    Senior Finance Officer

    POSITION SUMMARY

    The main purpose of the position is to provide technical support in the accounting process through financial reporting and internal control management.

    SPECIFIC ROLES AND RESPONSIBILITIES

    · Leading in preparing financial reports in a timely and accurate manner and providing the Head of Finance with this information for stakeholder use.

    · Ensuring that internal controls within the computerized accounting systems are safeguarded and working properly.

    · Ensuring all financial documents from the field are posted in a timely and accurate manner for the purpose of generating grant and national office financial reports.

    · Responsible for managing the fixed assets register and all accounting requirements in the assets management e.g. reconciliation of assets with the Accounting system records.

    · Reviewing all payments in line with the laid down policies and procedures before approval of payment is done.

    · Generating financial analyses based on the monthly financial reports and providing guidance to the Head of Finance on major accounting issues that require redress.

    · Ensuring that fund requests are received, reviewed, analyzed and disbursed within the given timeframe.

    · Ensuring that all statutory payments are made on time as required by law.

    · Periodically reviewing the balance sheet accounts and ensuring they are kept current and can be easily identified and reconciled.

    · Ensuring that accounting system routine run efficiently and any issues of concern brought the attention of the Acting Head of Finance and Operations for action.

    · Reviewing bank reconciliations and ensuring that they are prepared each month as per the Finance procedures.

    · Regularly tracking employee advances and following up the recovery process or management action.

    · Designing financial analysis tools that can generate financial information for decision making based on the Accounting database.

    · Backing up accounting data from the accounting system on a monthly basis and securing it as per laid down guidelines.

    Finance Officer

    POSITION SUMMARY

    The main purpose of the position is to provide technical support in the Finance Department through financial reporting, internal control management and administrative support.

    SPECIFIC ROLES AND RESPONSIBILITIES

    Finance Roles

    · Capturing all financial transactions in a timely and accurate manner for the purpose of generating management and donor reports.

    · Preparing monthly management accounts, BVAs and periodic donor financial reports as per Adeso and donor reporting guidelines

    · Managing the fixed assets register and all accounting requirements in the assets management e.g. reconciliation of assets with the accounting system records.

    · Supporting the Senior Finance Officer in the preparation of annual financial statements and timely completion of annual audits.

    Administrative Role:

    · Filing statutory deductions in a timely manner with the relevant authorities.

    · Ensuring systematic filing of all supporting documentation for the project.

    Senior Project Officer

    POSITION SUMMARY

    Adeso is seeking suitable candidates who will be responsible for the day to day implementation of Adeso interventions in accordance with the implementation framework and donor guidelines.

    POSITION PURPOSE

    Based in Sanaag, the Senior Project Officer will be a full-time member of the Adeso team reporting to the Deputy Program Manager. S/he will, together with the project team, develop appropriate project plan and implementation, carry out project activities and monitor the projects.

    Under the supervision of the Deputy Program Manager, the Senior Project Officer will lead the technical development and implementation of the project.

    SPECIFIC ROLES AND RESPONSIBILITIES

    · Under the guidance of the Deputy Program Manager, carry out activities implementation in the respective region of the operation.

    · Provide weekly and monthly activity plans and ensure its full implementation.

    · In liaison with the community leaders, local authorities and the beneficiaries ensure Adeso interventions are well understood with full participation.

    · Ensure implementation of projects is in conformity with donor guidelines and procedures.

    · Liaise directly with communities, elders and local authorities, as well as other agencies operational in the project locations regularly to ensure coordination and effective implementation of activities.

    · Ensure close contacts with the community elders and local authorities in the operation area.

    · Oversee and manage project expenditures, ensure budget is strictly adhered to, financial procedures are observed and all supporting documents are sent to Nairobi as per required Schedule.

    · in liaison with the VRCs, ensure communities are well aware of the Adeso activities, the

    · Selection of the beneficiaries and the follow up process are well understood.

    · Supervise the selection of project sites together with the target communities and in line with their requirements/priorities.

    · Ensure proper supervision during the distributions.

    · Conduct a thorough assessment of the proposed sites, analyzing labour requirements, costs and timeframes, and taking into consideration the successes and constraints of new/rehabilitated water infrastructure at all sites.

    · Develop technical designs and plans for proposed work sites in consultation with the Deputy Program Director and other staff.

    · Develop and maintain good relationships and lines of communication with relevant local authorities and communities, explaining Adeso’s role as an NGO and liaising with them during all phases of the project.

    · In the absence of engineer prepare bill of quantities (BoQs) for all work sites and oversee procurement of materials and supplies required in consultation with the logistics officer. Ensure all BoQs costing are well put in the general project procurement plan which has to be done once and approved from HQ; in the absence of the Project Engineer.

    · Support and supervise the field assistants and ensure cordial working relationships.

    · Provide regular community and beneficiaries’ feedback through the complainants’ response Mechanisms as well as weekly and monthly reporting.

    · Ensure transparent, gender consideration in the selection of the village relief committees (VRCs)

    · Carry out performance management for the line reports (Community Mobilizers) as required by HR policy.

    · Ensuring construction of projects in accordance with designs and training of community members and stakeholders on proper operation and maintenance of the water sources.

    · Monitor expenditure and costs of infrastructure work sites to ensure that project stays on budget.

    · Supervise the construction/rehabilitation of infrastructure.

    · Participate in developing contractor tender documents for different structure to be constructed.

    · Develop training materials related to Water, Sanitation and Natural Resource Management components as needed for the project.

    · Provide a need based technical skills to the field staff by carrying on-job regular trainings.

    · Supervise and implement promotion of public hygiene and sanitation awareness and behavior change and communication.

    · Support the Deputy Program and Engineer in compiling monthly, quarterly technical reports.

    · Any other duties assigned in the course of the assignment period.

    SKILLS AND QUALIFICATIONS

    · Bachelor’s degree or equivalent in the field of water resource engineering, civil engineering or water and environmental engineering.

    · Strong experience in working in WASH and cash transfer activities such as rehabilitations of boreholes, shallow wells, berkads and cash transfer such as CFW, UNCT as well.

    · Ability to multi-task and effectively handle stressful situations.

    · Excellent verbal and written communication skills both in English and Somali.

    · Strong interpersonal skills and ability to establish and maintain effective working relations with a team.

    Senior Monitoring and Evaluation Officer

    POSITION SUMMARY

    The Senior Monitoring and Evaluation Officer will be responsible for the day to day field M&E activities implementation, ensuring timely collection of M&E data.

    In liaison with the Program Director, motivate and supervise the field staff on the proper use of the M&E tools.

    SPECIFIC ROLES AND RESPONSIBILITIES

    · Under the guidance of the Program Manager, carry out M&E activities implementation

    · Support the development and implementation of clear, practical M&E plans.

    · Establish data collection systems within programmers when requested/review existing data collection tools and systems.

    · Support teams through regular meetings and on-the-job support to gather, collate, and analyze monitoring data, as well as to report on findings from monitoring activities.

    · Undertake regular visits to the field to support beneficiary accountability processes.

    · Participate in the development of templates and guidelines for data gathering, collation and reporting in liaison with programmed managers and coordinators.

    · Provide technical support to program teams with qualitative and quantitative data analysis and reporting when requested; work with program staff to do monthly analysis of output data.

    · Improve gathering and use of qualitative data, e.g. through use of case studies.

    · Participate in the design and execution of surveys and other assessments; actively collect data where necessary.

    · Coordinate and share learning related to M&E practices at the field office level, as well as across offices.

    SKILLS AND QUALIFICATIONS

    Drivers

    POSITION SUMMARY

    Under the direct supervision of the Logistics Officer, the Driver will be responsible for supporting all logistics processes, including purchasing, warehousing, communications and transport, as well as the related administrative procedures, for Adeso operations.

    POSITION PURPOSE

    · To carry out the necessary daily and weekly check-ups as specified in program transport or vehicle policy.

    · To provide day-to-day logistics and administrative support such as supporting finance on banking matters, photocopying, filing and other related activities, as may be required.

    · To ensure correct loading of the vehicle, considering the maximum loading capacity, proper distribution and securing of the load.

    · To undertake general finance related duties and assist the Logistics team in the processing of payment

    SPECIFIC ROLES AND RESPONSIBILITIES

    · To support staff movements as may be required and in close liaison with the Logistics Officer and to manage movement schedules.

    · To run errands including collection and delivery of mail, official documents, visas, etc.

    · To keep the vehicle assigned to him/her clean and road-worthy.

    · To refuel the vehicle whenever necessary or when the level gets below half of the tank capacity.

    · To ensure the safe parking, whenever possible in an Adeso compound, of the vehicle at night, during breaks and when it is not in use.

    · To verify the presence at all time in the car of the vehicle log book, discharge of responsibility forms, the tools and spare parts as mentioned and signed for by him/her in the log book, a complete first aid kit and spare tyre(s) in good condition.

    · To ensure that H&S standards relating to transport and vehicle management are adhered to at all times.

    LOGISTICS SUPPORT

    · To support the Logistics team with obtaining the quotations and other related documentation.

    · To undertaking programme related duties such as organising workshops, booking workshop venues, booking staff accommodation, etc. in line with Adeso financial and logistics procedures, H&S Standards and values to cost-effectiveness.

    · To carry out logistics duties relating to stores, loading and offloading of the vehicle considering the maximum capacity, distribution, etc.

    · To provide timely information of vehicle maintenance and to ensure that repairs are done on time at all times; carry out routine checks of oil, water and battery fluids and to ensure that vehicles are road worthy and mechanically sound.

    · To ensure that all the necessary documents are available and up to date in the vehicle (insurance, Adeso Vehicle log Book, tool kit, spare parts, spare tyre, first aid kit and fire extinguisher)

    · To be aware of radio procedures and operations.

    · To be aware at all times of the security guidelines for the related journey.

    · To ensure that vehicles are prepared for all official journeys. To conform to Adeso's safety guidelines when driving vehicles.

    · Before any journey is undertaken to ensure that all persons aboard the vehicle understand the radio operations and understand the security guidelines for the related journey.

    · Is responsible for the H&S of the passengers and ensure that seat belts are used at all times.

    · To adhere to Adeso’s rules and regulations governing the management of fleets (report any misuse, accident and/or damage involving Adeso vehicles; drive at Adeso speed limit of 80 Km/Hour and drive with consideration for safety of passengers; correctly maintain the vehicle with details of each journey; refuel the vehicle whenever it is necessary, or when the level gets below half tank; keep vehicle assigned to him/her clean and road worthy; parking the vehicle in secure and safe places at all times).

    MECHANICAL

    · To immediately report any technical failure or damage and need for maintenance to the appropriate member of staff, and to note details in the vehicle log book.

    · To keep track of the scheduled service time of the vehicle, in order to make sure that servicing is performed in time.

    · To accurately fill in the vehicle log book after performing service checks and/or repair activities to the vehicles.

    · To understand the correct way in operating the vehicle winch.

    SKILLS AND QUALIFICATIONS

    ESSENTIAL

    · Knowledge of road safety and car maintenance.

    · Ability to drive a range of vehicles and having related valid and clean driving permit.

    · At least five (5) years of experience as a professional driver.

    · Knowledge of basic mechanics and workings of vehicles.

    Logistics Officer

    POSITION SUMMARY

    Under the direct supervision of the Project Director, the Logistics Officer will be responsible for Logistics and oversight of transportation, warehousing, equipment maintenance.

    POSITION PURPOSE

    The Logistics Officer will be responsible for ensuring quality in logistics support across Adeso HQ, field offices, and projects. You will also ensure the logistics function is delivering timely, cost-effective, high quality and appropriate support; and supporting field teams in achieving and maintaining standards in logistics work.

    SPECIFIC ROLES AND RESPONSIBILITIES

    Logistics and Procurement

    · Assist in ensuring that the logistics and procurement tracking is current and updated.

    · Ensure timely and accurate logistical reporting to Project Director.

    · Continuously assess the market for new logistics and procurement opportunities.

    · Ensure timely delivery of program supplies to field sites in line with project implementation.

    · Assist in the development, monitoring and review of logistics and procurement plans.

    · Ensure that all logistics contracts with Adeso are in an updated database spreadsheet and are paid on time.

    Transport and Travel

    · Manage and coordinate vehicles and drivers currently used by the team.

    · Manage and coordinate all air movements within Adeso.

    · Support in the hiring of additional vehicles where necessary.

    · Ensure that the Drivers fill in the log sheets accurately on a daily basis.

    · Arrange for road and air transportation of goods when necessary.

    · Ensure that vehicles are periodically scheduled for maintenance and service.

    · Ensure and maintain various logistics trackers: flight trackers, vehicle insurance trackers vehicle movement trackers, vehicle hire trackers, warehouse trackers etc.

    Warehousing/Assets

    · Ensure that all assets and equipment used in Adeso are properly assessed and documented (including physical location and condition) to contribute to an updated country program asset register;

    · Ensure that all documentation is completed and stored in readiness for external and internal audit requirements;

    · To carry out periodic stock checks and to provide physical count of random items in storage. To manage all paperwork related to stored items, including Stock Cards, delivery and receipt papers.

    Communications/IT

    · Ensure logistical support in event of emergency, and that all necessary advance measures have been taken.

    · Provide IT support/networking support when necessary.

    · Liaison with other NGOs and UN agencies on logistics issues related to communication.

    Equipment Maintenance

    · Ensure that systems for regular maintenance or repair are implemented for vehicles and other equipment and that routine maintenance and repair of communication and office equipment (computer, radios, satellite phones, power generators) is carried out per schedule.

    · Ensure that proper tracking of equipment out for maintenance is followed.

    · Provide technical supervision of drivers for matters related to safety and security.

    Others

    · Offer support and trainings when required to logistics staff in the Adeso field locations

    · Any other duties as may be assigned by the Operations Director.

    SKILLS AND QUALIFICATIONS

    · Bachelor’s degree/diploma in Logistics and Supply chain management or its equivalent in relevant field.

    · Post graduate technical training an added advantage.

    · Minimum four (4) years’ experience in similar role (NGO field or country head office preferred).

    · Knowledge of DFID donor regulations will be an added advantage.

    · Excellent IT skills, in particular Word, Excel and email is a must.

    · Technical IT skills, such as networking and problem solving is an advantage.

    · Excellent people management skills and good communicator.

    · Highly organized and self-motivated.

    · Ability to work under high pressure and prioritize tasks.

    · High standard of written and spoken English with spoken Kiswahili a must.

    DEPP Lab Manager

    POSITION SUMMARY

    DEPP Lab Program Manager will be responsible for the overall project management, implementation and overseeing of the project. The Project Manager will manage and coordinate project team in Garissa and Marsabit by providing urgent assistance to the drought hit poorest and most vulnerable households in the regions while urgently identify the urgent needs of the communities through assessments and baseline surveys and provide the necessary information to the Adeso Senior Management Team for action.

    He/she will oversee the planning and implementation of the activities and ensure that objectives are achieved and that appropriate quality, functioning and assistance is established and maintained for setting up policies, strategies and laws to comply with international conventions and standards. The Program Manager will also provide adequate and timely technical guidance, supervision, capacity building and management support to the staff and actors involved in the project.

    S/He will report to the Project Director, through physical meetings, e-mails, telephone calls and periodic reports as required.

    The DEPP Lab Manager will also be responsible for organizing and coordinating office operations and procedures in order to ensure organizational effectiveness and efficiency. He/she will be responsible to oversee all Project implemented in the county/region and act as DEPP lab consortium’s focal point for all programmatic and office issues related to the region.

    POSITION PURPOSE

    · To define the project’s objectives and oversee quality control throughout the project life cycle.

    · To acquire resources and coordinate the efforts of team members and third-party participants in order to deliver the project expected results.

    · To manage, coordinate, deliver and report to Project Director and Senior Management on project’s operations status in Garissa and Marsabit respectively while holding responsibility for successful project implementation and delivery.

    · To establish, build and lead the development of a cohesive appropriate project environment in-line with Adeso country and regional strategies as well as project objectives.

    · To work as part of Adeso Management Team in refining, developing and improving program approaches and systems, supporting the Project Director to build and deliver the most effective and sustainable development interventions.

    · Harmonizing and coordinating the activities throughout the project period.

    · Overall responsibility for day to day management and performance of area office.

    SPECIFIC ROLES AND RESPONSIBILITIES

    · Field implementation of the DEPP Lab at the field level, particularly in Garissa and Marsabit counties.

    · Establishment and field management of the DEPP Lab Project.

    · Ensuring strict compliance of HR, Finance and Operations policies, procedures and relevant donor regulations.

    · Managing the DEPP Lab project budget and monitoring expenditure according to approved budgets.

    · In liaison with the Project Director, produce and update job descriptions for the recruitment of new staff, participating in recruitment, staff inductions, line management and de-briefing as per Adeso policies.

    · Documenting lessons learnt from project activities, supporting communications officer with relevant materials as required.

    · Organizing and facilitating training for all staff and partners on technical components of the project (cash based transfers, employment creation, conflict mitigation and M&E).

    · Managing the project staff, including Project Officers, Project Assistants and Finance and Administration Officer and other local staff as required and appropriate.

    · Overseeing project budget and ensuring budget is strictly adhered to and all supporting documentation for expenses are properly completed and sent to Nairobi as per required donor guidelines and schedule.

    · Compiling monthly internal reports to the Nairobi office and donor reports as per contract.

    · Ensuring implementation of the proper utilization of tools and integrating them into the project activities.

    · Work collaboratively with staff, interns, community, stakeholders and participants to strengthen program components.

    · Any other duties as required within the level and authority of this position.

    SKILLS AND QUALIFICATIONS

    · Bachelor’s degree in Economics or related livelihood fields coupled with strong academic background and professional experience in ICT.

    · Minimum of three (3) years relevant experience.

    · Strong project management experience is essential, including experience in proposal writing, strong M&E skills, budget management and financial monitoring and donor reporting.

    · Excellent knowledge of and experience with humanitarian guidelines, sphere standards and principles;

    · Experience in budget management and knowledge of financial procedures required.

    · Ability to multi-task, meets short deadlines and effectively handle stressful situations.

    · Excellent verbal and written communication skills. Fluency in English is essential (Fluency in Somali and Borana languages is an added advantage).

    · Strong interpersonal skills and ability to establish, motivate and maintain effective working relations with the project team and other field staff.

    · Proven ability to lead and work effectively with others to achieve the desired results.
