    Administrative Secretary

    REF:EACC/HR&ADM/ADM SEC/09

    Reporting to the Deputy Director, Human Resource Management, this position is responsible for the provision of administrative support to the Directorates/ Departments/ Regional Offices within EACC to ensure efficient and effective delivery of service.

    Duties for the Administrative Secretary Job

    • Producing documents, typing out letters, memos, briefs, reports and ensure maintenance of confidential documents in the department;
    • Managing the office diary inclusive of appointments, foreign and domestic travel itineraries, travel bookings and hotel reservations for the management to facilitate timely management of events;
    • Analysing and assigning incoming mail, fax, and emails on behalf of the senior management and route them to the respective departments for further action to ensure timely feedback on actions;
    • Managing office protocol and public relations, receive and screen incoming calls, and correspondences and act as the link between executive offices, internal and external visitors to ensure efficient response time;
    • Maintaining office systems that include data management and files for efficient record preservation;
    • Following up on issues that require interdepartmental coordination for the engagement of various stakeholders to ensure effective communication is relayed;
    • Arranging for departmental staff travel to include itineraries, bookings and hotel reservations;
    • Maintaining up to date file systems in the department and track file movement out of the department to ensure accountability of the file user;
    • Receiving all documents for notations, signature to be actioned by the respective managers to ensure appropriate actions are carried out.

    Administrative Secretary Job Requirements

    • Minimum of 3 years relevant work experience from a reputable organization;
    • Diploma in Secretarial Studies or its equivalent from a recognized institution;
    • Kenya Certificate of Secondary Education (KCSE) mean grade C minus or its equivalent from a recognized institution;
    • Kenya National Examination Council certification;
    • Typing III (50WPM);
    • Certificate in Computer skills;
    • Shorthand III (100WPM);
    • Business English III;

    Assistant Director, Corporate Communications

    REF: EACC/CC/ADCC/03

    Reporting to the Deputy Director, Corporate Communications, this position is responsible for the implementation of advocacy strategies, communication materials, and the management of communication channels and opportunities with key stakeholders and to ensure that key messages about Ethics and Anti-Corruption Commission reach the intended stakeholders.

    Duties for the Communications Job

    • Implementing the Commission’s Communications strategy to provide effective communication of relevant information to internal and external audiences;
    • Providing technical support to the Deputy Director, Corporate Communications in the preparation of the department’s operational strategy, policies, work plan and budgets to support the attainment of its mandate;
    • Driving the implementation of the Commission’s communication strategy and plan under the direction of the Deputy Director;
    • Reviewing articles and write-ups for internal and external publication as well as targeted presentations and speeches as required;
    • Maintaining and moderating the Commission’s information and user engagement channels including the intranet for staff as well as the website and other social media platforms for all users;
    • Verifying all internal and external publications and written communications to determine their effectiveness and impact on target audiences;
    • Facilitating the preparation of communication tools including brochures, banners and branded novelties for public functions and publicity events;
    • Undertaking research, write and distribute press releases to targeted media, and manage office publications, as well as periodic newsletters in line with strategy
    • Assisting to oversee general protocol;
    • Supporting the overall review and formulation of policies in the department;
    • Assisting to foster stakeholder relations to grow working relationships;
    • Assisting in overseeing the development of departmental works to ensure set standards are in line with the functional objectives;
    • Assisting to coordinate the Commission’s advertising and publicity to ensure a proper image of the commission.

    Communications Job Requirements

    • Minimum of 12 years relevant work experience from a reputable organisation;
    • Served in the grade of Senior Corporate Communications Officer or in a comparable position for a minimum period of three (3) years with proven experience;
    • Bachelor’s degree in any of the following disciplines:- Communication, Public Relations, Mass Communication or its equivalent qualification from a recognized institution;
    • Master’s degree in any relevant discipline;
    • Relevant professional postgraduate qualification;
    • Member of a relevant professional body;
    • Extensive experience in media, public relations or communication;
    • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks or its equivalent from a recognized institution;
    • A robust media networker & Lobbyist;
    • Knowledge of various media channels, including social media;
    • Demonstrated professional ability, initiative and competence in organizing and directing work;
    • Demonstrable computer application skills.

    Corporate Services Secretary

    REF: EACC DCEO – CS/01

    This position is responsible for the Commission’s Support Services including Human Resource and Administration, Supply Chain Management, Corporate Communications, Finance and Planning, and Information Communication Technology (ICT). A key part of the role is ensuring synergy within the support functions to deliver results.

    Duties for the Corporate Services Secretary Job

    • Developing policies and strategies in administration and human resources management to ensure quality of standards and timely delivery of quality support;
    • Ensuring the implementation and review of policies and regulations on government financial management to ensure best financial management practices for the Commission;
    • Coordinating policy and strategy development to ensure sustenance of a favourable corporate image of the Commission;
    • Ensuring the monitoring and evaluation programmes and their relevance to the dynamic Kenyan society in the fight against corruption and economic crimes
    • Coordinating the implementation of the Public Procurement Act for sustained service delivery as per the laid down government procedures and guidelines;

    • Supporting programmes geared towards prevention of corruption including systems examinations, ethics, public education and awareness;

    • Supporting the operations of Field Services to ensure seamless operations during their activities;
    • Ensuring the implementation of performance appraisal systems of the Corporate Services;

    • Seventeen (17) years relevant work experience eight (8) of which should have been at senior level in reputable organization(s);
    • Served in the position of Director or in a comparable position for a minimum period of three (3) years with proven experience;
    • Bachelor’s Degree in any of these disciplines – Public Administration, Human Resource Management, Communications, Finance,
    • Economics, Auditing, Accounting, Social Sciences, Law or equivalent qualification from a recognized institution;

    ICT Prevention Officer

    Responsibilities for the Prevention Officer Job

    • Reviewing the systems, policies, procedures and practices in public and private sector institutions;
    • Providing advisories on prevention of corruption in the ICT functions of public and private sector institutions;
    • Developing corruption prevention guidelines and best practices in ICT;
    • Mainstreaming standards and best practices in integrity and anti-corruption initiatives in public and private sector institutions;
    • Reviewing, analysing and providing feedback on the anti-corruption indicator under the public service Performance Contracting framework;
    • Developing Corruption Prevention Guidelines on functions related the use and application of ICT systems and other areas for use in both public and private sector institutions; and
    • Monitoring implementation of corruption prevention interventions in various organizations.

    Prevention Officer Job Requirements

    • Minimum five (5) years relevant experience from a reputable organization;
    • Bachelor’s degree in Information Science, Computer Science, or any other equivalent technical area related to Computer Science;
    • Must be in possession of Certified Information Systems Auditor (CISA) or Certified Information Security Manager (CISM) qualifications;
    • Member of relevant professional body(s) such as ISACA and CSK;
    • Knowledge of public service systems, policies and operations will be an added advantage;
    • Demonstrated ability to use computer assisted software for data collection and analysis.

    Education Officer

    Reporting to the Assistant Director – Education, Training and Public Awareness, this position is responsible for provision of education, training and raise public awareness on ethics, good governance and anti-corruption with the purpose of
    imparting knowledge, skills and attitudes targeting audiences in the public, private, civil society and the general public.

    Duties for the Education Officer Job

    • Initiating the design, development and implementation of anti-corruption, ethics and integrity educational programmes in public, private and civil society;
    • Designing, developing and dissemination of anti-corruption, ethics and integrity, educational and other publicity materials throughout the country;
    • Planning, budgeting and facilitating a range of public outreach programmes to ensure the achievement of the departmental strategy;
    • Developing work plans and outlines that structure the work of the department;
    • Developing liaison and networks with educational institutions in the promotion of ethics, integrity and anti-corruption programs;
    • Planning and conducting training programs for education stakeholders;
    • Facilitate governance training at a range of levels in public, private and civil society to ensure inclusion from all the sectors;
    • Offering creativity and innovation in the design and production of Commission’s Information Education and Communication (IEC) materials with a focus towards incorporating anti-corruption, ethics and integrity messages with artistic illustrations;
    • Developing liaison with graphic designers, illustrators, editors and printers to ensure that the Department’s Information Education and Communication materials meet the highest standards and expectations;
    • Reviewing the Department’s IEC material in consultation with supervisor and other relevant stakeholders to ensure their effectiveness and efficacy as tools for anti-corruption public education;
    • Facilitating capacity building training for public and state officers in line with requirements of performance contracting;
    • Preparing periodic activity and program reports for submission to the Commission’s Executive Management through appropriate reporting channels;
    • Developing liaison and networks with media institutions in the promotion of ethics and anti-corruption programs.

    Education Officer Job Requirements

    • Minimum of five (5) years of relevant experience from a reputable organization;
    • Bachelor’s degree in Arts, Communications, Economics, Social Sciences, Law, Education, Public Administration, Finance, ICT, Procurement or related disciplines from a recognized university;
    • Relevant professional postgraduate qualification;
    • Member of the relevant professional body;
    • Excellent Communication skills
    • Strong analytical and inter-personal skills
    • Ability to work with and supervise multi-generational staff
    • Excellent report writing skills
    • Demonstrable computer application skills
