    Programme Policy Officer – Data Analyst (NOA)

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority);

    • Under the supervision of the Data Analytics Team Lead, the Programme Policy Officer (Data Analyst) – NOA will be responsible for the following deliverables:

    Strengthening targeting integrity and decision support:

    • Lead the development and operationalization of data-informed framework that enhances identification and prioritization of vulnerable people for assistance.
    • Design, institutionalize and maintain analytical tools to track, flag, and report people who are planned for assistance and also dropped during the monthly delivery cycle.

    Enhance anomaly detection and assurance capacity:

    • Lead data-informed assurance by identifying and flagging anomalies across corporate systems (SCOPE, COMET, WINGS), ensuring accurate reconciliation of transfers and programme data.
    • Establish and maintain in-kind reconciliation mechanisms across platforms (COMET, SCOPE and LESS).
    • Support Area Offices in monitoring anomalies in Payment Lists using the Redemption and Enrolments Dashboard, ensuring compliance with corporate procedures.
    • Oversee deduplication processes, ensuring timely suspension of biometric duplicates and reporting compliance to senior management. Strengthen and enforce business rules to prevent the introduction of new duplicates across delivery systems.

    Support timely and accurate delivery cycle management:

    • Develop and maintain a visualization tool to display near real-time delivery cycle progress, including completed cycles, key dates, and status of delivery processes by respective Area Offices.
    • Develop and maintain dashboards and analytical tools to monitor programme performance and beneficiary trends, translating complex datasets into clear, actionable insights for programme teams and area offices.

    Reporting and automation to inform operational improvements:

    • In collaboration with Programme, Supply Chain, and Cooperating Partner Management units, produce monthly reports including transfer and programmatic reconciliation reports for sign-off by the Country Director, Deputy Country Directors, Head of Programmes, and Head of Supply Chain.
    • Work with Activity Units to identify reporting needs and develop automated reports, dashboards, and data visualization tools that effectively summarize findings and support evidence-based decision-making.

    Capacity building and improved data literacy at CO and Aos:

    • Engage and collaborate with CO and AO teams to understand their data needs and requirements, aligning
    • analytical products with operational decision-making processes.
    • Guide CO and AO staff on data extraction, usage, and interpretation to build capacity and foster autonomy in data-driven operations.
    • Ensure full compliance with WFP data governance, privacy, and security policies, safeguarding sensitive data and maintaining high ethical standards in data use.
    • Engage in continuous learning to remain updated on data analytics tools, systems, and best practices, contributing to innovation and improved delivery solutions.
    • Provide timely and accurate support to ad hoc data analysis and extraction requests from IDM & Delivery, Programme, and other units, while undertaking any additional IDM & Delivery, and data analytics–related duties as assigned to support operational priorities.

    QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED:

    Education:

    • Advanced University degree in data science, computer science, information systems, mathematics, statistics, or any science/logic related discipline. OR First University Degree with additional years of relevant work experience and/or training/courses.

    Experience:

    • At least one (1) year of relevant experience with advanced University Degree OR First University degree with a minimum of three (3) or more years of experience in in data analytics, reconciliation, identity management, operational dashboards, or related fields.

    Languages:

    • Fluent knowledge of English and Somali language.

    Knowledge and Skills Required:

    • Proficiency in SQL, Power BI/Tableau, and data modelling.
    • Strong data cleaning, validation, and anomaly detection skills.
    • Understanding of SCOPE datasets and humanitarian programme workflows are highly desirable.
    • Strong communication and capacity building skills.
    • Ability to identify lessons learned and best practices.
    • Willingness to perform additional tasks as needed.
    • Ability to conduct training sessions.
    • Proficiency in maintaining accurate records and ensuring data accuracy and compliance.
    • Skills in identifying and mitigating risks.
    • Skills in supporting field teams.

    Programme Assistant – Delivery (SC5) – 2 Positions

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

    Enrolments and Beneficiary Data Management:

    • Lead enrolment processes in SCOPE, ensuring accurate data entry, verification, and compliance with established standards.
    • Maintain and update beneficiary records in SCOPE, including registrations, biometric updates, and mobile number changes.
    • Manage and maintain accurate records of Cash-Based Transfers and In-kind enrolments in coordination with Strategic Outcome teams, ensuring alignment with approved distribution plans, and available CBT &B IK resources.
    • Provide frontline support to Area Offices, technical teams, and cooperating partners during registrations and beneficiary rotation activities.

    Deduplication and Data Quality Assurance:

    • Lead programmatic & biometric deduplication and quality checks for new and existing identities, ensuring all records are free from biometric and programmatic duplicates.
    • Manage and monitor the interagency phone number deduplication platform and other anomaly detection dashboards, ensuring conflicting or duplicate data is excluded from distribution cycles.
    • Conduct regular data integrity checks using dashboards to identify and resolve duplicate records.
    • Support routine data cleaning and validation exercises using already developed tools to uphold the accuracy and reliability of beneficiary data in SCOPE.

    CBT and In-kind Reconciliation & Reporting:

    • Monitor in-kind distributions, tracking dispatches, commodity accounting, and daily distributions to support monthly reconciliation and expense recognition.
    • Liaise with Strategic Outcome Managers, Supply Chain, Finance and CP Management units to resolve discrepancies in distribution and reconciliation data.
    • In collaboration with the analytics team, provide monthly reporting inputs for Country Office 5Ws and COMET entries.

    Coordination and Operational Support:

    • Facilitate effective collaboration by exchanging information with internal counterparts and cooperating partners to support project implementation and monitoring.
    • Assist in preparing reports, presentations, and documentation for internal and external stakeholders.
    • Act as a focal point for resolving general operational queries, escalating issues where necessary.

    Other Duties:

    • Perform other related tasks as required to support the IDM and Delivery Team’s objectives.

    QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED:

    Education:

    • Completion of secondary school education OR University degree (Diploma/Bachelor) in degree in Social Sciences, International Development, Business Administration, or a related field.

    Experience:

    • At least five (5) years of relevant experience with a secondary school certificate OR University degree, (Diploma/Bachelor’s) with a minimum of two (2) or more years of experience in CBT/IDM or related fields.

    Languages:

    • Fluent knowledge of English and Somali language.

    Knowledge and Skills Required:

    • Proficiency in MS Office applications-MS word, PowerPoint, Excel etc.
    • Familiarity with corporate digital tools and systems is an added advantage.
    • Excellent organizational, analytical, and communication skills.
