    Deputy Safety Advisor

    • As the Deputy Safety Advisor, you will work with the Safety Advisor (SA) and the Deputy Director to fulfill INSO’s core mission of helping NGOs in the assigned region understand the context and mitigate risks. You will be involved in information collection and data input, analysis and reporting, crisis management support, and networking with various stakeholders.

    Main Duties and Responsibilities

    • Provide NGOs with timely and credible security information and contextual analysis of the local security situation through daily alerts and reports, weekly incident lists, bi-weekly analytical reports, and other thematic reports.
    • Assist the Deputy Director in preparing and issuing regular reports, area assessments, and other INSO products requested by the aid community.
    • Assist the Deputy Director with the delivery of reporting services.
    • Collect and verify incidents and events in the region related to the safety of NGO workers in the area.
    • Manage and update incident databases to ensure the organization’s records are accurate and complete. Support and verify incident entries to CHDC made by the Safety Advisor Assistant.
    • Work with the Deputy Director and safety advisor to analyze the operating environment and identify trends. Use data and databases to create charts, data visualizations, and maps.
    • Work in proximity with NGO partners in the field.
    • Attend regular humanitarian coordination meetings in Nairobi or online to build relations with partners and remain up to date on humanitarian activities in the area.
    • Translate relevant communications from local language(s) into the working language of the country office (English/Arabic) and vice-versa.

    Position Requirements

    Essential:

    • Bachelor’s degree or equivalent certification in one of the following: Journalism, Communications, Conflict Studies, Political Sciences, History, International Affairs, Security Studies, Criminology, or any other relevant fields.
    • Working proficiency in English and one or more local languages with excellent writing skills in both.
    • Willingness to frequently travel around the region.
    • A good understanding of NGO safety best practices and a willingness to learn.
    • A proven ability to develop and maintain working relationships with partners.
    • Excellent computer skills and knowledge of Windows and Microsoft Office
    • Previous experience with or demonstrated capacity to learn how to work with data analytics tools.

    Nice to Have:

    • Working knowledge of Arabic
    • 2 years of experience in Sudan
    • 2 years or more prior experience with NGO security and/or project management.
    • Experience in project/team management.
    • Proficiency in other languages relevant in the context.
    • Experience in drafting situation reports and short briefings, experience in crisis management and support to NGOs.

    Operations Manager

    Job Summary

    • As the Operations Manager, you will report directly to the Country Director and work closely with the Operations and Human Resources teams at Headquarters. You will oversee the various support services for our teams in Sudan.

    Major Responsibilities:

    Human Resources

    • Lead and coordinate national staff onboarding and coordinate with HQ HR on international staff onboarding.
    • Coordinate and monitor national staff performance monitoring, grievance management, etc.
    • Prepare national staff monthly payroll.
    • Provide support to internal and external audit requests.
    • Act as the in-country project management focal point for all HR.
    • Act as safeguarding focal point.

    Legal and Compliance

    • Ensure all necessary legal and regulatory documents are filed with national authorities to maintain INSO’s in-country registrations.
    • Create a tracker for renewal of INSO registration documents as well as staff visas and work permits.
    • Develop and oversee control systems to prevent legal guidelines and internal policies violations.
    • Lead audit follow-up and implement recommendations in all areas of Operations.

    Facilities and Asset Management

    • Manage the entire scope of facilities management.
    • Prepare and maintain the country office’s leases and contracts with suppliers.
    • Equip and maintain all staff facilities and vehicles.
    • Establish and maintain a central asset register.

    Procurement and Logistics

    • Enforce compliance with Procurement and Logistics regulations.
    • Oversee full implementation of procurement processes.
    • Enforce all controls to prevent fraud and corruption.
    • Carry out routine local market surveys for goods and services.
    • Carry out supplier checks and vet them against anti-terror or sanction lists.
    • Manage and implement INSO fleet guidelines policy.
    • Contribute to donor reporting in area of asset management/logistics/procurement.

    Safety and Security

    • Serve as the focal point for the Global Risk & Safety Manager.
    • In coordination with the Global Safety & Risk Manager, update the Country Security Management Plan (CSMP) and Security Risk Assessment (SRA).
    • Ensure appropriate steps are taken to safeguard INSO facilities, vehicles, and assets.
    • Ensure drivers and guards are briefed on country safety and security protocols.
    • Ensure new staff/consultants/visitors are oriented and trained on the Country Security Management Plan.

    Mandatory Requirements

    • Fluency in English (written and spoken).
    • A Bachelor’s degree in a relevant field from a recognized academic institution.
    • At least 5 years of humanitarian professional operations experience
    • Highly self-motivated, a problem solver, solution-focused, and a strategic thinker with the ability to manage multiple priorities and work to set deadlines.
    • Proficient use of MS Office and experience with database management.

    Desirable Characteristics

    • Previous experience with logistics and procurement.
    • General knowledge of donor procurement regulations.
    • Existing knowledge of INSO and affinity with its mission.
    • Experience as a user or admin of HRIS.
    • Prior field experience in Sudan in a similar position a plus.
    • Working knowledge of Arabic Language is an added advantage

    Information Manager

    Job Summary

    • As the Information Manager, you are responsible for understanding all Conflict & Humanitarian Data Centre (CHDC) data entry, capabilities, storage, and security. You will hire, manage, and train your team. You are the focal point for CHDC and the Partner’s Portal (IPP). In addition, you will provide technical support to the programs team for creating visualizations and dashboards. This position reports to the Deputy Director.

    Main Duties and Responsibilities:

    Management

    • Supervise and support Information unit staff
    • Provide technical trainings and recruit the team
    • Maintain data security practices and confidentiality
    • Advise the country program on best practices in cybersecurity and information management

    Conflict & Humanitarian Data Centre (CHDC)

    • Be the focal point of CHDC and understand the methodology with expert knowledge of the platform
    • Ensure that information recorded is correctly categorized, promptly updated, and is properly accessed
    • Monitor, assess, and continuously improve the accuracy and precision of data collected
    • Provide CHDC training and inductions to staff

    INSO Partners Portal (IPP)

    • Be the focal point of IPP and understand the registration process
    • Guide the partners through the registration process and provide solutions to questions about the system
    • Monitor and update the registration of INSO partners

    Visualization activities

    • Fill information needs and sources in collaboration with the team
    • Aggregate data for analysis and presentation
    • Produce high quality maps, graphs, and other products to support INSO’s analysis and facilitate NGOs’ understanding of the conflict
    • Provide visual-relevant inputs to field missions

    Technical Reference

    • Support the Training Manager in providing and designing technical trainings to staff and partners as required
    • Train Information staff on data-entry responsibilities and data integrity
    • Manage and regularly update SharePoint folders with relevant materials

    Requirements

    Essential

    • Master’s degree or equivalent in Information Systems, Computer Science, Data Management, GIS, or relevant field
    • Fluency in English
    • 3 or more years of experience in data management and visualization, in a similar humanitarian organization and context
    • Experience with Power BI and DAX, or similar BI software (such as Tableau)
    • Knowledge of database management using SQL
    • Knowledge in scripting languages such as Python or R
    • Knowledge and understanding of theories, concepts and approaches relevant to GIS and the management of information in crises contexts
    • Staff management experience

    Nice to Have

    • Working knowledge of Arabic
    • Previous working experience in Sudan
    • Staff management experience
    • Experience with ArcGIS and strong technical skills including creating topologically correct shapefiles and geodatabases.

    Finance Manager

    Job Summary

    • Reporting to the Country Director, you will be responsible for protecting the financial health and integrity of the project. You will enforce appropriate accounting and financial procedures and policies, providing timely and accurate financial information to enable project orientation, planning and decision, meeting the external reporting and audit requirements and orienting staff in financial management, audits, and procedures compliance among other duties.

    Main Duties and Responsibilities:

    • Oversee financial record keeping; control and reconcile the documentation, upload the financial information into financial system.
    • Provide Finance Director with reconciliation of banks and cash, payroll and tax, revenue, A/R and A/P accounts.
    • Develop, in coordination with other departments, the annual budget of the project.
    • Prepare forecasts and monitor expenses, identify funding gaps.
    • Support Country Director in the grants management function, including providing information required for proposals and grant modifications, and participate in negotiations.
    • Prepare the financial statements for grants reporting.
    • Ensure all financial practices implemented in country comply with the up to date INSO procedures and donors’ regulations.
    • Oversee the statutory reporting to local authorities.
    • Lead the year-end process and timely provide the required information to consolidate INSO global financial statements.
    • Meet external reporting deadlines; prepare budgets and reports with exactness and compliance; liaise with donors and HQ when necessary.
    • Act as a focal point during audits and enforce internal and external audit recommendations promptly.
    • Make recommendations for ongoing improvements in functionality as required.
    • Manage the finance department, partake in the recruitment process, orientation, and training of staff with financial functions.
    • Participate in making critical decisions at the country level by participating in a Country Management Team

    Mandatory Requirements

    • Minimum 5 years of relevant work experience, preferably in similar roles with NGO
    • Advanced formal education from the home country, in financial management, accounting or a similar field
    • Proficient in Excel. Experienced in similar system as SUNSYSTEM and Q&A reporting tool. Capable of quick learning
    • High attention to detail
    • Ability to process large amounts of data.
    • In depth knowledge of financial regulations and account processes
    • Ability to handle multi donors and multiyear budgets.
    • Donor/contract management experience and donor policy knowledge (preferably ECHO, FCDO, SDC and or BHA)
    • Good English language skills, both written and verbal.
    • Time management skills
    • Ability to supervise and direct.

    Key Personal Competencies

    • General knowledge of donor procurement regulations.
    • Existing knowledge of INSO and affinity with its mission.
    • Prior field experience in country in a similar position is a plus.
    • Arabic language an advantage.

    Information Officer

    • Reporting to the Information Manager, you will be responsible for a complete understanding of all Conflict & Humanitarian Data Centre (CHDC) data entry, capabilities, storage, and security. He/she is also an expert of the CHDC and the Partner’s Portal (IPP) and can facilitate partner registrations. The IO also provides technical support for creating visualizations and dashboards.

    • Be an expert user of the IPP and understand the registration process.
    • Guide the partners through the registration process and provide solutions to questions about the system.
    • Monitor and update the registration of INSO partners through the IPP.
