    Director, Corporate Support Service

    Key Duties and Responsibilities
    Managerial / Supervisory Responsibilities 

    • Develop and oversee the implementation of a dynamic corporate strategy that is able to deliver exemplary services and results as envisioned in the strategic plan; 
    • Develop the Authority’s budget and continuously monitor and evaluate its implementation; 
    • Give oversight to the Authority financial affairs and advise the Authority on financial planning strategies and policies; 
    • Ensure effective and efficient management of the Authority’s Resources including Finances and Assets; 
    • Ensure the provision of meaningful, accurate and prompt management accounts and reports to the Director General and the Board; 
    • Negotiating with banks and donors for appropriate support;

    • Oversee operations of HR and Administration and Finance departments. 

    Qualifications and Experience

    • To be appointed to this role, the successful candidate must be a Kenyan citizen and possess the following key requirements; 
    • Master’s degree in Human Resource Management, Finance, Government, Sociology, Business Administration, or any other relevant qualifications from a recognized institution; 
    • Bachelor’s degree in Social Sciences, Human Resource Management, Public Administration, Business Administration, Finance or a related field from a recognized institution; 
    • Possesses professional qualification either as a Certified Human Resource Professional (CHRP-K) or Certified Public Accountant (CPA-K);

    Director, Motor Vehicle Inspection and Safety Audits

    Key Duties and Responsibilities
    Managerial / Supervisory Responsibilities 

    • Propose and advice on policy formulation within the public transport sector; 
    • Develop work plans and budgets for the directorate; 
    • Oversee the execution of approved directorate work plans and budgets;

    • Ensure implementation and monitoring of the motor vehicle standards; 
    • Review/Audit road designs while ensuring that they meet road safety standards; 
    • Oversee the upgrading of motor inspection centers; 
    • Lead in inspection of public service vehicles whilst ensuring safety of the public; 
    • Monitor and regulate NTSA’s motor vehicle safety inspection programs; 
    • Coordinate with other agencies/actors in the Road Transport Sector; 
    • Oversee of private and Authority motor vehicle inspection centres;
    • Ensure inspection reports relating to traffic accidents are compiled and necessary action taken by the Authority; 
    • Developing vehicle standards in conjunction with relevant agencies; 
    • Oversee vetting of bus body builders and recommend for licensing; 
    • Development of vehicle standards in collaboration with Kenya Bureau of Standards; 
    • Oversee Audits on Road Safety and check on compliance by road agencies and county governments;
    • Coordination of Accident/ Crash Investigations & recommend Remedial measures to relevant agencies; and
    • Developing proposals for funding and resources for training and implementation of the Authority programmes /projects from development partners.

    Policy Development 

    • In collaboration with Road Agencies and County Government, develop, review and implement Laws, regulations, internal policies and procedures.

    Qualifications and Experience

    • A Bachelor’s degree in either Civil, Automotive or Mechanical engineering or a related field from a recognized institution; 
    • A Master’s degree in any of the disciplines in either Civil, Automotive or Mechanical engineering or a related field from a recognized institution; 
    • At least fifteen (15) years’ relevant work experience, five (5) of which must be at a senior management level in a large organization; 
    • Attended Leadership Course lasting not less than four (4) weeks from a recognized institution is an added advantage; 
    • Computer proficiency; 
    • Demonstrated a high degree of professional competence, managerial and administrative capability in work performance and exhibit a thorough understanding of Authority’s goals, policies and objectives.

    Manager, ICT Business Systems and Projects

    • Ensure the successful completion of all software projects and oversee the peopleperforming work on the projects;

    • Management of all Authority’s facilities and assets including buildings, motor vehicles and furniture among others;

    Principal Audit Officer - Systems

    Key Duties and Responsibilities 

    • Ensure annual risk assessment and preparation of annual internal system audit work plan and budget in a timely manner;
    • Manage and coordinate various information systems audit activities and assignments;
    • Review audit assignment proposals, audit plans and engagement programmes for audit of ICT systems;
    • Ensure preparation and/review of information systems audit working papers, audit findings and draft audit reports on information systems are prepared in time;

    Key Qualifications and Experience:

    • Bachelor’s Degree in Information Systems/Computer Science/Computer Engineering or any other relevant field from a recognized institution;
    • Master’s Degree in Computer Science, IT, Business Information Systems (or related technical / business field) from a recognized university will be an added advantage;

    • Master’s degree in Traffic Engineering or Transportation Engineering or any other relevant disciplines from a recognized institution is added advantage;
    • At least eight (8) years relevant work experience, three (3) of which must have been in a supervisory position in the Public/Private sector;
    • Attended Supervisory Course lasting not less than two (2) weeks from a recognized institution;
    • Thorough and knowledgeable in road safety issues, solutions and products. Highways design and collision investigation (including prevention studies) experience is essential. Experience in related Road Safety fields such as Research, Traffic Calming, Local Safety Scheme, etc would be a particular advantage.
    • Should be a registered engineer with the Engineering Board;
    • Proficiency in ICT; and
    • Shown merit and ability as reflected in work performance and results.

    Principal Legal Officer

    Key Duties and Responsibilities

    • Providing legal advice to be taken by the Authority.
    • Drawing up contracts, agreements and other legal documents; 
    • Undertaking research on different information to ensure that the Authority is acting in accordance with all applicable laws;
    • Preparing Quarterly Legal Reports; 
    • Preparing Board Resolutions, Action Points, Board Reports and Board Minutes;
    • Identifying legal and compliance risks and issues relative to the Board’s intended actions;
    • Managing the risk exposure of the Authority by ensuring compliance with all relevant statutory and regulatory requirements;
    • Liaising with external lawyers on all cases filed against the Authority to ensure instructions, witnesses and statements are procured on time;

    • Representing the Authority in litigation matters.

    • Support in the analysis and evaluation of security operations to identify risks or opportunities for improvement;
    • Provide effective and efficient of administrative requirements of security office; 
    • Support in conducting security Risk Assessment and follow up on corrective action;
    • Support in collection, collation, analysis and dissemination of information and intelligence from a wide variety of sources to enhance Authority’s Security;
    • Conduct random security spot checks across Authority’s premises including outstations to identify security issues and recommend corrective action; 
    • Assist in emergency management and contingency planning;
    • Respond to medical emergencies, bomb and terrorism threats, fire alarms, or intrusion alarms, following emergency response procedures;
    • prevention and detection of crime;
    • Assist in coordination of security activities to safeguard company assets, employees, guests, or others on company property
    • Providing daily security briefing to the Security Manager; 
    • Secretary to security meetings; and 
    • Liaise with the security manager, enforce compliance with security and safety procedures and liaise with law enforcement agencies over criminal and other security concerns.

    Key Qualifications and Experience

    • Bachelor's Degree in Social Sciences (Sociology, History, Philosophy, Anthropology or related field from a recognized university;
    • Approved Security Course at Administration Police Training College (A.P.T.C) Criminal Investigation Department (C.I.D.) Training School, Police Training College, Military Training Institute or other similar institutions; and
    • Proficiency in ICT.
