    Records Management Officer

    Ref: IPOA/HR/03/2017

    Reports to the Senior Administrative Officer.

    An officer at this level will be deployed in a registry or in an information resource centre and will be responsible for handling and processing records/information.

    Records Management Officer Job Responsibilities

    • Participating in the development the records management unit annual work plans and budgets;
    • Contributing to the development of the records management policies, procedures and guidelines;
    • Ensuring that mail and documents received are appropriately filed and marked to action officers;
    • Compiling relevant records for use by various stakeholders;
    • Supervising opening of files and file indexing;
    • Ensuring security of information, files and documents;
    • Up-dating and maintaining an up-to-date file movement records;
    • Participating in the disposal of records;
    • Undertaking classification and indexing of records, media conversion- scanning/microfilming;
    • Champing the implementation of records management systems
    • Any other duty that may be assigned from time to time by the Authority.

    Qualifications for the Records Management Officer Job

    • Bachelor’s degree in Records Management/Library Science/Library and Information or equivalent qualification from a recognized institution; and
    • Served in the grade of Record Management Officer II for a minimum period of three (3) years;
    • Diploma in any of the following disciplines:- Records/Information Management, Information/Library Science or equivalent qualification from a recognized institution;
    • Certificate in computer applications skills; and
    • Shown merit and ability as reflected in work performance and results

    Required behavioural skills

    • A candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
    • Demonstrate high ethical standards;

    Monitoring & Evaluation Officer

    Reports to the Chief Executive Officer

    Monitoring & Evaluation Officer Job Responsibilities

    • Developing corporate strategies, policies and procedures for performance and monitoring;
    • Developing and implementing performance monitoring and evaluation frameworks and tools;
    • Undertaking corporate monitoring and evaluation of performance against the strategy and work-plans;
    • Conducting policy analysis and identifying need for policy, procedural and legislative reforms;
    • Developing, improving and recommending policies, procedural recommendations and program initiatives;
    • Monitoring and reporting on the implementation of existing policies and procedural and legislative reforms;
    • Preparing the bi-annual performance and annual reports;

    Qualifications for the Monitoring & Evaluation Officer Job

    • Must be a citizen of Kenya.
    • Served for a minimum period of three (3) years in the grade of Senior Planning(Performance Monitoring and Evaluation) officer or nine (9) years in a comparable and relevant position in the Public Service or Private Sector;
    • Bachelor’s degree in any of the following disciplines: Economics, Statistics, Mathematics, Project Management or equivalent qualifications from a recognized institution;
    • Attended a Senior Management Course lasting not less than three (3) weeks from a recognized institution;
    • Excellent computer application skills with expertise in Statistical packages; and
    • Shown merit and ability as reflected in work performance and results.

    Required behavioural skills

    • A Candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
    • Strong managerial skills, including motivating, developing, coaching and leading teams;
    • Demonstrate high ethical standards;

    Complaints & Legal Director

    Complaints & Legal Director Job Responsibilities

    • Providing guidance in development and implementation of strategies, policies, plans, standards and procedures pertaining to complaints and legal services as per the Authorities strategic plan;
    • Overseeing intake of all complaints and notifications;
    • Developing and managing the complaints database;
    • Leading and participating in major and complex legal assignments and projects;
    • Supervising all mediation and alternative dispute resolutions;
    • Ensuring authority is adequately represented in legal, civil and criminal court proceedings;
    • Leading discussions and explanations of complex legal concepts and development processes, risks and opportunities with senior management, authority’s committees, stakeholders and/or partners;
    • Overall responsibility of liaising with external agencies on all legal matters affecting the Authority;
    • Organizing and maintaining data used to develop policy recommendations and reports and act as the Authority’s central reference resource on the same;
    • Supervising, appraising, training and developing staff in the directorate; and
    • Prepare statutory performance and annual reports.

    Qualifications for the Complaints & Legal Director Job

    • Must be a citizen of Kenya.
    • Meets the requirements of Chapter six of the Constitution of Kenya.
    • Served for a minimum period of three (3) years in the grade of either Head, Complaints/Legal or for a period of fifteen (15) years in Complaints and Legal services, five (5) of which must have been in a senior management level in the Public Service or Private Sector;
    • A Bachelor’s degree in Law or equivalent qualifications from a recognized institution;
    • A Master’s degree in any of the following disciplines:- Law, Business Administration, Public Policy development or equivalent qualifications from a recognized institution;
    • Post graduate diploma in legal studies;
    • Registered as an Advocate of the High Court of Kenya;
    • Certificate in computer application skills;
    • Demonstrated professional competence, integrity and capability in work performance; and
    • Demonstrate experience in result based strategic planning, monitoring and evaluation as well as financial management skills;
    • Certificate in either Corporate Governance or Strategic Leadership Programme lasting not less than (3) weeks from a recognized institution will be an added advantage.
