    Communication Infrastructure Support (CIS) Engineer

    Duties

    • The Communication Infrastructure Support (CIS) Engineer is responsible for the engineering and designing of various communication systems for Mission Nairobi. The incumbent actively installs, maintains, repairs, and cables Embassy telephone equipment, including programming the CS1000 telephone and CallPilot systems, as well as the Cisco Unified Communications Manager (CUCM) and Unity messaging Connection.
    • Additionally, the incumbent is responsible for designing, installing, maintaining, and repairing Post’s seven radio networks. They maintain equipment for the radio network, such as digital repeaters, handheld radios, base stations, antennas, and mobile radios. The incumbent supports the unclassified networking infrastructure at several locations, including the main Chancery, Acacia, OAK, Chief of Mission Residences (CMR), and Deputy Chief of Mission Residences (DCMR), including OpenNet, Non-Enterprise Network (NEN) switches, routers, and a firewall.
    • The incumbent manages microwave point-to-point networks across 7 Local Area Network (LAN) tail sites throughout the city. The CIS engineer works closely with the Mission’s Internet Service Providers (ISP) across 20 Wide Area Networks (WAN) circuits, actively monitoring service degradation and troubleshooting connection issues while maintaining the maximum possible uptime. They collaborate with ENM, ITSC, and other Washington program offices to configure VPN devices, troubleshoot network latency, monitor line availability, and client switch configurations. The incumbent also assists the Audio-Visual technicians with infrastructure setups and running high-profile meetings utilizing sound mixers, wireless microphones, and camera equipment.
    • Frequent interactions with end-users are necessary as the CIS engineer analyzes user requests, provides technical guidance, and suggests appropriate solutions for various issues. Additionally, Procurement will often ask the incumbent to assist with technical evaluation of hardware and software requested for various agencies throughout the Mission. When called upon, the incumbent may also be required to travel to support other missions in the region.

    • This position provides multimedia and digital content services at Mission Nairobi, supporting a variety of departments with high-quality visual media, design, and digital production. This role encompasses the full spectrum of content creation, from creating professional-grade documents and graphic design materials to delivering high-volume outputs for reports, newsletters, and presentations.
    • The Graphics Designer/ Print Shop (Reprographics) Operator utilizes advanced software tools, including Microsoft Publisher, Illustrator, and Adobe Cloud, to produce business materials such as business cards, brochures, booklets, and posters. Additionally, the Operator oversees digital photography and graphic design for official purposes, producing high-quality images for identification cards, official documentation, and other formal requirements, while using tools like Adobe Lightroom to enhance photo quality. The role also includes maintaining and operating photography equipment, ensuring all content meets professional standards.
    • The reprographics Operator manages the setup, configuration, operation, and maintenance of multimedia equipment such as copiers, printers, scanners, and cameras, ensuring uninterrupted service through software updates, troubleshooting, and first-level maintenance.     Press and Media Coordinator

    Duties

    • The Press and Media Coordinator works under the direct supervision of the Public Diplomacy Officer SCC/Media) or PAO designee. The position has no supervisory responsibilities. Monitors Kenyan press and media coverage of issues of importance to the U.S. Identifies and advises Mission leadership on strategies for promoting accurate, balanced Kenyan press and media coverage of U.S. foreign policy and American interests; correcting misinformation; and countering disinformation. Builds productive relationships with press and media professionals in person and online.

    Major Duties

    Press and Media Engagement Operations (60%)

    • Designs and implements press and media activities for the Mission to promote balanced and informed coverage of U.S. policy, respond to breaking stories, correct misinformation, and counter dis-information.
    • Recommends and organizes Mission initiatives to engage effectively with the press and media, whether in response to Kenyan coverage, or to initiate dialogue on specific issues. Assesses the news cycle for best timing of media interactions, specific points to be made (or not made), the appropriate protocol level, and other means for conveying information on- or off-the-record

    Strategic Planning (20%)

    • Develops and recommends strategies for Mission engagement with Kenyan press and media. Analyzes media’s audience, geographic reach, political tendencies, and credibility. Recommends priority engagement with outlets that reach audience groups of greatest importance to Mission priorities.
    • Recommends media engagement strategies for the Ambassador and other Mission leadership, based on analysis of individual skill, language ability, portfolio, experience, and expertise. Cultivates professional relationships with key media outlets and journalists, editors, and commentators for optimal coverage of U.S. and Mission priorities.

    Intra- and Interagency Coordination (10%)

    • Advises Mission colleagues on how best to promote U.S. policy positions with press, media, and online outlets, to maximize accurate and balanced coverage. Coordinates press and media engagement for all Mission agencies, and advises Mission personnel on optimal press and media strategies for judicial, legal, consular, economic, political, cultural, military, and other issues.
    • Recommends Mission press and media responses to sensitive issues, in coordination with Department public affairs offices. Represents the PD Section at internal meetings to contribute press/media analysis to Mission strategies and events. Coordinates with the Strategic Content Coordination team to repurpose press and media guidance for non-press/media audiences.

    Payroll Assistant

    Duties

    • Incumbent is responsible for reporting and maintaining records of time and attendance, pay, benefit, leave and allowances for mission staff of all agencies subscribed to payrolling services through ICASS. Coordinate scheduled periodic payments for LE staff insurance plans to the relevant host government agency and assist the main timekeeper in performing liaison support duties as applicable.
    • Serves as a voucher examiner for review, verification and processing of education allowance tuition invoices and related employee claims.
    • As the assistant to the main timekeeper, incumbent is responsible for timely execution of the Mission’s bi-weekly time & attendance (T&A) reporting and submission which account for over $50 million of payroll expenses annually in Nairobi.  Compiles and submits T &A reports prepared and submitted by over 50 mission timekeepers on a biweekly basis for over 100 direct hire American and 770 Locally Employed (LE) staff for all agencies subscribed to payroll services through ICASS.

    • Prepares applicable cables to CGFS payroll division for necessary T&A adjustments and/personnel allowance processing in liaison with relevant offices.
    • Reviews danger pay requests for American employees and unique conditions of work benefits for LE staff, consolidates and submits the same to the financial service center in Charleston for processing. Coordinates final pay calculations for separated LE staff and forwards to the pay center in Charleston for final due processing.

    • Initiates and stops Charge pay for the Deputy Chief of Mission when serving as Charge d’ affaires by determining eligibility and ensuring appropriate and proper compensation.     • Prepares overtime reports to inform management officers, section and unit managers on overtime worked by their staff. Prepares quarterly annual and sick leave reports for management and section chiefs and flags any unusual negative balances that would signal any abuse of leave usage. Ensures all VIP overtime is accounted for by ensuring appropriate colored forms are reported and forwarded to accounting section for proper charging in a timely manner.
    • Receives invoices, updates and maintains the educational allowance invoice database/tracker. Processes complex education allowance vouchers and/or claims including at Post/away from post expenses, home school, supplementary and special needs allowances.
    • Verify and ensure vouchers and/claims are valid, correct and conform to relevant regulations and policies. For disallowable expenses or claims that exceed approved maximum allowance, liaise with claimant giving clear and detailed explanation of reasons for claims being disallowed. Ensure allowances are processed within acceptable timelines and ensure compliance with the Prompt Payment Act and FMC ICASS services standard.
    •  Imparts training to mission personnel and assists individual timekeepers in operating the automated T &A system. Work with timekeepers across the Mission to ensure they are adhering to the T&A post access security control guidance and employees are properly compensated based on prevailing and applicable labor laws and Department regulations.     Human Resource Assistant (Recruitment/Classification)

    Duties

    • This position will be one of a team of three responsible for recruitment of Mission positions and managing the classification process for position descriptions.  This includes becoming the inhouse expert on position classification, and being knowledgeable on the local employment market, developing strategic recruitment plans and outreach initiatives, maintaining candidate sourcing tools, and contacts, and liaises with local organizations, educational institutions, or other community or professional groups to promote employment opportunities at the Mission.
    • Serves as an internal consultant, advising selecting officials on recruitment standards, the USEFM hiring preference, and ensures compliance regarding EEO, nepotism, and other regulations or prohibitions. Advises interviewers on the structured interview process, EEO compliance in interviewing, and general best practices. Ensures the Mission has a user-friendly applicant website and is responsible for creating and delivering all communication to applicants. Performs recruiting functions that include but are not limited to:
    • Facilitating all pre-recruitment activities. Serving as a consultant to the selecting official. Advising and identifying the recruiting strategies, establishing hiring criteria to advertise in the vacancy, developing a recruitment timeline, providing policy guidance on employment mechanisms, requesting position authority / funding from the appropriate headquarters, the shortlisting process, and all areas of the recruitment and selection process.

    • Helps in development and maintenance of HR information resource files including but not limited to Official Personnel Folders (OPFs). Assists in ensuring all files/folders/records are properly maintained and secured, and that access is limited to authorized personnel. Extracts information from various automated and written files to generate a variety of recurring reports and statistical data for the HR section. Assists in maintaining Mission’s staffing pattern, adding/deleting authorized positions, posting all types of actions affecting employees and/or positions, such as new titles, grades, annual increases, etc., as needed. Makes recommendations if major staff restructuring is required for a specific section.

    Political Associate

    Duties

    • The Political Associate is responsible for a broad range of analytical reporting, information gathering, and advocacy on host country political issues. Assists the political section in developing policies and programs for the host country, taking into account local social and political conditions and trends and U.S. objectives. 
    • Monitors media and other sources to report and advise on portfolio-relevant topics in host country, including government policy making, national initiatives, the legislative process, and civil society movements.
    • Engages government and civil society contacts to promote U.S. policy objectives.  Articulates and advances U.S. policies in portfolio-relevant topics.  Leads sections efforts to build relationships with influential host-government personnel to advance U.S. and Mission priorities.
    • Coordinates, researches, and drafts political section reporting on portfolio-relevant topics, including via spot reports, cables, briefing memos, and Congressionally-required reports, in cooperation with U.S. and LE colleagues from the section and across the Embassy.  
    • Contributes to internal knowledge management and data tracking / processing systems, which could include tracking demarches received and their delivery as well as supporting the vetting of security force units for human rights violations.
    • In support of section goals, supports travel and visits by Embassy officials and VIP visitors.  Serves as site officer or control officer for some visits.
    • EXPERIENCE: At least three years in a job involving research, analysis, advocacy, and/or program management on issues related to political science, national security, international business and economics, international relations, education, communications, law, or development is required.
    • JOB KNOWLEDGE: Familiarity with U.S. foreign policy objectives in Kenya.  Familiarity with Kenyan domestic affairs and regional issues.  Familiarity with U.S. national security and foreign policy priorities.

    Senior Political Specialist

    Duties

    • The incumbent, the senior LE Staff member in the Political Section, serves as the senior policy advisor to the Ambassador, Deputy Chief of Mission, and Political Section staff. The incumbent leads a three-person LE Staff team covering the full spectrum of political issues in Kenya and U.S.-Kenya relations. Within the three-person team, the incumbent is the line supervisor with rating responsibility for one person.
    • The incumbent serves as the primary liaison between the Ambassador, Deputy Chief of Mission, and Political Section staff and senior leaders across the full range of Kenyan society. The incumbent maintains the Political Section’s contacts with senior Kenyan government officials at both the national, regional, and county level, including officials in the office of the president, deputy president, members of the cabinet, parliamentarians, political party leaders, trade unions, non-governmental organizations, academic institutions, religious organizations, multilateral organizations, and media houses. 
    • The incumbent influences and negotiates with these Kenyan contacts in furtherance of U.S. foreign policy goals and further advises the Ambassador, Deputy Chief of Mission, and Political Section staff on optimal ways to undertake both private and public diplomacy outreach. In addition, the incumbent briefs visiting U.S. officials on the stability of the Kenyan government, attitudes toward the United States, and implications for U.S. policy objectives in the region.
    • The incumbent possesses significant analytical writing skills, including the ability to adhere to stringent State Department writing guidelines, and produces written work that is often passed on to Washington, and which requires minimal edits and supervision.
    • The incumbent regularly monitors and analyzes the Kenyan political and security landscape to advise the Ambassador, Deputy Chief of Mission, and Political Section staff on optimal ways to advance U.S. interests.
    • To develop specialized knowledge and draft predictive reports, the incumbent must obtain information from a variety of senior Kenyan government officials and civil society organizations that is unavailable in the public domain and assess the information against the known biases and agendas of those who provide it. The incumbent occasionally facilitates roundtable discussions with a broad range of participants on political topics of interest for the benefit of the Ambassador, Deputy Chief of Mission, and Political Section staff. The incumbent briefs visiting U.S. officials on current political trends and arranges meetings for U.S. officials with their Kenyan counterparts to advance U.S. foreign policy objectives.
    • Through research and senior-level contacts in Kenyan political, media, business, and civil society organizations, the incumbent gathers information and develops analyses to prepare written reports and regularly brief the Ambassador, Deputy Chief of Mission, and Political Section staff on developing trends in political and security issues with the objective of providing advice that helps the Ambassador, Deputy Chief of Mission, and Political Section maintain U.S. positioning to maximize influence and access. The incumbent is responsible for gathering data and drafting the annual Congressionally mandated reports: Human Rights Report; International Religious Freedom Report; Trafficking in Persons Report; and the Counterterrorism Report.
    • In addition to cultivating his or her own extensive network of working level and senior level contacts, the incumbent guides and advises the Ambassador, Deputy Chief of Mission, and Political Section staff on the development and maintenance of contacts with Kenyan government officials and political leaders. The incumbent is responsible for preparing in-depth and detailed biographic reports on political figures using public sources, personal knowledge, and consultations with other U.S. mission personnel.
    • The incumbent plans for and executes field trips for the purposes of information gathering, analysis, and contact development. The incumbent advises the Ambassador, Deputy Chief of Mission, and Political Section staff on the design and execution of in-country travel in furtherance of U.S. policy goals.

    Human Resource Clerk

    Job Overview

    • The position is in the Human Resources (HR) Office at the front desk and as such requires the incumbent to be professional to greet and assist all visitors and callers to the office. Incumbent will be the customer service provider for all walk-ins to the HR section as well as answering phone inquiries. Provides assistance with basic functions including but not limited to handling paper flow, preparing routine documents, logistics for events, and assures that information is properly shared between different sub-sections of the HR office.
    • Greets and assists visitors and callers to the HR Office, and escorts visitors as needed. Provides helpful response to customers’ queries, either by giving guidance or referring them to other staff within the HR Office.
    • Assists the HR Office by receiving, stamping, distributing, controlling, and filing HR related documents in the instructed folders. Receives and sends correspondence via Diplomatic Post Office (DPO), Pouch, and FedEx. Assists with logistics for HR meetings, special events, etc. Serves as a travel arranger for HR personnel.
    • Orders supplies, maintains inventory, and logs invoices. Assists with logistical preparations for employee awards program, including but not limited to, ensuring certificates and pins are ordered in advance, preparing certificates, refreshments, etc.
    • Drafts simple memoranda, letters, and other HR correspondence for clearance, as needed.
    • Prepares, submits, and follows up HR requests placed through ARIBA and/or myServices, ensuring that goods and services are received in a timely manner in the section. Responsible for keeping the storage/filing room organized for easy access and review of Official Personnel Folders (OPFs).
    • Acts as a Subject Matter Expert for the HR section on the use of myServices platform.
    • Administers calendar/schedule for the Senior HR Assistant. Assists the Senior HR Assistant by preparing agenda items for meetings, as needed. Enters and keeps data on HR database. Maintains all subject files and OPFs for all Locally Employed (LE) Staff. Maintains LE Staff Warden and Emergency locator databases. Maintains LE Staff data required for various HR reporting purposes. Maintains bulletin boards including office notices and other HR announcements and updates to the HR SharePoint website.
    • Performs timekeeping functions for the HR section by ensuring bi-weekly time and attendance reports are submitted correctly. Liaises with the Mission Timekeeper, or the Financial Services Center, as appropriate/needed.

    Qualifications and Evaluations

    Requirements:

    • All selected candidates must be able to obtain and hold a security certificate; or Public Trust security clearance.

    • Selected candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.
