    Director Human Capital Management and Development

    Managerial

    1. Provide leadership in the development of the Human Capital strategy that ensures the commission is transformed, has optimal staffing levels, and that the human capital is           fully engaged and capable of the delivery of current and future goals.
    2. Ensure the preparation and implementation of work plans derived from the human capital strategy, to ensure that the strategy is delivered, and that the operations of the             department are in line with the overall commission strategy.
    3. Provide leadership in the development and implementation of the human capital budget, to ensure efficient allocation of resources necessary for quality implementation of the       human capital strategy, and monitor the implementation to ensure efficiency in use of resources that supports the commission objectives on cost management.
    4. Liaise with the Public Service Commission, Directorate of Personnel Management and Treasury on matters of Human Capital and budget respectively.
    5. Lead the development and implementation of human capital policies, procedures and systems in liaison with relevant commissions.
    6. Oversee Implementation and maintenance of code of conduct for staff in the
        Commission.
    7. Champion the performance of other divisions through the development of enhanced performance management systems and culture that is linked to reward and that is fully           integrated with all other people, products, and processes, to ensure the overall achievement of National Police Service
        Commission strategic objectives.
    8. Lead the development of human capital initiatives and engagement activities that develop employee career paths through organization development, to ensure a high employee retention rate and performance.
    9. Ensure periodic skills and training needs assessment evolve to support staff development in line with new demands of external and internal drivers.
    10. Oversee the establishment and maintenance of Human Capital Information Systems.
    11. Ensure that human capital effectiveness and key Human Capital metrics are monitored to demonstrate the contribution of Human Capital initiatives to the commissions overall performance.
    12. Lead risk management in human capital management, to ensure appropriate strategies are developed and implemented to protect the commission from the negative impact of risks associated with human capital management.
    13. Develop proposals in regard to Human Capital issues to the board to enhance and grow the function to enable it support the staff adequately.

    Operational

    1. Provide leadership in the administration of staff benefits in line with the commission policies and procedures, and best practice, to ensure the delivery of the overall commission performance objectives.
    2. Ensure that the performance of staff in the department is monitored, and that the staff are trained and developed, to enhance performance and achievement of the department and commission strategies.
    3. Lead the employee discipline process to ensure compliance to the employment laws, the commission policies and procedures, and to instill best practice in the management of discipline management for the commission.
    4. Review human capital management reports for quality, and present the reports to the commissioner general and the human resource committee of the board, to ensure that issues identified are addressed to support the achievement of the commission objectives.
    5. Make timely decisions through seeking out and listening to various options/alternatives offered by specialists.
    6. Work with others through building effective communication and information sharing.
    7. Lead the workforce by empowering them to meet challenging organization goals.
    8. Interpret, Advise & guide the management and the commission on all HR matters.

    Financial

    1. A.I.E. holder of personal emoluments and related items
    2. In-charge of PE Budget.

    Qualification Knowledge and Skills

    1. Master’s degree in Human Resource/Human Resource Management/Industrial Relations/Public or Business Administration.
    2. Post graduate qualifications in Human Resource and or Higher Diploma in Human Resource Management.
    3. Computer literacy.
    4. Budgeting.
    5. Knowledge of relevant legislation.
    6. Knowledge of professional standards.
    7. Leadership skills.
    8. Communication skills.
    9. Interpersonal skills.
    10. Organizational skills.
    11. Ability to work under pressure.
    12. Negotiation skills.
    13. Ability to build and lead cohesive teams.
    14. Problem solving skills.
    15. Meet the requirements of Chapter Six of the constitution of Kenya.
    16. Fifteen (15) years of service, of which five (5) must be of similar experience in a comparable position from a reputable organization.

    1. Applicants should attach a copy of National Identity Card or Passport, testimonials, or any other evidence of proven relevant expertise herein being sought;
    2. In addition to the qualifications set out in the Constitution and the Enabling Statutes, applicants must further furnish clearance certificates from:
    a) Director, Ethics and Anti-Corruption Commission (EACC);
    b) Commissioner General, Kenya Revenue Authority (KRA);
    c) Chief Executive Officer, Higher Education Loans Board (HELB);
    d) Professional bodies (where applicable) to which the applicant belongs such as LSK, ICPS (K), ICPAK, AAK, IEK, etc.;
    e) Certificate of Good Conduct.


    NB: These criteria are applicable only to the Senior Positions NPSC 5 to NPSC 8.

    DISQUALIFICATION CRITERIA

    No person shall be qualified for appointment in any of the above posts if the person:

    a) Has previously been convicted of any criminal offence;
    b) Has violated the Constitution;
    c) Is an undischarged bankrupt;
    d) Has been adversely mentioned in any report by a Commission of Inquiry or any Parliamentary Committee;
    e) Canvasses directly, indirectly, by proxy, by emissary, by ethnic or clan whipping, by pressure groups, by other associations or in any other way;
    f) Knowingly, willingly and blatantly lies, misrepresents, cheats and fails to disclose material facts.

    SECURITY REPORT

    In addition, the National Intelligence Service (NIS) may be requested by the Commission to provide a report on all shortlisted applicants.
