    Principal Registration & Coordination Officer

    REFERENCE: NYC/PRCO/4/2019

    Qualifications

    For appointment to this grade, a candidate must:

    • Have Bachelors’ degree in Statistics, Economics, Arts or any other related course from a recognized institution.
    • Have Master’s degree in the fields above or equivalent qualifications from a recognized institution will be an added advantage;
    • Have a minimum of five (5) years relevant work experience

    OR

    • Have served in the grade of Senior Registration and Coordination Officer for a minimum period of three (3) Years;
    • Be a member of a relevant professional body and in good standing;
    • Have a Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
    • Have demonstrated professional and administrative competence as reflected in work performance and results;
    • Knowledge in ERP system will be an added advantage;
    • Have proficiency in computer application skills; and
    • Fulfill the requirements of Chapter six of the Constitution.

    Responsibilities

    The duties and responsibilities of the officer will entail: –

    • Coordinating the activities of the department;
    • Overseeing development of policies, strategies regulations and guidelines for regulation and coordination of activities and initiatives relating to youth
    • Identifying, establishing and maintaining a database for all youth group, youth focused community-based organizations, NGOS, and civil societies. movements and other organizations undertaking activities and initiatives relating to youth;
    • Regulation and coordination of activities and initiatives relating to youth and being undertaken by youth groups, youth focused community-based organization, non-governmental organization, civil society, movements and other organizations;
    • Establishing and maintaining a database on all existing policies and legislations affecting the youth;
    • Lobbying for review where necessary of existing policies & strategies and legislation on issues affecting the youth;
    • Facilitating the periodic review of the national youth policy in line with other government policy statements;
    • Identify existing forms of abuse and manipulation for youth to inform policy decisions.
    • Initiate the formulation of operational guidelines that protect the youth against any form of abuse or manipulation;
    • Developing programmes that will provide and promote leadership to the youth sector and on all youth serving civil societies;
    • Spearhead monitoring, evaluating and reporting on the efficiency of the registration and coordination process;
    • Development of Departmental Work plan and Budget;
    • Prepare periodic reports.

    Principal Partnership & Collaboration Officer

    Qualifications

    For appointment to this grade, a candidate must:

    • Have a Bachelor’s Degree in any of the fields; Business Administration Economics, Finance, Marketing and Social Sciences or any other related course from a recognized institution;

    • Have a minimum of five (5) years relevant work experience OR have served in the grade of Senior partnership and Collaboration Officer for a minimum period of three (3) Years;

    • Promoting and nurturing partnerships and linkages among youth serving organizations and youth networks at the county, national and international levels;
    • Engaging sponsors, development partners and strategic partners to support the delivery of Council’s mandate;
    • Drafting of MOUs, agreements and contracts that relate to partnerships and collaborations;
    • Monitoring and evaluating of the implementation of MOUs Agreements and Contracts that relate to Partnership and Collaboration.
    • Development of Departmental Work plan and Budget;
    • Prepare periodic reports.

    Principal Advocacy Officer

    Qualifications

    For appointment to this grade, a candidate must:

    • Have a Bachelor’s Degree in Law, Sociology, Social Work, Development studies, Education, Communications, Business Administration or related fields from a recognized institution;
    • Have Master’s degree in the fields above or equivalent qualifications from a recognized institution will be an added advantage;

    • Design advocacy campaigns and other youth empowerment Programmes/ activities;
    • Developing and overseeing the implementation of the Council’s advocacy strategy
    • Developing mechanisms to ensure that the government and other policy makers are kept informed of the views and aspirations of the youth;
    • Developing strategies to promote the inclusion of youth in decision making bodies, Councils, agencies, public institutions and organizations;
    • Sensitize youth on access to government empowerment programmes and other opportunities available at county, national and international levels;
    • Create strategies to disseminate information on youth empowerment initiatives of the Council
    • Coordinate the development of policy briefs to promote the inclusion of the youth agenda in public institutions;
    • Monitoring and evaluating of all the departmental activities;
    • Development of Departmental Work plan and Budget
    • Prepare periodic reports.

    Principal Officer (Research & Policy Support)

    Qualifications

    • Preparing Terms of Reference for Economic Surveys and facilitating implementation of related recommendations;
    • Establishing and maintaining linkages with Consultants and other Stakeholders on economic matters;
    • Undertaking the preparation of annual plans for the Council’s and realigning it to the budget;

    Principal Supply Chain Management Officer

    Qualifications

    For appointment to this grade, a candidate must:

    • Have Bachelor’s Degree in Commerce, Procurement and Supplies Management, or equivalent qualification from a recognized institution;
    • Have Master’s Degree in Supply Chain Management, Logistics or equivalent
    • Have a minimum of five (5) years relevant work experience

    OR

    • Have served in the grade of Senior Supply Chain Management Officer for a minimum period of three (3) Years;
    • Be Member of professional body either KISM or CIPS in good standing;

    Responsibilities

    The duties and responsibilities of the officer will entail: –

    • Developing and coordinating the preparation of annual procurement and disposal plans and their implementation;
    • Coordinating procurement and disposal activities in the Commission;
    • Prepare contract documents for goods, works and services;
    • Custodian of contract documents;
    • Liaise with the user department to ensure effective implementation of contracts for goods, works and services;
    • Provide secretariat to committees’ incidental to procurement of goods and services, and disposal of assets;
    • Coordinate disposal of assets activities;
    • Provide professional opinion on procurement of goods, works and services and disposal of assets;
    • Prepare and Submit statutory reports to relevant government institutions; and
    • Reviewing procurement needs of the Council.
    • Monitoring and evaluating of procurement plans, Asset disposal and inventory management;

    Senior Accountant

    REFERENCE: NYC/SA/5/2019

    Qualifications

    For appointment to this grade, a candidate must:

    • Have a Bachelors’ degree in Commerce (Accounting/Finance Option), Business Management (Accounting/Finance Option), Economics, or equivalent qualification from a recognized university.
    • Have Master’s degree in the fields above or equivalent qualifications from a recognized institution as an added advantage;
    • Have a minimum of four (4) years relevant work experience in the public or private institution
    • Certificate in CPA(K) or its equivalent
    • Be a Member of the Institute of Certified Public Accountants of Kenya (ICPAK) or any other recognized professional body in good standing;
    • Certificate in Supervisory Skills not lasting less than two (2) weeks;

    Responsibilities

    The duties and responsibilities of the officer will entail:-

    Accounts Duties

    • Approving payment vouchers and committal documents in accordance with laid down regulations;
    • Preparing financial reports and analyze income and expenditure against budgets;
    • Preparing monthly bank reconciliation and reconciliation of debtors and creditors ledgers;
    • Ensuring safe custody of financial records, documents, cheque books and assets;
    • Initiating budget proposals and financial plans; and
    • Reviewing petty cash reconciliation and facilitate withdrawal of cash for office use and ensuring safety of the same at all times

    Finance Duties

    • Preparing quarterly expenditure forecast
    • Initiating proposals for seeking funds for additional expenditure
    • Monitoring expenditure on projects and programme implementation on a periodic basis
    • Coordinate activities within donor financed projects and monitors the implementation of the projects
    • Coordinate budget preparation
    • analyze budget estimates
    • Analyze programme performance targets
    • Control of budgetary commitments
    • Financial evaluation and processing of major policy changes within the National youth Council
    • Monitoring and review of programmes and implementations and taking corrective measures
