    Risk Management Officer

    REF NO. MSEA - 4/4/2020 (MSEA GRADE 7)

    Duties and Responsibilities

    • Monitoring and evaluating processes and procedures of donor and government funds,
    • Stocktaking and carrying out risk assessment, corruption risk assessment and  anti-corruption awareness activities;
    • Preparing and monitoring risk reports;
    • Assisting in carrying out institutional risk evaluation, conducting financial and systems audit risks;
    • Assisting in developing and updating of internal risk manual;
    • Carrying out a review of the operations, accounting, financial and budgetary and other operations, systems and procedures.

    Requirements for Appointment

    For appointment to this grade, an officer must have:-

    • Bachelor’s degree in any of the following disciplines:- Commerce (Accounting/Finance option), Economics, Mathematics, Statistics, actuarial science or its equivalent qualification from a recognized institution;
    • At least Part II of Professional qualifications such as CPA, ACCA, ACA, CIA,CISA, CRISC or ACMA from a recognized institution;
    • Be registered with Institute of Internal Auditors (IIA) (Kenya Chapter) or any other a relevant professional body ; and
    • Certificate in computer applications from a recognized institution.

    In addition, all prospective candidates MUST satisfy the requirements of leadership and integrity as set out in Chapter six (6) of the constitution of Kenya and will be required to provide the documents listed and the academic and professional certificates during interview.

    Director Strategy, Planning and Coordination

    REF NO. MSEA – 3/4/2020 (MSEA GRADE 2)

    The Director Strategy, Planning and Coordination will be responsible to the CEO for the overall coordination and management of corporate planning matters.

    Duties and Responsibilities

    • Providing strategic leadership and management in the Corporate Planning matters, economic analysis, development planning, performance monitoring, evaluation and reporting and research development;
    • Coordinating development and review of the Authority’s Strategic Plan;
    • Developing and guiding implementation of the company’s annual work plan and performance contract;
    • Guiding preparation and implementation of divisional/departmental annual work plans and performance contracts and the strategic plan;
    • Coordinating preparation of performance progress reports, disseminating the reports and providing feedback to the implementing divisions/departments;
    • Guiding the development, implementation and review of relevant economic analysis models;
    • Coordinating administrative and staffing matters in the department
    • Any other responsibilities as may be assigned from time to time.

    Requirement for Appointment

    For appointment to this grade, an officer must have:-

    • Served in the grade of Deputy Director, Policy and Planning for a minimum period of three (3) years or in a comparable and relevant position in public service or Private Sector.
    • Bachelor’s degree in any of the following disciplines:- Economics, Statistics, Strategic Planning/Management, Planning/Management in related field from recognized institution
    • Master’s degree in any of the following disciplines:- Economics, Economics and Statistics, Strategic Planning/Management or its equivalent from recognized institution
    • Membership with a relevant professional body
    • Attended a Project Management Course or related Management Course lasting not less than four (4) weeks;
    • Certificate in either Monitoring and Evaluation, Quality Assurance or any other related qualifications
    • Certificate in Computer application skills from a recognized institution

    Assistant Registrar

    JOB GRADE MSEA 4: REF NO. MSEA - 2/4/2020 (MSEA GRADE 4)

    Reporting to the Registrar, the Assistant Registrar will be responsible for the following;

    Duties and Responsibilities

    • The Assistant Registrar will assist the Registrar to implement the MSE Act No. 55 of 2012 on matters relating to registration of MSE Associations and umbrella organizations. Specific duties and responsibilities will entail: supervising and coordination of staff in the unit;
    • registering MSE associations and umbrella organizations;
    • investigating and ascertaining non -compliant MSE associations; maintaining an up to date disaggregated data bank for all MSE Associations;
    • coordinating the management of MSE Associations’ registry;
    • recording cases of disputes emanating from MSE Associations;
    • organizing for MSE Associations elections;
    • coordinating work planning and performance contracting; and
    • analysing data and writing periodic reports.

    Requirements for Appointment 

    For appointment to this grade, an officer must have: -

    • served in the grade of Chief Registrar or in a comparable and relevant position in public or private sector for a minimum period of three (3) years;
    • Bachelor of Law degree from a recognized institution;
    • Master’s degree in law or equivalent qualification from a recognized institution;
    • Postgraduate Diploma in Law from the Kenya School of Law or any other equivalent qualification from a recognized institution;
    • been admitted as an Advocate of the High Court of Kenya;
    • Membership to a professional body;
    • Certificate in computer applications from a recognized institution; and
    • Demonstrated professional competence and managerial ability as reflected in work performance and results.

    Registrar

    Reporting to the CEO, the Registrar will be responsible for the registration of MSE Associations and umbrella organizations.

     Duties and Responsibilities

    • Registering MSE associations and advising them accordingly;
    • Maintaining an up to date disaggregated data bank of all MSE Associations;
    • Regulating the operations of all MSE Associations and umbrella organizations;
    • Overseeing MSE Associations’ elections and intervening to initiate arbitration process in cases of dispute;
    • Liaising with MSEA County offices in sensitizing and encouraging MSE operators to form and register sector based MSE Associations;
    • Preparing annual and regular reports on registered MSE Associations; and
    • Carrying out investigations on any unlawful operations undertaken by MSE associations and umbrella organizations.

     

    Qualifications for Appointment

    For appointment to this position an officer must have;-

    • Minimum experience of twelve (12) years, five (5) of which must have been in a senior management position as Registrar in micro and small enterprises or in a comparable position;
    • Bachelor of Laws (L.L.B) degree from a recognized institution;
    • Master’s degree in Law or equivalent qualification from a recognized institution;
    • Postgraduate Diploma in Law from the Kenya School of Law or any other equivalent qualification from a recognized institution;
    • Been admitted as an Advocate of the High Court;
    • Proficiency in computer applications;
    • Demonstrate thorough understanding of the mission, vision, and strategies of MSEA and the ability to clearly interpret and apply role of Micro and Small Enterprise in Kenya’s social economic development and particularly in line with vision 2030 and Big 4 Agenda.
