    Business Transformation Officer P4 Nairobi

    ORGANIZATIONAL CONTEXT

    Digital solutions are rapidly reaching some of the most vulnerable people and places affected by crisis. As one of the main humanitarian actors, the World Food Programme (WFP) has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating, and mainstreaming the core elements of an end-to-end digital business process.

    WFP Kenya Country Office (KCO) has 9 office locations Nairobi, Mombasa, Garissa, Dadaab, Wajir, Kakuma, Lodwar, Isiolo and Marsabit). The Head of the Business Transformation Unit, reporting to the Deputy Country Director, is accountable for providing all KCO staff with the technology products and services that they require to do their work.

    For the Nairobi office location, the Business Transformation Unit (BTU) is also responsible for providing IT services to other offices such as Regional Bureau East and Central Africa (RBN), SCOPE Global Service Desk and the Digital Transformation Unit. The Business Transformation Unit is comprised of 4 teams. The Head of BTU manages 11 staff and has an indirect reporting line to 3 TEC staff in Field Offices (Mombasa, Kakuma and Dadaab).

    JOB PURPOSE

    The Head of Business Transformation Unit role is focused on improving the value of technology in WFP Kenya. Through working with our internal clients, building strong relationships with senior management and key stakeholders, continual service improvements and mainstreaming of innovations, the shift to a new digital landscape supports our operational requirements.

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Participate in Country Office strategic planning and operational decisions to advocate for results and outcomes that are aligned with WFP corporate policies, standards and strategy.
    • Keep abreast of both Technology standards and WFP’s strategic direction to identify new initiatives, provide guidance on Technology options, and adopt best practices to support the Country Office Strategic Plan.
    • Engage with the Country Office business units to understand business objectives, gather requirements, and analyze capabilities with the objective of shaping demand for technology products, offering new opportunities to improve business processes, better stakeholder alignment and creating value for money propositions with technology solutions.
    • Contribute to the thought leadership and advisory activities with regards to Cash Based Transfers and Country Office beneficiary data management requirements.
    • Manage the delivery of projects to ensure solutions transfer into the business in accordance with established overall project objectives and business strategies and requirements.
    • Delivery of IT Services for Kenya Country Offices (CO) in alignment with corporate TEC Division governance, guidelines and policies.
    • Oversight of managed services ensuring service levels and key performance indicators are met.
    • Identification and ownership of continuous service improvements.
    • Manage relationships with internal staff and suppliers to ensure effective and efficient technology products and services are delivered.
    • Drive a culture where consistent data are effectively used to take decision and drive the implementation of WFP IT innovative solutions.
    • Provide leadership and management to BTU staff and act as a point of escalation and coordination for critical incidents.
    • Provide regular reports and updates to the Senior Management team and Kenya Country Office units via operational meetings.
    • Under the Annual CO Performance plan, set targets for delivery of BTU services and manage risks and mitigations of service provision.
    • Review CO programme documents (e.g. submitted for Strategic Programme Review (sPRP) and CSP process), providing inputs to incorporate and strengthen Digital Assistance Service components.
    • Participate and encourage capacity building initiatives aimed at building solid Digital Assistance Services expertise amongst IT colleagues in the CO.
    • Manage and motivate a team of staff, providing coaching, mentoring, training and guidance to ensure appropriate development and enable high performance.

    STANDARD MINIMUM QUALIFICATIONS

    Education:

    Advanced university degree in business management, computer science, telecommunications engineering or social sciences, or First University degree with additional years of related work experience or trainings/courses.

    Experience:

    • At least eight years (of which a minimum of three years internationally) of progressively responsible professional experience in IT or related area, with an interest in international humanitarian development. Experience in strategy development and digital transformation is highly desirable.
    • Experience of delivering IT services that align an organisation’s vision, mission, objectives, strategy, business and user needs.
    • Understanding of the software development lifecycle (SDLC).
    • Sound knowledge of ITIL service principles, experienced supplier manager and focused on delivering CSI across production platforms and IT services
    • Has managed large projects requiring innovative recommendations and approaches.
    • Has managed large teams in complex environments, providing coaching, mentoring and trainings.
    • Has built strong relationships with internal and external partners to identify key business issues and identify new/improved IT solutions and services.
    • Has international professional experiences.

    Language:

    Programme Policy Officer (Risk Management & Financial Services Specialist), SC9

    JOB PURPOSE

    WFP is seeking to recruit a Risk Management and Financial Services Specialist within Strategic Outcome 2 of the WFP Kenya Country Strategic Plan (2018-2023). Strategic Outcome 2 is designed to address bottlenecks in food production, transformation and consumption in food insecure areas in the arid and semi-arid lands through a systems-oriented, and risk management-, market- and community-based approach. Activities aim at addressing climate-related threats to food security and well-being by adopting climate smart technologies, investments in resilience of households, communities, institutions, market access for smallholder farmers, and combines these with innovative new approaches throughout the food system.

    The risk management and financial services component will build on WFP’s extensive market and supply chain expertise, analyses and identified food-based business opportunities along the value chain in the ASALs, and subsequent business plans and models thus to enable WFP beneficiaries to gradually transition from a situation of food insecurity to self-sufficiecy and eventually market actors.

    The work will build on WFP’s global experience and learning on integrated risk management also known as Rural Resilience Initiative (R4). R4 was introduced in Kenya in 2017 with positive results and is now being scaled up. WFP also seeks to build on long-standing efforts to link the creation of climate-resilient technologies at community level to microfinance - particularly village savings and loans associations, as a bridge towards financial inclusion. Additional innovative areas where financial services will need to be mainstreamed include farmer organisation capacity strengthening, youth engagement in agribusiness and the strengthening of capacity of small and medium-scale food retailers and processors in the ASALs.

    STANDARD MINIMUM QUALIFICATIONS

    • Education: A minimum of an advanced university degree in one or more of the following disciplines: agricultural economics, economics, development studies or development economics, finance, or agriculture.
    • Experience: At least five (5) years of postgraduate experience in agricultural insurance, financial services or business economics, particularly in products for Base-of-the-Pyramid clients.

    The candidate is required to meet the following qualifications:

    • Strong understanding of climate-related risks affecting food security, and agricultural livelihoods/agribusiness.
    • Demonstrated ability for strategic thinking and developing programming and programmatic strategy based on analysis;

    The Programme Policy Officer will be responsible for the following areas:

    1. Act as a thematic expert in business planning, savings, credit and insurance services in Strategic Outcome 2, developing WFP Kenya’s strategic approach in these thematic fields and mainstreaming these approaches in the food systems programme portfolio under Strategic Outcome 2.
    2. Lead the identification and planning of appropriate interventions tailored to different contexts in the ASAL counties, the setup of implementation mechanisms, exploring and advancing key partnerships and linkages especially with the MoA&I (Kenya Agriculture Insurance Program), NDMA (Drought Contingency Fund), and the Rome-based Agencies (Kenya Cereal Enhancement Programme – Climate Resilient Agricultural Livelihood Window).
    3. Support WFP Kenya engagement in policy and strategic dialogue on financial inclusion and climate risk management in Kenya as the primary focal point for programming in this thematic area.
    4. Closely coordinate the business planning, savings, credit and insurance work with the Strategic Outcome 2 team, WFP Kenya, and the R4 global team in WFP headquarters, especially the microinsurance advisor who will provide support and guidance on insurance-specific tasks.

    Programme Policy Officer SC8 (Project Manager) - Farmer Service Centres

    BACKGROUND:

    WFP is a member of a consortium of public and private institutions, known as the Farm to Market Alliance (FtMA), to help smallholder farmers unlock new opportunities. The Alliance works by supporting smallholder farmers to move from subsistence farming to market-oriented agriculture by connecting demand for their crops with commercial markets, and further by helping them to access formal contracts. These contracts help farmers to access the credit, resources and services necessary to plant and harvest quality crops, which in turn boosts incomes and builds long-term resilience. The Alliance is today operating in a pilot phase in Rwanda, Tanzania, Zambia, and Kenya.

    In Kenya, the Alliance has been in operation since 2017 and have reached over 25,000+ farmers in two years of operation. FtMA operates in 9 counties and links smallholder farmers to off-take markets with pre-planting forward delivery contracts, offered improved input packages linked to mandatory crop insurance available on credit by partnering financial institutions and organize comprehensive training package over the course of the season.

Unilever-Transform have provided funds to FtMA to develop Farmer Service Centers through Agribusiness Advisors in Nakuru and Tharaka Nithi counties, with a possibility of scaling up in Phase II with a subsequent grant to all counties where FtMA operates.

    JOB PURPOSE

    ROLE:

    The Alliance seeks an experienced professional for the key role of Project Manager (Farmer Service Centres) in Kenya.

    Under the management of the FtMA Country Coordinator, the Project Manager will be responsible for equipping, training and expanding the network of Farmer Service Centres in Kenya, as well as the learnings. The incumbent will lead the Unilever-funded research project (Phase 1) and play a critical role in translating formative and implementation research findings into an evidence-based activity design for Phase 2 implementation of the Farmer Service Centres.

    Reporting:

    The Project Manager will report directly to the Country Coordinator of the Farm to Market Alliance in the country and liaise regularly with WFP staff as well as other FtMA members for technical guidance and industry best standards and trends. The position will involve frequent travel in the country.

    KEY ACCOUNTABILITIES (not all-inclusive)

    DUTIES AND RESPONSIBILITIES:

    The Officer will be responsible for the following areas:

    • Act as a thematic expert in business planning, and development analysis of Farmer Service Centres (FSC).
    • Lead the identification and planning of appropriate interventions tailored to different contexts in counties where FtMA operates, coordinate the setup of FSCs with private sector partners and ensure the sustainability of the intervention, leveraging the strengths of all stakeholders involved.  
    • Be the point of contact for the Digital Transformation Unit for the FtMA App development and coordinate the roll out and uptake of digital tools by FSCs
    • Support FtMA in strategic dialogue on serving smallholders through Farmer Service Centre hubs.

    Deliverables:

    • Develop a best practice on Farmer Service Centre serving smallholder farmers, supported by a study report of findings during the project period.
    • Farmers Service Centre hub matrix with partners role and income streams.
    • Understanding product adoption and service uptake among smallholder farmers:  Understanding what drives farmer behaviour in their engagement with FtMA aggregation hubs and uptake of services suggested through awareness creation and trainings.
    • Developed effective learning tool kits that will be deployed at the aggregation centre. The tool kits will be deployed and tested for effectiveness before scaling to other FtMA aggregation centres.
    • The focus on phase one will be around i) measuring the uptake of FSC products and services, ii) additional services rendered through the internet connectivity made available, iii) increasing capacity building of service providers and iv) other key learnings about last mile service delivery through data analytics.

    STANDARD MINIMUM QUALIFICATIONS

    Education:

    Experience:
