The Senior Human Resources Officer contributes to the development of a HR customer service-oriented culture that values proactivity, continuous improvement, innovation and high performance. By translating operational needs into workforce action and individual development needs, the Senior Human Resources Officer plays a critical role in partnering with management and the workforce. The Senior Human Resources Officer is usually supervised by the Representative, Deputy or Assistant Representative responsible for HR in a Country Operation, or the most senior HR staff in a Regional Bureau. She/he supervises HR Professional and General Service staff. The incumbent maintains a direct working relationship with a number of functions across the Division of Human Resources (DHR). Duties
Strategic workforce advice and operational support:

HR policies and inter-agency:

Head of Sub-Office Organizational Setting and Work Relationships Head of a UNHCR Sub-Office (HoSO) is a senior managerial position within a given country operation. The incumbent carries the full delegated authority of the UNHCR Representative (or the country Manager) of the country, who will exercise entire supervisory managerial responsibility over the position. The position, on the other hand, provides all information on developments in relation to the protection (legal protection issues relating to the persons of concern to UNHCR), security (Physical security in relation to the UNCR staff and the persons of concern to UNHCR) and operational matters (programme and office management / administration) within the domain of its geographical area of responsibility to the UNHCR Representative (or the country manager) on a regular and timely manner. Subject to the specific legal or socio economic or security developments in the Area of Responsibility (AOR), Representative will direct and guide the Head of the Sub-Office to take the most appropriate course of action. Concerning overall physical security concerns, HoSO will liaise directly with the competent UN security coordinator while keeping the UNHCR Representative fully informed. While the functional responsibility of a Head of a Sub-Office will always remain the same despite its grade level, the other parameters (therefore the depth and breadth of the competencies) such as the size of the population of concern to UNHCR, their specific legal/security concerns, volume of assistance, Number of operational / Implementing partners and the size of the Office (i.e. number of UNHCR staff and their grade levels) will determine the appropriate grade level. The PSP Operations Officer will support the respective PSP Region in the implementation of a variety of tasks related to planning, reporting, income recording, strategy, finance, admin, capacity building, administrative HR processes and procurement and will ensure that all processes are set up efficiently and in line with the existing policies and procedures. The Senior Policy Adviser will provide strategic advice to the management as well as coordinate with other Bureaux and Divisions on policy matters with the aim of ensuring harmonization across regions and in global policy matters of UNHCR. - Facilitate the development and articulation of the strategies and policies in the area of responsibility (AoR) by supporting their use and application, through consultative processes among senior managers in the field, and reflecting major global developments influencing UNHCR's work, such as the Global Compact on Refugees and UNHCR's support to applying comprehensive responses included therein.
- Review and analyse information related to solution perspectives in the AoR, ensuring overall harmonization and coherence of the solution strategies, policies and operations.

- Contribute to fostering and maintaining new partnerships with UN, whole-of-government including local authorities as applicable, private sector, civil society, academia, development partners, regional organizations and other actors geared towards achieving solutions in line with the GCR and application of comprehensive responses.
- Closely coordinate work related to strategy development within the Bureau, with other Bureaux and Divisions at HQ, Regional and Country Representations, governmental departments, other major stakeholders, including in private sector, at high level. Reach out to People of Concern and their involvement in the process of the search for adequate solutions is key.
- In Regional Bureaux, contribute to strengthening the Bureau¿s capacity for results-based management, monitoring and the evaluation of operational performance through the development of relevant tools and approaches and identifying and meeting capacity-building needs.

The Senior Procurement Officer leads, oversees, coordinates, and supports the procurement activities at global, regional, or country operations level. The incumbent will lead a procurement team, whilst discharging her/his duties and in doing so s/he will supervise staff in the international professional and general service category. The incumbent will manage the procurement processes in a timely and cost-effective manner, in conformity with UN/UNHCR's procurement rules and regulations. S/he is responsible to lead the development of complex goods and services contracts, clearly define terms and conditions, ensure best value for money, and pro-actively manage associated risks. Duties
- Design and continuously improve procurement planning tools and procedures to be used by UNHCR and partner Organizations.
- Establish strategic procurement plans to improve value for money and monitor procurement forecasts versus actual requirements, factoring in sustainably, economic, environmental and/or climate considerations.
- Develop procurement and supply chain strategies for important commodities and services and ensure adequate capacity to respond to emergencies.
- Make recommendations to improve contract clauses and processes to ensure the best delivery and service terms.

The incumbent's primary role is to provide, in close coordination with the Resettlement and Complementary Pathways Service, relevant Bureau and other concerned sections in the field and HQ, continuous support within in his/her Area of Responsibility (AOR) ensuring that resettlement and complementary pathways for admission policies are correctly implemented and assist UNHCR in establishing comprehensive protection and solutions strategies. She/he contributes to policy development, revising and developing resettlement and complementary pathways methodologies and systems, support for complementary pathways development and implementation, monitoring procedural compliance, integrity and quality of resettlement case submissions, staff training as well as assisting the regional management of resettlement and complementary pathways operations, resources allocation and coordination of resettlement and complementary pathways activities involving governments and non-governmental organisations.
Duties
Note that regional duties reflected below will only apply for positions located in regional bureaux.
- In close coordination with other entities within the Bureau and country offices, ensure measures to prevent, detect and respond to instances of fraud in the resettlement and complementary pathways processes, and are comprehensively and consistently implemented across the region.
- Places allocated for resettlement and complementary pathways are used efficiently and effectively and targets are met at the country and regional level if appropriate.
- Stay abreast and analyse the implications of political, legal, social and economic developments in the AOR and provide advice/recommendations on policy/strategic approaches to further UNHCR objectives with respect to resettlement and complementary pathways for admission.
- Manage a consultative process within the AOR including country operations (if applicable), partners and other stakeholders to: i) identify and analyse resettlement and complementary pathways challenges, trends and gaps; and ii) develop and implement a resettlement and complementary pathways strategy.
- Ensure that the strategy addresses the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities (AGD) and persons living with HIV/AIDS.
- Review and provide feedback and advice on their resettlement and complementary pathways strategies and priorities, to ensure that they are coherent and consistent with the AOR strategy and fully integrated into country operations plans and that the necessary resources are allocated to address resettlement and complementary pathways gaps across the AOR.
- Promote, disseminate and strengthen understanding and capacity for and monitor the implementation of UNHCR's global resettlement and complementary pathways policies, procedures and guidelines in the AOR.
- Monitor and provide advice to country offices on resettlement and complementary pathways policies, procedures, guidelines and activities as well as in implementing standard operating procedures related to resettlement and complementary pathways.
- Contribute to policy development, revising and refining resettlement and complementary pathways methodologies and systems.
- Provide guidance and advice on policies, protection standards and procedures for complementary pathways for admission.

- Negotiate with resettlement countries the design and development of resettlement programmes and/or complementary pathways for admission in close consultation with the Headquarters.
- Manage a two-way communication process to ensure that persons of concern and partners receive up-to-date and accurate information on UNHCR's resettlement and complementary pathways policies and procedures. Ensure mechanism for accountability and effective feedback are in place.
- Ensure the production of up-to-date and accurate statistics and analytical reports on resettlement and complementary pathways, updates and briefing notes, including with regard to the trends, the region¿s performance in meeting resettlement targets, challenges and responses.
- Coordinate, in close consultation with Headquarters, to collect resettlement and complementary pathways related information for external publications.
- For the AOR assess training needs, draw training plan and strategy and deliver resettlement complementary pathways related training to UNHCR staff, partners and other stakeholders as required.
- Contribute to a communications strategy that generates support for UNHCR's operations from external partners ensuring resettlement and complementary pathways positive protection outcomes are showcased when appropriate.
