    WASH Technical Assistant (Electro-Mechanical) – Kakuma

    Specific responsibilities

    • Design, install, inspect, maintain and repair solar panel systems, including the solar collectors, concentrators, batteries, pumps, fans, or support structure.
    • Size, Install, test and commission Diesel engine generators including operation and proper maintenance.
    • To keep records of all the repairs done in the field and in the workshop as well the running hours of the generator sets to ensure timely servicing.
    • Do all electro-mechanical work needed to connect solar system to electric grid.  This includes proper grounding systems, controls and all necessary testing.
    • Assist in conducting regular assessments and give recommendations for rehabilitations of the solar systems, boreholes and submersible pumps.
    • Capacity building of incentive staffs and communities in solar powered water systems operation.
    • Installation of new generators and retrieval of the old and defective ones ensuring they are well wired and operational.
    • Oversee strict daily borehole running and operation, and being the custodian of gen-set keys and ensure correct amount of fuel is dispensed to the borehole and compound generator sets.
    • To keep records of all the electrical repairs and spares that have been done in the field and in the workshop.
    • To prepare monthly unit reports on jobs and conditions of all the relevant electromechanical systems.
    • Technical designs and BoQs for the power grid and mechanical works for the borehole and water production sites and NRC compounds in Kakuma and Kalobeyei
    • To assist in supervision of the contractors doing upgrade or installations of the power grids in NRC compounds.
    • Advise and recommend the power requirement for electrical gadgets.
    • Together with borehole attendants and team leader, maintain cleanliness and safety of the generator sets, submersible and booster pumps and stations.            
    • Supporting the WASH Officer-water resources in procurement of the necessary regular spare parts, and working tools for the repair of the generator sets and pumps.
    • To participate in recruitment of boreholes attendants, borehole watchmen and EST watchmen and ensure they are well trained in undertaking minor electrical installations and repairs.
    • Any other assignment as may be required by the line manager.

    Professional competencies for this position:

    Context related skills, knowledge and experience

    • Relevant degree qualifications in Solar/Electrical/electromechanical engineering preferable. Diploma with 5 years’ hands on experience is acceptable.
    • Proven practical experience in the planning and execution of WASH Programmes of at least 3 years the management of generators, Solar installations, installation of pumps and accessories. Ability to maintain and service generators is an added advantage.
    • Ability to initiate, develop, plan and implement an integrated programme.
    • Excellent communication (spoken and written) skills, including the ability to explain and present technical information
    • Experience in capacity building and training of staff and target groups
    • Political and cultural awareness and experience of working where insecurity is a major issue
    • Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities.

    Water Pump Operator – Kakuma

    Specific responsibilities

    • Oversee strict daily borehole running and operation, and being the custodian of gen-set keys and ensure correct amount of fuel is dispensed to the borehole generators.
    • Taking and keeping correct records of daily operating hours of solar and generator entering accurately the generator running hours, solar running hours and amount of water produced.
    • Receiving fuel and ensuring correct amount has been dispensed according to running hours and generator consumption rate.               
    • Responsible for overall cleanliness of the generator and generator house.
    • Ensure cleanliness of the borehole compound by maintaining the vegetation cover and any other scrubs around the borehole and the perimeter fence.
    • Communicate with other workers such as gate valve operators and plumbers to ensure water is to start or stop water distribution to the community
    • Preparation of Chlorine solution using the correct grams per cubic as instructed by water quality assistant.
    • Regular cleaning of chlorine storage tanks to maintain cleanliness against dust or any other dirt material.
    • Daily monitoring of the chlorine doser operation, reporting any fault that may occur.
    • Work together with the repair team in pressure regulation for equitable portable water distribution in the reticulation system in line with the set water regime and SPHERE/UNHCR standards.
    • Work with the water supply team during the installation and retrieval of submersible pumps.
    • Report any breakdown or fault witnessed during operation of the machines including solar systems.
    • Strict adherence to the SOPs for the generators and solar systems.
    • Responsible for general well-being of the borehole compound including safety of the borehole by reporting any malpractices that may be witnessed in the boreholes.
    • Observe occupational health and safety regulations at the place of work.
    • Any other assignment given out by the line managers.

    HR Officer

    General responsibilities

    • Comply with NRC’s HR policies and procedures
    •  Assist in the implementation of the organization policies and procedure
    • Provide support in recruitment processes, including advertisements, filling applications, inviting candidates, organizing interview venues etc.
    • Update staff records and files, including contracts, leave, medical, appraisals, etc.
    • Generate monthly records and reports such as staff lists, leave and other HR statistics
    • Process and follow up claims for medical cover and insurance including payment facilitation.
    • Prepare staff contributions to relevant statutory bodies (social security, pensions etc.
    • Set and Manage HR archive/filing and support on other emerging administrative issues
    • Support the HR Coordinator on training processes.

    Specific responsibilities

    • Assist in preparing the national staff payroll
    • Assist in training and capacity building arrangement.
    • Provide administrative support for staff welfare programs/activities
    • Ensure clearance of staff including final dues payments
    • Support the HR Coordinator in ensuring the smooth recruitment, appointment, motivation and retention of a high performing NRC Kenya program staff.
    • Manage new staff onboarding process; schedule inductions with various departments and follow up to ensure new staff is properly inducted before starting work
    • Handle Administrative functions of HR such as filling and ensuring all the personnel documents, Code of Conduct forms and other personnel information are filed properly in both electronic and hardcopies.  Printing of staff IDs, managing leave applications such as annual leave & sick leave etc.
    • Support and follow up on staff performance management timetable. Responsible for receiving and compiling Work and Development training needs and sharing this with HR Coordinator. Support in other Learning and Development related tasks.
    • Responsible for registering new National employees in to the NRC People system and respond to day to day queries related to the system.
    • Provide support during National staff separation and documenting this process
    • Keeping track of the monthly staff list & updated organograms and ensuring preparation of Kenya Country Office monthly report and submit timely to HR Coordinator.
    • Ensure compliance with Kenya Labour Laws (Employment Act 2007, OSHA, WIBA, NITA, NSSF, NHIF etc)
    • In liaison with HR Coordinator ensure tax remittance and other related returns to ensure compliance.
    • Liaising with Administrative and logistics departments in booking HR related training facilities and departmental supplies/stationaries
    • Any tasks as delegated by the line manager

    Professional competencies:

    • Bachelor’s degree in Human Resource Management or Higher Diploma in Human Resource management with 5 years of experience

    • Experience working with payroll & remittances in either Regional office/head office is an added advantage.

    Regional Livelihoods & Food Security Adviser, EA & Yemen

    Role and responsibilities

    Generic responsibilities

    Policy and strategy and programme development

    1. Responsible for ensuring compliance and adherence to NRC policies, guidance and procedures in relation to the thematic area while contributing to the development of policies, strategies, tools and new approaches with a focus on innovation and piloting.
    2. Responsible of supporting the development of country/regional core competence strategies and implementation plans in line with global policies and strategies.
    3. Work in partnership with the HO Programme department to contribute to specific areas of innovation and development, including piloting and learning from experiences at the country office and regional level, development of policies, strategies and tools, and sharing learning with other regions.

    Technical development, support and capacity building

    1. Responsible for providing strategic advice and technical support and capacity building support to the Country Offices in the region on relevant core competency or cross-cutting issues across Country Offices in the region and the Regional Office.
    2. Ensure that LFS based programming approaches contributes to integrated programming and analysis and that these interventions are measured

    Quality standards, data analysis and M&E

    1. Responsible for ensuring that best practices within the core competency are identified, documented and disseminated both within the region and beyond.
    2. Work in partnership with M&E staff, to ensure the alignment of the programmatic areas in the M&E and PCM systems in relation to own core competency.
    3. Responsible for supporting and monitoring country programme compliance with the Programme Policy and respective quality assurances in relation to the core competency.

    Specific responsibilities

    1. Provide technical oversight of Food Security activities and working as a focal point of Resilience programming and climate change and environmental degradation in the region
    2. Work collaboratively with L&D lead in the Region, and HO Programme and L&D colleagues, on the review and development of learning provision within the region relating to LFS, including induction, training provision to CO CC project managers, and capacity building initiatives. 
    3. Support in the development of Food Security emergency preparedness, contingency planning and response capacities and contribute to emergency Food Security response in the region on demand.
    4. Contribute to the adaptation of NRC’s global CC programme approaches and development of guidelines, tools and innovative approaches based on research of trends and learning from the country offices.
    5. Responsible for the identification of pilot projects for the further development of the LFS core competency in the region.  Contribute to the communication of results and the development of recommendations.
