    The role holder is responsible for conducting risk-based prudential and market conduct supervision for Payment Service Providers (PSPs). The role holder will be guided by the National Payment system laws and the oversight risk-management framework. The role holder will analyze and assess the level of compliance and risk inherent to PSPs with the aim of ensuring that the National Payment System is safe, sound and secure.

    Key Duties and Responsibilities

    Technical and Operational Responsibilities

    • Analyse Retail payments system (RPS) including i.e. ACH, EFT, Cards, Mobile Payments and Pesalink.
    • Carry out assessments of Retail payments systems against BIS core principles and set standards.
    • Preparation of oversight reports RPSs e.g. Monthly reports, Quarterly and Annual reports.
    • Prepare management reports i.e. Stability Report and the FISC Report. 
    • Determine data requirements and relevant returns to facilitate oversight of PSPs.
    • Conduct online monitoring of PSPs transactions.
    • Coordinate responses to audit and risk management queries.
    • Undertake on- site oversight examination/off-site surveillance of RPSs.
    • Recommend enforcement action for non-compliance with NPS Act and Regulations.
    • Assess compliance with AML/CFT requirements.
    • Identify infrastructures that meet the criteria for FMIs for purposes of designation.
    • Prepare incident report and recommend action.
    • Receive and review complaints/enquiries on a payment system/product from customers/users.
    • Continuously/periodically monitor implementation of recommendations made to rectify or enhance certain critical functions or areas highlighted during on-site oversight.
    • Identifying weaknesses and action points in the operation of payment systems.
    • Prepare inspection program, develop pre-inspection template and risk assessment matrix template.

    Other Responsibilities

    • Performing any other duties as assigned by Manager and the Assistant Director

    Qualifications

    • Bachelor’s Degree in a relevant field e.g. Information Technology, Economics, Computer Science, or Business Administration.
    • Professional qualifications and memberships are an added advantage.

    Work Experience

    • At least five (5) years’ experience working in NPS, cyber risk and/or other similar roles.

    Deputy Manager, Clearing Operations

    Job Purpose

    The role holder is responsible for assisting the Head of Clearing Operations in overseeing the operations of the Automated Clearing House, which includes providing clearing and settlement services to commercial banks, switches, Government, Ministries, Departments and Agencies.

    Key Duties and Responsibilities

    • Deliver efficient and effective clearing and settlement services whilst continually adhering to high procedural and regulatory standards.

    Technical and Operational Responsibilities

    • Ensure the smooth operation of the Automated Clearing House.
    • Ensure compliance by ACH participants to KBA Standards and Regulations.
    • Approve Clearing Voucher/Return codes.
    • Review and approve Bank and Branches codes.
    • Coordinate ACH System maintenance and upgrades..
    • Supervise processing of Outward cheques, Inward cheques, and cheque verification.
    • Supervise processing of Outward EFTs (unpaid EFT credits), and Inward EFTs Credits.
    • Supervise processing of Domestic Foreign Currency Cheque Clearing (DFCCC).
    • Supervise the processing of Non-CTS compliant cheques.
    • Monitors Banks’ DFCC Guarantees.
    • Supervise MICR cheque readers system.
    • Monitor settlement of Payment Switch Operators (PSOs) net settlements instruction (NSI) files in KEPSS. (Kenswitch Ltd, Integrated Payment Services Ltd {IPSL} and Interswitch Kenya Ltd.).
    • Provide support to clearing participants’ branches clearing operations.
    • Prepare summary reports of weekly and monthly clearing activities.
    • Attend KBA Clearing House Committee monthly meetings as the alternate to the Head of Clearing Section.

    Qualifications

    Senior Manager, Client Onboarding and Account Services

    Job Purpose

    • Oversee and approve in banking system update of standing order instructions.
    •  Oversee the preparation and dispatch of daily Standing Orders reports to National Treasury.

    • Ensure proper filing of transactions documents.
    • Oversee disposal of documents as per the Bank’s retention and disposal policy.
    • Provide input into the systems requirements during implementation of systems affecting Banking functions.
    • Resolve escalated issues, queries and complaints from customers and staff and make decisions.
    • Collaborate with the relevant investigative agencies in providing information touching on Investigations on Customers transactions.
    • Represent the Bank in litigation cases to provide evidence on client transactions.

    Deputy Manager, Virtual Asset Service Provider Licensing & Products Approval

    Job Purpose

    The role holder reports to the Head of Section, Payment Services Authorization and Approvals, and assists the team in the review and analysis of applications by virtual asset service providers (VASPs) to ensure compliance with the VASPs Act and Regulations.

    Key Duties and Responsibilities

    Technical and Operational Responsibilities

    • Review VASP applications in line with the VASP Act and Regulations and make recommendations to the Section Head.
    • Make recommendations for policy interventions to encourage financial innovations.
    • Analysis of applications and the requisite licensing documents for new VASPs.
    • Processing of application for approval of New products/ Company names for new VASPs.
    • Review and recommend for approval any new VASP products/service for licensed VASPs.
    • Correspond with applicants for new VASPs vider on licensing requirements and other related queries.
    • Organize and document meetings with prospective new VASPs for regulatory guidance.
    • Updating new products applicants’ log.

    Other Responsibilities

    • Deputize the Section Head.
    • Sectional budget development and monitoring.
    • Coordinate knowledge exchange programmes.
    • Participate in stakeholder forums on payment systems and innovations.
    •  Any other assigned roles and responsibilities.

    Qualifications
