    Principal Resource Mobilization Officer

    (KMFRI GRADE 5) 

    Duties and responsibilities of the officer entail:-

    • Providing input in the development and implementation of mobilization policies and strategies for sourcing of funds from individuals, bilateral, multi-lateral and private organizations;
    • Identifying and mapping out potential areas of resource mobilization;
    • Identifying, analyzing and documenting fundraising gaps in the Institute;
    • Formulating and reviewing of fundraising tools for the Institute to ensure uniformity and shared vision;
    • Formulating multi-disciplinary projects and program proposals for resource mobilization to support Institute;
    • Identifying and biding to win marine and fisheries allied natural resources-based consultancies to grow the Institute resource base;
    • Coordinating partnerships and cooperation with other research organizations and institutions of higher learning in joint research and training through Memorandum of Understandings;
    • Developing joint work plans and activities with collaborators for active Memorandum of Understandings;
    • Ensuring effective maintenance and updating of records of partners’ support;
    • Reviewing and analyzing the partnership database for policy decisions;

    Requirements for Appointment/Person Specifications

    For appointment to this grade, an officer must have: -

    • At least six (6) years relevant work experience, three (3) of which must have been as a Senior Resource Mobilization & Partnership Development Officer or equivalent position in the public or private sector;
    • Master’s Degree in Commerce, Project Management, Corporate Communication / Public Relations, Community Development, Natural Sciences, Social Sciences or its equivalent qualification from a recognized university;
    • Bachelor’s Degree in Commerce, Project Management, Corporate Communication / Public Relations, Community Development, Natural Sciences, Social Sciences or its equivalent qualification from a recognized university;

    Senior ICT Officer (ERP Software Consultant) - (1 Post)

    KMFRI Grade 6

    Duties and responsibilities of the officer entail;

    • Dynamics 365 Business Central Developer, will provide objective advice, expertise and specialist skills in Microsoft Dynamics and will be responsible for delivering innovative solutions using cutting edge technology;
    • Work closely with user departments to understand their business processes, requirements and key objectives.
    • Document detailed design and technical specifications to set the stage for solid delivery.

    Duties and responsibilities of the officer entail;

    • In Liaison and approval of the relevant operational departments the functional consultant will perform the following responsibilities;
    • Lead the process of requirements gathering by undertaking an in-depth business process analysis, definition and documentation of the business requirements for the operational departments.
    • Carry out integration designs for non-standard customizations with core functionalities.
    • In liaison with the vendors review the data migration templates and support the users in completing the required data.

    Risk Management and Quality Assurance Officer Post (1)

    (KMFRI GRADE 7) 

    Duties and responsibilities of the officer entail;

    • Implementing of quality assurance and risk management strategies, policies and procedures to ensure achievement of objectives;
    • Carrying out risk assessments for various processes in the Institute;
    • Champion monthly review of controls and report on effectiveness of the controls;

    Duties and responsibilities of the officer entail:-

    • Advising management on administrative policies, procedures and regulations;

    Principal Internal Auditor (KMFRI Grade 5) - (1) Post

    Duties and responsibilities in this position will entail:

    • Developing assurance engagement plans including identification and documentation of engagement objectives, engagement risks, materiality, sampling criteria, sample sizes and budgets.
    • Monitoring progress of audit engagements to ensure that they are within time and financial budgets.
    • Directing engagement opening and closing meetings with clients to ensure expectations are clearly identified, assessed, and met.

    Principal Accountant (KMFRI Grade 5) - (1) Post

    Duties and responsibilities in this position will entail:

    • Participating in design, development and implementation of proper accounting systems to ensure that internal controls are in place to safeguard the Institute financial resources from all forms of misuse;
    • Preparing of statutory and other financial reports for management review and onward submission to the relevant authorities;
    • Preparing periodic management reports to assist in Management decision making;
    • Participating in budget preparation;
    • Ensuring that financial expenditure is planned, controlled and properly authorized;

    • Experience in operating oceanographic instruments such as Acoustic Doppler Current Profiler (ADCP), Conductivity Temperature Depth (CTD) meters, marine robots and towed or self-powered underwater vehicles, hydro-acoustics equipment, current meters etc;
    • Experience in the development of regional ocean models is essential. Prior modelling experience with Regional Oceans Modeling System (ROMS) will be an advantage;
    • Experience in the analysis of satellite and tide-gauge sea level observations;
    • Excellent data analysis and data visualization skills. Good technic al skill in Linux shell scripting/ Python/ MATLAB/ RDI and Nortek software or similar packages is essential;
    • Experience in conducting surveys in vessels at sea;
    • BSc in Environmental Science, Aquatic Sciences and Physical Sciences;
    • Master’s in Physical Sciences/Oceanography from a recognized university OR Masters in Environmental Science with advanced training in Physical Oceanography;
    • Published a minimum of five (5) peer reviewed publications in ISI-indexed journals, with at least two (2) first authorship as a Research Scientist, KMFRI Grade 6, or a comparable position;
    • Good understanding in sea level and climate change studies, studying the properties of currents, waves, tides and ocean circulation, plus the temperature and salinity of oceans;

    • At least six (6) years of relevant experience, three (3) of which must have been as a Research Scientist or a comparable position in the public or private sector;

    Duties and responsibilities in this position will entail:

    • Reviewing and formulation of administrative services;
    • Overseeing maintenance issues through conducting physical survey and defect report and recommend for service to maintain suitable working condition;
