    Deputy Commission Secretary/Operations

    DUTIES AND RESPONSIBILITIES

    1. Responsible to the Commission Secretary for management and coordination of the Commission’s field services;
    2. Responsible for electoral cycle and operational planning of electoral events including development of proposals for reforms and change initiatives;
    3. Monitor and ensure the effective and efficient performance of core functions including; voter education, voter registration, boundary databases, electoral operations and electoral dispute resolution; d) Responsible for integration of appropriate technology in electoral operations;
    4. Oversee the development and management of electoral reporting system, and ensure the development of key policies and strategies for the respective electoral divisions;
    5. Oversee the development of a voter registration plan, structures and processes to deliver a certified and credible National Voters Register;
    6. Oversee the development of voter education plans, strategies and collaborations;
    7. Coordinate the development of the electoral calendar and manage its execution; and
    8. Review findings on monitoring and evaluation of all electoral events with a view to recommending areas for improvements.

    REQUIREMENTS FOR APPOINTMENT

    1. Must have a Master’s degree in social Sciences, Law or Public/Business Administration or related field from a recognized university/institution;
    2. Must have a Bachelor’s degree in social Sciences, Law or Public/Business Administration or related field from a recognized university/institution;
    3. Must have a minimum of ten (10) years’ relevant experience, five (5) of which must be at senior management level in a large organization;
    4. Must be a Member of a relevant professional body and in good standing; and
    5. Must have demonstrated track record in delivering significant strategic initiatives/experience or a strong appreciation of electoral administration or electoral reform is desirable.

    Commission Secretary/Chief Executive Officer

    DUTIES AND RESPONSIBILITIES

    1. Provide requisite leadership to the Secretariat to ensure the Commission attains high level of professionalism and ethical standards;
    2. Provide guidance to the Secretariat for day to day administrative functions of the Commission;
    3. Oversee development of the Commission’s annual work plans and annual operating budgets;
    4. Oversee financial and administrative management of the Commission;
    5. Enhance and maintain proper internal control systems and procedures;
    6. Drive the Commission’s vision, mission, objectives and goals through the implementation of its strategic plan;
    7. Ensure effective management of Commission’s resources and accountability;
    8. Ensure continuous improvements in quality and compliance with legislations adopted by the Commission from time to time;
    9. Ensure safe custody of all the Commissions documents as the chief custodian; and
    10. Serve as Secretary to the Commission Plenary

    QUALIFICATIONS, SKILLS AND EXPERIENCE FOR APPOINTMENT

    1. Must be a citizen of Kenya;
    2. Possesses a degree from a recognized university;
    3. Has had at least five years’ proven experience at management level
    4. Has proven relevant experience in either; electoral matters; management; finance; governance; public administration; law; or political science; and e) Must meet the requirements of Chapter 6 of the Constitution.
    5. Must have Membership of a recognized professional body and in good standing;
    6. Proven experience in leadership, management and corporate governance will be added advantage.
    7. Proven working knowledge and thorough understanding of Public Finance Management Act and Public Procurement and Asset Disposal Act will be an added advantage;
    8. Must be computer literate.

    Assistant Election Officer II

    DUTIES AND RESPONSIBILITIES

    1. Oversee general management of constituency office in absence of Senior Election Officer;
    2. Completing voter registration control sheets and control registers;
    3. Keep up to date statistics on voter registration exercise;
    4. Updating regularly and maintaining and updated register of electors and making sure it is always accurate;
    5. Checking that all electoral materials and equipment are in good working condition;
    6. Assist the Senior Election Officer in mapping of polling stations/registration centres;
    7. Assist in publicity of voter registration of voters, elections, inspection of the register and any other activity to be undertaken by the Commission;
    8. Quality control the work done by registration and polling officer on voter registration;
    9. Receive, distribute, maintain an inventory of materials & equipment to registration centres
    10. Replacing lost and defaced voters cards with duplicate cards;
    11. Assist in preparation of work plans, security plans, transport, and logistical plans;
    12. Safeguarding registration data;
    13. Assist in verifying the register of visitors;
    14. Ensuring security of office records, equipment and documents, including classified materials; and preparing responses to basic routine correspondence
    15. Perform any other duties as assigned by the Commission.

    REQUIREMENTS FOR APPOINTMENT

    1. Must have a Bachelor’s degree from a recognized university;
    2. Must have three (3) years relevant working experience in a busy organization;
    3. Must hail from the Constituency applied for as indicated in the National Identity card; d) Should be competent and confident in handling office records and processes;
    4. Must have good interpersonal and communication skills and a team player;
    5. Must be computer literate and possess good analytical skills;
    6. Must be a person of undoubted integrity.

    County Accountant for Turkana County

    DUTIES AND RESPONSIBILITIES

    1. Initiate payment process, prepare and examine vouchers received from the Constituency Office Clerks in the County;
    2. Prepare payroll for the temporary hired election officials for the County;
    3. Maintain cashbooks and bank reconciliation for the County;
    4. Disbursement of funds to constituency offices within the County and check off returns;
    5. Advise the CEM on all County financial matters;
    6. Certify and verify returns and vouchers in the County;
    7. Write cheques and arranging for withdrawal of cash for County office use;
    8. Ensure settlement of bills for the services and goods supplied to the County offices;
    9. Handle leave records, office accommodation, medical issues, and any other administrative matters in the County;
    10. Manage and update the risk register on electoral operations in the County;
    11. Maintain leases, County assets titles and ensure security of IEBC owned and hired premises;
    12. Deal with procurement matters promptly as may be directed in collaboration with Supply Chain Management Assistant;
    13. Identify constituency needs and supplies and address them for the County;
    14. Coordinate and maintain proper staff files, personnel, and accounting records;
    15. Certify and verify returns from the constituencies;
    16. Prepare expenditure returns in the County.

    REQUIREMENTS FOR APPOINTMENT

    1. Have Bachelor’s degree in, Finance, Commerce or equivalent from a recognized institution;
    2. Must be a Certified Public Accountant (CPA) (K) or its equivalent qualifications;
    3. Must be a member of ICPAK; d) Must have at least three (3) years relevant work experience in a reputable organization;
    4. Must have good interpersonal and communication skills;
    5. Must be proficiency in Computer Applications;
    6. Must be a person of undoubted integrity
    7. Must hail from the County he/she is applying for as indicated in national identity card

    Senior Elections Officer

    DUTIES AND RESPONSIBILITIES

    1. Provide management support, develop and oversee the implementation of strategies, policies, plans and budgets at the constituency level while ensuring the alignment of these to the regional and overall Commission strategies;
    2. Ensure that election operation activities at the constituency level comply with internal controls and budget restrictions;
    3. Ensure provision of administrative support services at the constituency level including distribution of election materials, transport management, implementation of security policies and protocols and ensuring the safe custody of the Commission’s assets;
    4. Be responsible for sound financial management and prudent use of all Commission funds at constituency level in line with Commission’s financial policies;
    5. Liaise with the County Election Manager to implement training programmes for registration and election officials at the constituency level;
    6. Identify, inspect suitable polling, nominations and tallying centers;
    7. Liaise with regional administrative and security officials at the constituency level to ensure safety of Commission Assets;
    8. Undertake the verification, compilation and revision of Constituency voter’s register as required by law from time to time;
    9. Liaise with political parties with respect to elections and related activities;
    10. Develop accountability measures, monitor the performance indicators at the constituency levels and ensure the timely preparation of periodic reports;
    11. Be the Returning Officer during elections and the Voter Registration Officer during voter registration exercise
    12. Perform any other duties as assigned by the Commission.

    REQUIREMENTS FOR APPOINTMENT

    1. Must have a Bachelor’s degree from a recognized university;
    2. Proven experience in results-based management, monitoring and evaluation or managing election process is an added advantage;
    3. Must have a minimum of Six (6) years working experience, two (2) of which must be at management level; d) Additional training, professional qualifications and experience of fieldwork will be an advantage;
    4. Must be proficient in computer literate;
    5. Should possess good negotiation, planning and coordination skills;
    6. Must be a team player and possess good management and leadership skills;
    7. Must be a person of undoubted integrity
    8. Must hail from the Constituency applied for as indicated in the National Identity card;
