    Communications and Reports Officer

    Key Duties and Accountabilities

    In this section list up to five primary functions/accountabilities of the position (Typically one sentence each) and examples of duties that must be performed to successfully accomplish key responsibilities.

    Provides support to the planning and design of internal and external strategies for communications and outreach

    • Conduct of communications needs assessments for the regional office (projects, country programme and corporate change initiatives, etc);
    • Analysis of requirements and synthesis of proposals for elaboration of the Regional office communications and outreach strategy based on corporate strategic priorities and the UNOCHA ROSEA External Communications Action Plan;
    • Development/production of communication and advocacy instruments and materials for marketing and awareness-raising campaigns, including briefing materials and media materials in coordination with the supervisor;
    • Synthesis of proposals for project formulations to integrate advocacy and communication strategies into all aspects of UNOCHA ROSEA’s development programme;
    • Support the production of OCHA ROSEA outreach and informational material, publicizing priority issues and/or major events in the region, to include drafting information strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome;
    • Draft daily operational updates on countries in the region for submission to OCHA senior management;

    Ensures the implementation of the Regional Office’s publications strategy and plan

    • Effective implementation of the Regional Office’s publications strategy and plan;
    • Management of Regional Office publication activities, such as drafting articles, content management, norms for publishing, design, maintenance of regular contact with printers and other suppliers to ensure production and publications dissemination;

    Provides support to the maintenance of the UNOCHA ROSEA web site, intranet, CO web-based knowledge management system

    • Management of the office web sites based on corporate requirements in cooperation with the ICT staff;
    • Preparation of the content for the web sites and social media platforms to ensure consistency of the materials;
    • Support the draft of press statements, humanitarian key messages and other advocacy products to increase media coverage on crises across the region;

    Supports the business development

    • Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report;
    • Promotion and maintenance of public information campaigns on issue including UNOCHA ROSEA activities;
    • Preparation and dissemination of newsletter to donors, donor reports, civic education and community awareness, where appropriate, to support projects;
    • Compile and process data from a wide variety of sources and prepare a range of reports and humanitarian briefings, including humanitarian snapshots, flash updates, briefing packs for high-level missions, as requested, for internal and external use;
    • Monitor the situation in countries of the region and gather information on humanitarian, socio-economic, political, security, regional and cross-border issues and concerns in these countries;
    • Research, analyze, and present information gathered from diverse sources on assigned topics/issues;
    • Be part of the surge capacity for the ROSEA and ensure the backstopping of OCHA country offices, upon request;
    • Support efforts by partners to raise visibility of the humanitarian situation in Southern and Eastern Africa.

    Facilitation of knowledge building and management

    • Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities;
    • Contributions to knowledge networks and communities of practice including corporate communications repositories;
    • Provision of trainings for UNOCHA ROSEA staff on internal and external communications for development;
    • Professional growth through active learning.

    Requirements:

    Education

    • Master’s degree in Social Economics, Development Studies, Sociology, Political Science, Public Administration, International Studies, Law, Journalism, Media or related field.
    • A Bachelor’s degree with two years’ additional relevant work experience may be accepted.

    Experience, Knowledge, and Skills

    • At least 1 year experience in reporting and/or public information with an international organization engaged in relief work is required (3 years of experience if candidate holds bachelor’s degree or equivalent).
    • Excellent computer knowledge (Microsoft Office applications: Word, Excel, PowerPoint) and experience with e-mail programmers (MS Outlook), Internet search engines and responsible virus-free Internet usage is required.
    • Experience deploying on surge assignments to support humanitarian operations in Southern and/or Eastern Africa is desirable.
    • Experience in the UN Common System is desirable.
    • Fluency in written and spoken English is required. Knowledge of another UN official language is highly desirable.

    Administrative Analyst

    Position Purpose

    The Administrative Analyst position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) ROSEA in Nairobi, Kenya. The Administrative Analyst reports to the Head of Administration in the Administration and support unit, OCHA ROSEA.

    Key Duties and Accountabilities

    • Manages, supervises, and promotes the performance of staff under the administrative Office, implementing performance assessments for those staff systems including staff development. Guides work planning, monitoring, and evaluation processes of administrative staff (includes drivers, IT staff, and administrative office staff). Advises on realignment of office systems.
    • Establishes, enhances and monitors implementation of internal systems for training, administrative, and automation support. Guides development and directs implementation of Information management and automation strategies for office’s administrative needs. Guides staff and clients on the application, interpretation and adaptation of UN rules, procedures, and guidelines governing the above systems.
    • Ensures strategic resources management including planning of available resources, cost recovery, reduction in administrative costs. Oversees financial management system, ensuring maintenance of financial controls and achievement of resource planning outcomes.
    • Identifies and supervises the development of client-oriented management systems as well as other operational mechanisms in the interest of cost-sharing partnerships.
    •  Advocates for, implements, and monitors office compliance with corporate H.R policies (including Gender, Sexual Harassment, National Staff Career Development, Learning Management, etc.)
    • Provides detailed orientation of new staff and provides assistance in all aspects of new staff settling in, including registration with the government for residency, attaining visas, bank accounts, UN pass, and other matters.
    • Manage accounts and financial transactions as per rules and regulations.
    • Keep fully conversant with on-going and planned programme activities to facilitate realistic planning related to financial and other support to be provided.
    • Manage and supervise the registry function and the handling of mail services, e-mail, faxes facilities, diplomatic pouches, and telecommunications services.
    • Performs other duties as required

    Requirements:

    Education

    • Master’s Degree Business Administration, Public Administration, Accounting or related field. or
    • Bachelor’s degree in Business Administration, Public Administration, Accounting or related field. or a related field in combination with 2 additional years of qualifying experience will be given due consideration in lieu of Master’s degree.

    Experience, Knowledge, and Skills

    • 1 year of experience with an Advanced Degree and a minimum of 2 years of progressively responsible and relevant professional experience with a Bachelor’s degree in providing HR services and/or managing staff and operational systems is required.
    • Availability for travel in-country;
    • Ability to work with moderate supervision;
    • Excellent communication & analytical skills are necessary;
    • Fluency in written and spoken English is required. Knowledge of another UN official language is highly desirable.
