    Driver

    JOB PURPOSE

    To provide efficient and safe transportation to senior WFP staff, high ranking UN officials or visitors, and/or provide support in coordinating transport related services.

    KEY ACCOUNTABILITIES

    • Provide transportation to senior WFP staff, high ranking UN officials and visitors including translation of basic conversations from/to the local language, and the delivery and collection of various items following authorized routing and UN safety and security rules and regulations to ensure safe and efficient services.
    • Support the Fleet Manager to plan and assign the routes and schedules for other Drivers with a view to ensuring efficient transport-related services for clients. To ensure WFP vehicles are maintained to the recommended Mechanical status to ensure efficient vehicle use and cost-efficiency. Plan and coordinate WFP vehicle maintenance schedule
    • Responsible for accurate maintenance of the vehicle log books (recording of mileage, assignment date, passengers, odometer readings, fuel consumption, oil changes etc), and daily reporting to the supervisor on mechanical status to ensure efficient vehicle use and fuel consumption supporting accurate accounting and cost-efficiency.
    • Efficiently plan and coordinate assigned vehicles maintenance to ensure vehicles are fully equipped with required travel authorizations and supplies, assigned equipment on board is in a good condition to support safe and efficient services.
    • Follow established rules and regulations for field trips and/or in cases of an accident or mechanical breakdown, the driver should report immediately to the supervisor on any apparent problems, to seek for instructions/advice that facilitate informative decisions on the way forward.
    • Outside driving duties, perform basic office related tasks such as filing, photocopying and maintaining stores when required including mailing service and payment of office telephone and other bills, to ensure administrative support to clients.
    • Transportation of authorized personnel /or delivery of various items/commodities following authorized routing and UN safety and security rules and regulations to ensure safe and efficient services.
    • Responsible for day to day operation, cleanliness and maintenance of the assigned vehicle; carry out vehicle checks (oil, fuel, water, battery, brakes, tyres, etc). and performs minor repairs;
    • Safeguard vehicle security (door locks, security-locks) etc. Monitor the security and serviceability of WFP assets (communication equipment, antennas). Advise immediate supervisor of discrepant issues;
    • Remind the passengers to always wear seat belts before the start of the Journey.
    • Support the Fleet Manager in Fleet-wave (FMS) data entries for RBN vehicles and analyze the Regional Office fuel consumption data on monthly a basis. Generate reports from FMS for management consumption.
    • Perform other related duties as required.

    STANDARD MINIMUM QUALIFICATIONS

    Education: Completion of secondary school education. Formal drivers training with a valid driver’s license/certification to operate assigned vehicle following local rules and regulations.

    Experience: Two or more years of work experience as a Driver, preferably in an international organization, embassy or UN system with a demonstrated safe driving record. Experience in driving a variety of makes and models of vehicles, including vans, trucks and other kinds of motorised vehicles. Experience in defensive driving is desirable.

    Knowledge & Skills:

    • Knowledge of driving rules and regulations, and security issues.
    • Knowledge of safety standards and safety equipment (e.g. fire extinguishers, buoyant wearable safety devices, etc.).
    • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
    • Basic skills to assist in case of emergency, knowledge of first aid basic methods.
    • Knowledge and ability to use radio, email, telephone and other applications.
    • Ability to assess vehicles for mechanical fitness and skills in minor vehicle repairs.
    • Ability to demonstrate a client-oriented approach, high sense of responsibility, courtesy and tact.

    Regional Gender and Youth Livelihoods Coordinator

    PURPOSE OF THE POSITION

    The Project has an internal three-tier coordination and technical support structure: i) a Programme Steering Committee (PSC); ii) a Programme Coordination Team (CT), comprising both in WFP Headquarters and the three Regional Bureaux in which the partnership is implemented; iii) the Programme working group at country level (COWG).

    The Regional Gender and Youth Coordinator will act as focal point of the MCF-WFP partnership and serve as a member of the Programme CT at the Regional Bureau level. Given the nature of the partnership and the MCF’s focus and work on youth employment and women empowerment, it is advisable that the Regional Gender and Youth Livelihoods Coordinator has technical expertise in at least two or more of the areas covered by the programme pillars/outcomes, mentioned below:

    1. Young people, especially women, have improved employment opportunities along the value chain.
    2. Smallholder farmers, especially youth and women, increase the value of their sales, resulting in improved income.
    3. Smallholder farmers, especially youth and women, reduce post-harvest losses and improve the quality for targeted crops.
    4. Improved inclusiveness of marginalized groups in agricultural value chains.
    5. Improved value chain efficiency for young people, in particular women

    STANDARD MINIMUM QUALIFICATIONS

    Education: Advanced university degree in one of the following disciplines: agricultural economy, development economics, agricultural and rural development, M&E, development studies, gender studies or other related fields.

    Experience: Minimum 6 years of post-graduate, progressively responsible professional experience in coordination and project management. Previous experience in managing projects on youth employment and women empowerment and sound understanding of programming on women’s economic empowerment are desirable. The ability to coordinate multi-stakeholders is an asset.

    Language: Fluency (level C) in English language is required.

    Qualities we look for: 

    • Proven abilities to coordinate agriculture-related projects
    • In-depth knowledge of gender issues/inequality in development settings, and linkages with agriculture development and sound understanding of programming on women’s economic empowerment
    • Solid analytical skills, including gender analysis, or labor market/ skills forecast
    • Solid oral and written communication skills, including the ability to effectively communicate through multiple mediums (e.g., policy, advocacy messaging, reporting, training)
    • Team spirit and excellent interpersonal relations.
    • Knowledge of the UN system, including gender-related mandates is an asset.

    ACCOUNTABILITIES/RESPONSIBILITIES

    The Regional Gender and Youth Coordinator will be the primary interface of the Program Coordination Team with the Country Offices implementing the MCF program in the region and will join the monthly meetings of the Program working group at country level (COWG). The Regional Gender and Youth Coordinator will also provide additional support to Country Offices in the areas of his/her technical expertise and coordinate the technical support that can be provided to the country offices by the Regional Bureau’s concerned units (e.g., SAMS, food systems, gender, supply chain, etc.).

    The Regional Gender and Youth Coordinator will represent the Regional Bureau within the Program Coordination Team. In this respect the Regional Gender and Youth Coordinator will attend meetings of the Coordination Team, provide regular updates and report any issues of concern and progress to the Deputy Global Coordinator. The Regional Coordinator will also support strategic partnership development with other external and internal livelihood actors. The Regional Coordinator will also participate on related for a on youth, economic inclusion and other thematic groups.

    The Regional Coordinator will provide regular updates to Bureau colleagues from various units, such as Logistics, Procurement and TEC, as well as the various teams of the Programme Unit.

    SPECIFIC TERMS OF REFERENCE

    • Coordinate the implementation of MCF initiatives at regional level and ensure alignment of the program activities to the existing relevant regional programmatic initiatives.
    • Serve as technical professional in advising the program countries in the region on areas to strengthen and improve regarding youth and livelihoods.
    • Support Country Offices on Country Strategic Planning when needed.
    • When required, provide technical support also to other program countries in the region, based on his/her specific technical expertise, preferably in the areas of youth employment and women empowerment (e.g. provide advice on outreach strategies to marginalized groups; on identifying the main gender barriers /constraints to women participation and engagement in the agriculture sector and WFP operations, and in designing appropriate gender strategies, components, and indicators to respond to gender issues).
    • Support the Country Offices with data analysis, communication, and advocacy, and develop an advocacy strategy to make strategic shift at policy level through this project.
    • Support Country Offices in the process of timely monitoring the impact of the MCF program in the Common Areas of Success identified with MCF, in the collection and reporting on data driven evidence, and liaise with the Regional Bureau and Coordination Team, M&E function to ensure quality of the above.
    • Review the biannual and annual narrative reports prepared by the COs, share the RBx-reviewed reports with HQ, collate HQ comments and share back with COs.
    • Compile technical feedback from countries into relevant products as per donor requests/requirements, in coordination with the Coordination Team’s Knowledge Management function.
    • Support the generation of think pieces from project implementation to contribute to the body of knowledge on youth employment and women’s economic empowerment, in coordination with CT’s Knowledge Management function.
    • Contribute to the design of, and participate in, country and regional level learning events, including conferences, workshops on thematic areas and on the IFPRI and other institutions research projects.
    • Join the monthly meetings of the Country Office Working Groups and follow up with Country Offices on the action points agreed in the meeting.
    • Join the monthly meetings of the Coordination Team and provide updates on progress and constraints.
    • Ensure that the COWG fosters collaboration and cooperation with key stakeholders, including governments, RB regional bodies, private sectors, UN agencies, NGOs and civil society, research and academic institutions and donors’ institutions to contribute to effective project implementation.
    • Liaise with the other Regional Bureaux Regional Gender and Youth Coordinators on a regular basis, with regards to knowledge sharing, challenges and risks, communications, etc.
    • Represent the food systems team in the related thematic fora on youth, livelihoods, economic inclusion.
