    Head - Legal Services

    HEAD – LEGAL SERVICES – GRADE OAG 4 (1 Post) JOB REF. NO CS/HLS/01/01/2016

    Purpose of the job: This position is responsible for the provision of legal advisory services through the development and interpretation of legal matters, leading litigation, maintaining custody of the institution’s seal and legal documents, vetting and drafting of legal agreements for the Office.

    Duties and Responsibilities:

    1) Participating in the development and implementation of Corporate Services’ strategy by developing and implementing the Legal Affairs strategy, derived from the Office of the Auditor – General’s overall strategy.

    2) Developing and overseeing the implementation of legal and governance policies, systems and procedures, in line with the institution’s strategy to ensure achievement of institutional mandate.

    3) Leading the planning and coordination of all the functions of the Legal Services Unit to ensure achievement of the Unit’s strategic objectives.

    4) Developing, implementing, and monitoring the budget for the Legal Services Unit to ensure efficiency and effectiveness in the management of the institution’s financial resources.

    5) In coordination with Human Resource and user Directorates, ensures that employees are trained on key laws and regulations that are central in the achievement of the institution’s mandate.

    6) Responsible for performance management, training and development of staff in the unit, to ensure achievement of the unit’s mandate, and consequently achievement of the institution’s mandate.

    7) Providing legal counsel to the Office and ensuring compliance with all statutory requirements.

    8) Leading the drafting and reviewing of contracts, agreements and leases in which the institution is party to, to ensure the institution enjoys maximum benefits from the contractual relationships. Advertisement

    9) Ensuring safe custody of the institution’s legal documents, for instance minutes, board papers, company seals e.t.c.to protect the documents from access by unauthorized persons, and for fast retrieval for decision making purposes.

    10) Ensuring adequate preparation and representation of the institution in litigation cases, to ensure favorable ruling for the institution by the courts of law.

    11) Ensuring the compilation of legal, governance and compliance reports, to advice decision making on enhanced legal performance in the institution.

    12) Ensuring that the unit conducts research to support the delivery of the institution’s mandate, resulting from informed decision making in the Legal Unit.

    Requirements for appointment:

    1) A Bachelor’s degree in Law (LLB) or its recognized equivalent qualification from a recognized university.

    2) Post graduate diploma in Law from Kenya School of Law

    3) Registered as an Advocate of the High Court of Kenya.

    Manager - Procurement

    MANAGER: PROCUREMENT – GRADE OAG 5 (1 Post) JOB REF. NO CS/MP/01/02/2016

    Purpose of the Job: This position is responsible for coordination of procurement functions in the Office of the Auditor General and ensure that procurement processes are carried out in line with the procurement law and laid down procedures.

    Duties and Responsibilities

    1) To ensure that all procurements are carried out in line with the law, policies and regulations.

    2) To ensure all departments and staff in the Office of the Auditor General are familiar with and comply with the provisions of procurement law and other related guidelines.

    3) Maintains accurate records of goods purchased, disbursed and defected as well as contract files of vendors to ensure suppliers’ qualifications, timely deliveries and quality controls

    4) Evaluates bids made by vendors and makes recommendations based on commercial and technical factors

    5) To lead the supplier negotiations, recommend supplier selection and implement contracts designed to encourage continual improvement.

    6) To prepare bid documents, quotations and requests for proposals for use by the Office.

    7) To draft vendor contract documents for approval by the Head of Procurement function.

    8) To supervise and allocate tasks to subordinates in the Section.

    Requirements for appointment:

    1) A Bachelor’s degree in Procurement or its equivalent from a recognized university.

    2) Diploma in Procurement, Supply Chain Management or any other relevant qualification from a recognized institution.

    3) A master’s degree in the relevant field will be an added advantage.

    4) A member of Kenya Institute of Supplies Management (KISM) or a relevant professional body.

    5) Possess a valid practicing license from the KISM..

    6) High degree of professional competence and administrative capacity required for effective planning, direction, control and coordination of Supply Chain Management programmes.

    Supervisor - Procurement

    SUPERVISOR: PROCUREMENT – GRADE OAG 6 (1 Post) JOB REF. NO CS/SP/01/03/2016

    Purpose of the Job: This position is responsible for the timely and efficient procurement of goods, services and works for the Office.  

    Duties and Responsibilities

    1) Ensure compliance with the Public Procurement and Asset Disposal Act, 2015.

    2) Ensure timely and efficient procurement of goods, works and services and observe transparency, fairness and competitiveness in the process.

    3) Participate in preparation of bidding documents, receipt of tenders and ensure that the bids are in safe custody where applicable.

    4) Prepare regulatory reports and ensure timely reporting to the relevant authority(s).

    5) Spearhead supplier prequalification and registration processes and conduct market surveys from time to time.

    6) Coordinate procurement activities on the e-platform.

    4) Assist in the setting up, maintenance, review and documentation of records systems aimed at increasing efficiency in the institution.

    6) Assist staff with requests to locate and retrieve documents that had been archived.

    Requirements for appointment:

    1) Kenya Certificate in Secondary Education or its recognized equivalent qualification.

    Motor Vehicle Driver

    MOTOR VEHICLE DRIVER- GRADE OAG 11 (15 Posts) JOB REF.NO CS/MVD/01/05/2016

    Purpose of the job: Officers at this level will be deployed to drive OAG vehicles in the Headquarters and other OAG Offices located in Nairobi, Mombasa, Kisumu, Nakuru, Eldoret, Kakamega, Nyeri, Embu, Bungoma and Garissa.

    Duties and Responsibilities

    1) Driving a motor vehicle as authorized.

    2) Carry out routine checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure etc.

    3) Detect and report malfunctioning of vehicle systems.

    4) Proper maintenance of work tickets for vehicles assigned.

    5) Ensuring security and safety for the vehicle on and off the road including safety of passengers and / or goods therein.

    6) Maintain cleanliness of the vehicle.

    7) Any other duties that may be assigned by management.

    Requirements for Appointment:

    Suitable candidates MUST have the following minimum qualifications:

    1) Kenya Certificate of Secondary Education (Mean Grade D+) or its equivalent qualification from a recognized institution.

    2) A valid driving license free from any current endorsements for classes of vehicles BCE.

    3) Suitability Test for Drivers Grade III conducted by the Ministry of Roads and Public Works.

    4) Attended a First Aid Certificate Course lasting not less than one week at St. John’s Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized institution.

    5) Valid clearance certificate from the Directorate of Criminal Investigations (DCI).
