    Deputy Clerk

    Duties and Responsibilities

    • Deputizes the clerk in the general supervision of all departments and operations of the county assembly
    • Including external relations international, inter-county Assemblies relations, conferences and protocol affairs
    • iEnhancing public understanding and knowledge of the work of the County Assembly,
    • increasing public accessibility and awareness and the operations
    • iiOffering procedural advice to the Speaker, other Presiding officers and Members of County
    • Assembly as required and overseeing the proceedings of the House;
    • Preparation and presentation of orientation programs for newly elected members of County
    • Assembly;
    • Introduction and management of County Assembly internship programme.
    • Responsible for marshaling all legislative measures passed by the County Assembly.

    Requirement for Appointment

    • Must have experience of at least 8 years in public service;
    • A Bachelor’s Degree in social sciences or a relevant discipline from a recognized university.
    • Master’s degree in social sciences from a recognized university will be an added advantage;
    • Attended senior management courses offered by recognized institutions;
    • Mastery of parliamentary procedures, practices and application of knowledge in the execution of the assigned functions, activities and tasks within specified sectors of parliamentary/assembly operations.
    • Must have worked in a parliamentary setting;

    Duties and responsibilities at this grade will comprise:-

    • Formulation, interpretation and application of human resource policies, procedures, rules and regulations;

    • Staff performance management and career development;

    Requirements for Appointment

    • Served for at least 5 years cumulative experience in a Human Resource Office, three (3) of which must be at the grade of Senior Human Resource officer; or its equivalent position in a public institution.
    • Bachelor’s Degree in the following Disciplines: Human Resources Management, Human resource Development, Business management, Business Administration or any equivalent.
    • iHigher diploma in Human resource management.
    • Master’s degree in any of the following disciplines: Human Resource management/development, Business administration (Human Resource Option) or any equivalent qualification from a recognized institution will be an added advantage.
    • Be a registered member of the institute of Human resource management of Kenya.
    • Attended senior management course in a recognized institution.

    Director Legislative and Procedural Services

    Duties and responsibilities for the Director include:-

    • Procedural and committee and carrying functions of legislative procedural and committee services.
    • Advising the speaker, other presiding officers and members of the County Assembly on legislative procedures and practices.
    • Coordinating of the speaker’s chambers.
    • Managing County Assembly procedures, practices, conventions, traditions and etiquettes,
    • Offering administrative services to the County Assembly House committees.
    • The Table Office including marshalling of published Bills, Motions and Sessional Papers; and processing of weekly programme of Business and preparation and timely circulation of Order Papers and Votes and Proceedings of the Senate;
    • The Journals Office including keeping custody of Assembly Journals and records and archiving of those records;
    • Public Participation in Legislative process including responding to inquiries from members, the staff, the public and other legislative bodies.

    Requirements for Appointment

    • Served for at least 5 years of experience in public sector and at least three years in a relevant position (legal or procedural services.)
    • Bachelor’s degree in social sciences from a recognized university;
    • Master’s degree in a relevant field will be an added advantage.
    • Attended senior management course in a recognized institution.
    • Mastery of parliament procedures, practices and application of knowledge in the execution of functions, activities and tasks.

    Requirements for Appointment

    • Served for at least 5 years cumulative experience in a finance or Accounting Office, three (3) of which must be at the grade of senior finance officer or senior accountant or its equivalent position in a public institution.
    • Bachelor’s Degree in the following fields: Commerce (Finance /Accounting option), Economics, Business management, Business Administration or any equivalent.
    • Master’s degree in a relevant field will be an added advantage.
    • iBeing a member of the Institute of Certified Public Accountants of Kenya (ICPA-K) will be an added advantage.
    • Attended senior management course in a recognized institution or it’s equivalent.
    • Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of finance resource.
