    Corporation Secretary

    Ref: NGAAF/01/02/2023

    Reporting to the Chief Executive Officer, the Cooperation Secretary will be responsible for:-

    • Providing guidance to the board on their duties and responsibilities and on matters governance;
    • Assist the Board in carrying out Board Inductions and Training
    • Assist the Board in updating the Board and Committee Charters;
    • Assist the Board in preparation of Board Work Plans, Board Evaluation, Implementation of the code of conduct and ethics and conducting of governance audits; 
    • Ensuring timely preparation and circulation of Board and Committee papers and minutes;
    • Being the custodian of the seal of the Organization and account for its use to the Board;

    Internal Audit and Risk Assurance

    Reporting functionally to the Board and administratively to the Chief Executive Officer, the Internal Auditor and Risk Assurance Officer will be responsible for:-

    • Overseeing the development, implementation and review of policies, procedures, frameworks, strategies, plans, legislations, standards and regulations on audit;
    • Providing leadership in the alignment and harmonization of governance, transparency and accountability mechanisms with Public Finance Management Act in regard to the finances and assets of the Fund;

    Qualifications
    For appointment to this grade, an officer must have: -

    • Served in the grade of Deputy Director, Internal Audit and Risk Assurance for a minimum period of four (4) years or in a comparable and relevant position in the Public Service for a minimum period of twelve (12) years, five (5) of which shall be at management level;
    • Bachelor’s degree in any of the following disciplines: - Commerce, Economics, Mathematics, Business Administration or equivalent qualification from a recognized institution;

    Deputy Director - Planning

    Reporting to the Director- Planning, an Officer at this level may be deployed in any of the following functional areas:
    Policy and Research 

    Duties and responsibilities at this level will entail: -

    • Coordinating the development, implementation and review of policies, procedures, frameworks, strategies, plans, legislations, standards and regulations on planning and research;
    • Facilitating feasibility studies and service delivery surveys;
    • Overseeing the preparation and implementation of the Fund’s Quality Management Systems (QMS) through quality assurance programmes;
    • Ensuring the development, implementation and review of the risk management framework for the Fund;
    • Spearheading the development of the risk register;
    • Overseeing the implementation of the Integrated Quality Management Systems (IQMS)and other Business Process Re-Engineering (BPR) initiatives;
    • Overseeing development and implementation of enterprise risk management strategies;
    • Ensuring the preparation of Fund’s Public Expenditure Review (PER) and Mid-Term Expenditure Framework (MTEF) budget; 
    • Facilitating the establishment and maintenance of a databank for the Fund’s programmes and projects; 
    • Overseeing research on affirmative action programmes and projects;

    • Facilitating the establishment and operationalization of knowledge management framework;

    Monitoring and Evaluation 
    Duties and Responsibilities will entail: -

    • Overseeing the development, implementation and review of policies, strategies, standards and guidelines on monitoring and evaluation;
    • Spearheading the development of standard operating procedures for monitoring and evaluation; 
    • Directing the monitoring and evaluation of the Fund’s annual work plans and performance management; 
    • Overseeing monitoring and evaluation of programmes and projects in the Fund;
    • Promoting monitoring and evaluation culture in the Fund;
    • Overseeing the monitoring and evaluation of projects and programmes of the Fund;
    • Facilitating the development of standard operating procedures for monitoring and evaluation; 
    • Spearheading the development of a robust e- platform to monitor implementation of projects and programmes; 
    • Facilitating the design and development of monitoring and evaluation systems for the Fund;
    • Overseeing the preparation of monitoring and evaluation reports;
    • Spearheading the development and implementation of the division’s budgets, performance contracts and staff performance appraisal;
    • Ensuring compliance with principles of good governance, transparency, accountability, ethics and integrity; and
    • Managing and developing staff in the division.

    QMS, BPR and Risk Management 
    Duties and responsibilities will entail: -

    • Supervising business processes within the Authority so as to assure continuity and consistency;
    • Developing standards, systems and procedures for quality assurance;
    • Advising management on improvement in business processes; 
    • Coordinating the development of business process and continuity strategy, policy and framework for the Authority; 
    • Ensuring appraisal of the relevance, reliability and integrity of management processes and controls;
    • Conducting and evaluating various quality checks on systems within the Authority;
    • Preparing and implementing quality assurance plans;
    • Initiating formulation and implementation of relevant policies, strategies and procedures;
    • Initiating development of work plans, procurement plans and budget for the unit;
    • Identifying policy gaps and making appropriate recommendations;
    • Evaluating and take corrective action when necessary with regard to Authority processes and procedures;
    • Using relevant quality tools and ensure staff understand how to improve the Authority’s operations;
    • Ensuring better operational procedures to improve overall efficiency and effectiveness in the Authority processes;
    • Consulting with other departments in the Authority when critical quality issues arise and making recommendations on corrective action;
    • Monitoring quality assurance activities to determine compliance with corporate policies and procedures;
    • Advising on quality issues and relevant standards to be implemented in Authority processes and procedures
    • Supervising the entire risk universe and business processes within the Authority so as to assure continuity and consistency in risk management and related business processes in the Authority;
    • Developing standards, systems and procedures for risk management;
    • Advising management on risk exposure and mitigation measures; 
    • Evaluating the risk exposures relating to the Authority’s governance, operations and information systems; 
    • Coordinating the development of the enterprise risk management strategy, policy and framework for the Authority; 
    • Coordinating coaching of management in responding to risks; managing all activities and processes and support management’s achievement of strategic targets by providing risk navigation of key performance indicators; 
    • Ensuring appraisal of the relevance, reliability and integrity of management, and operating reports, risk management and control processes;
    • Preparing and implementing enterprise risk management plans;
    • Evaluating the risk exposures relating to the Authority’s governance, operations and information systems;
    • Initiating formulation and implementation of relevant policies, strategies and procedures;
    • Initiating development of work plans, procurement plans and budget for the division;
    • Identifying policy gaps and making appropriate recommendations;
    • Confirming that risk procedures are properly carried out and assigned work schedules are maintained; and

    Qualifications 
    For appointment to this grade, an officer must have: -

    • Served in the grade of Principal, planning for a minimum period of four (4) years or in a comparable and relevant position in the public service for a minimum period of ten (10) years, four (4) of which shall be at management level;
    • Bachelor’s degree in any of the following fields: - Economics, Statistics, Mathematics, Commerce, Finance, Project Planning and Management, Business Management/Administration, Applied Research or equivalent qualification from a recognized institution;

    Deputy Director – Resource Mobilization

    Reporting to the Director – Resource Mobilization, the Deputy DirectorResource Mobilization will be responsible for: -

    • Coordinating development, implementation and review of resource mobilization and partnerships policies, strategies, standards, guidelines and procedures;
    • Coordinating development and implementation of framework for mobilizing resource including donations, grants, gifts and endowments from key stakeholders in support of the Fund programmes;
    • Coordinating negotiations with relevant Government Departments, partners, donors and other stakeholders in the financial sector;
    • Identifying sources of funding and mobilize resource for financing the Fund programmes;
    • Building rapport and maintaining good relationships, linkages with MDAs, Counties, partners, collaborators and other relevant stakeholders; 
    • Promoting public-private partnerships’ in implementation of Affirmative Action Programmes;
    • Establishing linkages with county, national, international organizations and other relevant stakeholders to improve and facilitate implementation of Affirmative Action Programmes;
    • development of proposals for funding the Fund’s programmes and projects; 
    • Building capacity of stakeholders at various levels for resource mobilization;
    • Coordinating development and update of grants, donors and partners’ database; 
    • Coordinating preparation of resource mobilization and partnerships reports; and 
    • Coordinating the development of the department’s work plan and budget. 

    Qualifications
    For appointment to this grade, an officer must have: -

    • A minimum of ten (10) years’ relevant work experience, four (4) of which should have been in a management position;
    • Bachelor’s degree in any of the following fields: Economics, Finance, Commerce or equivalent qualification from a recognized institution;
    • Master’s degree in any of the following fields: Economics, Finance, Strategic Management, Project Planning and Management, Commerce or equivalent qualification from a recognized institution;
    • Membership to a professional body where applicable in good standing;
    • Management course lasting not less than four (4) weeks from a recognized institution;
    • Proficiency in computer applications;

    Principal Finance Officer

    Reporting to the Deputy Director – Finance, the Principal Finance Officer will be responsible for:-

    • Developing, implementing and reviewing policies, standards, guidelines and procedures for financial services in line with the relevant regulations;
    • Ensuring compliance to the PFM Act and other relevant legislation;
    • Developing, implementing and reviewing strategies to facilitate access to financial services for Affirmative Action groups;
    • Providing professional advice to the Fund on financial planning, and investment; 
    • Ensuring compliance with the objects and purposes of the Fund and guidelines on the disbursement of funds for projects;
    • Developing and implementing an appropriate financial management system to facilitate funds disbursement and reporting; 
    • Reviewing the approved project proposals and initiate disbursement of funds; 
    • Coordinating dissemination of information to Deputy Director Programme and Officers and external implementers of changes in policy guidelines and practice on funds disbursement;
    • Monitoring accurate recording of financial transactions;
    • Coordinating the preparation of periodic management and annual financial reports; 
    • Coordinating the rationalization of estimates, annual appropriation and special grant accounts, cash flow control and cost analysis;
    • Ensuring statutory deductions are remitted to relevant authorities; 
    • Coordinating preparation of reports on approved project proposals and status of disbursement funds; and
    • Coordinating commitment of funds and expenditure trends.

    Qualifications
    For appointment to this grade, an officer must have: -

    • Served in the grade of Senior Finance Officer for a minimum period of four (4) years or in a comparable and relevant position in the Public service for a cumulative period of eight (8) years, three (3) of which should have been in a supervisory role; 
    • Bachelor’s degree in any of the following disciplines: - Commerce (Finance option), Finance, Economics, Business Management (Finance option) or equivalent qualification from a recognized institution;
    • Masters degree in any of the following disciplines:- Commerce (Finance Option) Finance, Economics, Business Administration (Finance Option) or equivalent qualification from a recognized Institution;
    • Passed Part III of the Certified Public Accountants (CPA K) examination or equivalent qualification from a recognized institution;

    Qualifications
    For appointment to this grade, an officer must have: -

    • Served in the grade of Senior Corporate Communication Officer for a minimum period of four (4) years or in a comparable and relevant position in the Public Service for a minimum period of eight (8) years, three (3) of which should have been at a supervisory position;
    • Bachelor’s degree in any of the following disciplines: - Journalism, Mass Communication, Public Relations, International Relations or equivalent qualification from a recognized institution;
    • Master’s degree in any of the following disciplines: - Journalism, Mass Communication, Public Relations, International Relations or equivalent qualification from a recognized institution

    Principal ICT Officer

    Reporting to the Deputy Director – ICT, the Principal ICT Officer will be responsible for:-

    • Developing, implementing and reviewing of the Fund’s ICT policies, strategies and procedures;
    • Ensuring compliance with established Information Communication Technology standards, procedures and regulations;
    • Providing specifications and standards in the procurement of ICT software, hardware, and systems;
    • Coordinating the development and implementation of LANs and WAN; 
    • Developing, reviewing, and implementing effective communication systems in the Authority, including, email, voice and data networks;
    • Designing and implementing Security Systems to secure Fund’s ICT Assets and systems (Firewall, Antivirus, CCTV, Uninterruptible Power Systems, etc.);
    • Designing and implementing a secure means of accessing and storing Fund’s data as well as preventing data loss;
    • Coordinating the design, implementation and maintenance of Fund’s website and databases;
    • Ensuring security and authorized access to data processing systems (servers) and shared information within the Fund’s Local Area Network;
    • Providing guidance on acquisition of computer equipment and consumables; and
    • Coordinating administration and management of Network Infrastructure.

    Qualifications
    For appointment to this grade, an officer must have:-

    • Served in the grade of Senior Information Communication Technology Officer for a minimum period of four (4) years or in a comparable and relevant position in the Public Service for a minimum period of eight (8) years three (3) of which should have been in a supervisory role;
    • Bachelor’s degree in any of the following disciplines:- Computer Science, Information Technology, Business Information Technology or equivalent qualification from a recognized institution;
    • Master’s degree in any of the following disciplines:- Computer Science, Information Technology, Business Information Technology or equivalent qualification from a recognized institution;

    Reporting to the County Coordinator or Senior Driver, the Driver will be responsible for:-

    • Driving the vehicle as authorised; 
    • Ensuring security and safety of the vehicle, passengers and goods on and off the road; 
    • Maintaining daily work ticket; 
    • Ensuring routine service and maintenance of the vehicle; 
    • Carrying out routine checks on vehicle’s cooling, oil, electrical and brake systems and tyre pressure; 
    • Detecting and reporting vehicle defects on time; ensuring vehicle cleanliness; 
    • Timely reporting of accidents and follow up of police abstract; and 
    • Vehicle inspection and keeping up-to-date insurance documents.

    Qualifications 
    For appointment to this grad e, a candidate must have: -

    • Kenya Certificate of Secondary Education (KCSE) mean grade D Plain or its equivalent; 
    • Valid Class BCE Driving License free from any endorsement;
    • Occupational Trade Test Grade II for drivers;
    • Passed Suitability Test for Drivers;
    • First-Aid Certificate Course lasting not less than one (1) week from St. John Ambulance or Kenya Institute of Highways and Building Technology (KIHBT) or any other recognized Institution;
    • Proficiency in computer skills; and
    • Certificate of good conduct from the National Police Service
