    Chief of Party

    Duties and Responsibilities: 

    • Provide overall leadership, management, and technical oversight for all project activities and deliverables;
    • Serve as the primary liaison to USAID and Kenyan stakeholders and partners;
    • Lead and manage the work of project personnel and subcontractors;
    • Ensure that project assistance is technically sound and appropriate for each component;
    • Work collaboratively with partners, specifically in the private sector, and stakeholders to implement program mission and strategy;
    • Oversee project work planning, performance management, and strategic communications;

    Qualifications: 

    • Bachelors degree in economics, business, finance, international development, or other relevant field required; Graduate degree preferred.
    • Minimum 10 years of experience in international banking or investment banking, preferably on programs supporting financial sector development, access to finance or economic growth preferred; USAID experience preferred.
    • 3 or more years experience as Chief of Party/Project Director on large ($40m +) USAID-funded program.
    • Experience working in Kenya is highly preferred;
    • English fluency required

    Investment Policy Specialist

    Responsibilities:

    • Coordinate with private sector and government stakeholders and with project colleagues to ensure optimal design and implementation of the investment policy work plan.
    • Assist in gaining acceptance for the project’s approach to investment policy; Formalize the county consultative process on reform.
    • Determine priority reforms and develop approaches to reform, particularly at the county level; Support implementation of demand-driven business reforms.
    • Analyze and map reform to best practice; Develop economic and investment strategies.
    • Design intervention to remove distortions in domestic markets in high priority counties through policy and regulatory reforms, thereby making these more competitive.
    • Analyze the environment in which reforms are to be initiated and propose mitigation and promotional measures.  
    • Develop a framework for analyzing existing policy, suggest reforms and regulatory changes required.
    • Develop a monitoring framework for such reforms. Propose an advocacy plan for reform acceptance. Analyze reform-based constraints to female position creation and entrepreneurship.
    • Develop gender opportunity strategy to ameliorate reform-based constraints; Design and test gender opportunity reform packages; Integrate gender opportunity reform packages.
    • Deliver constraints/reform package awareness training; Integration of gender equity into all aspects of component activity.

    Qualifications:

    • Relevant graduate degree in Public Policy, MBA,  or a related field is required.
    • Extensive experience in Kenya is required, particularly involving the devolution process in Kenya and/or Kenya Vision 2030.
    • A minimum of 15 years experience advocating and developing policy decisions in private and public institutions for investment promotion including  experience in planning and implementing technical assistance for policy reform and institutional capacity building in a variety of sectors.
    • Prior experience of working with donor projects, USAID experience is highly preferred.
    • Private sector experience including strategic planning and/or financial management highly desired.
    • Fluency in English is required.

    Monitoring and Evaluation Manager

    The Monitoring and Evaluation Manager will lead the effort to collect and analyze data, and ultimately evaluate the impact of USAID’s intervention on a new project to facilitate significant and new investment in the following sectors in Kenya; Agriculture; Power/Clean Energy; Nutrition/WASH; Regional Cross-Border Trade; Youth Activities; and Municipal Finance PPPs.

    Responsibilities:

    • Finalize the performance management plan for the project and associated M&E documents
    • Oversee the effort to collect data, collate data, analyze data and evaluate project performance results as required
    • Manage the project’s pipeline information system
    • Support communications efforts with data collection, analysis and graphics based on project performance
    • Support project teams track additional performance metrics as needed
    • Contribute to the completion of required project deliverables
    • Conduct internal travel to rural Kenya to conduct monitoring and evaluation duties

    Requirements:

    • Degree in M&E, public policy, economics, business, international cooperation/international development or a related field required;
    • 5 years of experience in designing and implementing M&E results; frameworks; developing PMPs, work plans and indicators, monitoring on-going programs for USAID or other large donor organizations;
    • Experience in planning, managing, and creating surveys. This will also include experience with conducting data quality assessments and oversight, and developing/refining data collection tools/methods.
    • Experience drafting success stories and impact assessments from project anecdotal stories, as well as analytical data;
    • Experience working with USAID or other donor funded projects;
    • Ability to legally work in Kenya required;
    • Fluency in English required;

    Operations Director

    The Operations Director will provide daily oversight for operations, administration, financial management, and compliance.  S/he will also oversee accounting and financial management as well as operations, including procurement, logistics, and facilities management. The Operations Director will support capacity building for local partners in managing funds and be responsible for reporting in accordance with USAID rules and regulations. The Operations Director will supervise project staff and ensure compliance with USAID rules and regulations.

    Responsibilities:

    • Ensure efficient operations, including but not limited to administration, logistics, procurement, budgeting, finance, and property management and provide overall supervision of operations, finance, and HR/administration staff in the Nairobi office as well as any county-based staff.
    • Supervise the daily financial operations of the contract, which include cash flow management; financial reporting and daily monitoring of obligations, budgets, and expenditures; and compliance.
    • Manage the KIM project budget, including overseeing all pipeline projections and necessary realignments, in close coordination with the COP.
    • Oversee project procurement processes and assure the most reasonable, expeditions, and appropriate procurement choices were made pursuant to Field Operations Manual.
    • Maintain all personnel policies to ensure compliance with local labor law, tax law, and USAID regulations.
    • Ensure compliance with the KIM contract and USAID regulations, including subcontracting/grant administration.
    • Ensure procurement, administrative and personnel files are properly documented, well-organized, updated and closed upon completion of an activity.
    • Conduct regular training to KIM staff on finance, procurement, compliance, and ethics in accordance with USAID regulations and standards.

    Qualifications:

    • 8+ years of progressively responsible experience in USAID project operations and financial management
    • Previous experience on a USAID-funded project in Africa region and demonstrated knowledge of USAID rules and regulations for project administration is required
    • At least of 3 years of experience supervising financial management, operations, and compliance staff on USAID-funded projects;
    • Bachelor’s degree in management, business, accounting, or other relevant field
    • Fluency in English is required.

    Public Private Partnerships Specialist

    Responsibilities:

    ·     Identify and develop strategic partnerships and alliances with private and public sector actors, particularly county-level departments involved in economic development and       investment promotion and private sector investors, and other USAID implementers to achieve project objectives.

    ·     Serve as principal project liaison with private sector partners and stakeholders, particularly in facilitating investment ready clean energy projects to securing needed capital       through a variety of public and private sources.

    ·    Coordinate conversations, roundtables, and activities across a number of industry groups, business sectors, and organizations.

    ·    Provide thought leadership in support of alliances, including the development of new alliance modalities.

    ·    Provide timely and accurate reporting to USAID on all partnership project areas.

    ·    Maintain records and databases of business prospects and contacts.

    Key Qualifications:

    ·     Bachelor’s degree in a relevant field; graduate degree preferred.

    ·     At least 7-10 years of private sector development experience in East Africa (Kenya experience is required), preferably across a wide range of business sectors including             financial services, energy, or agribusiness.

    ·     Demonstrated experience in understanding, brokering, and/or overseeing the development of high-value public-private alliances and partnerships.

    ·     Demonstrated network of contacts within the Kenya-based private sector across a wide range of business sectors.

    ·     Fluency in English required.

    ·     Must be authorized to work in Kenya.

    SME Banking Specialist

    Responsibilities:

    • Acts as the primary relationship manager with banks, investors, microfinance institutions (MFIs) interested and involved in SME finance.
    • Advises commercial banks in the product development process for adapting existing and creating  new products focusing on SME finance, particularly in the agriculture and clean energy sectors.  
    • Assists Kenya financial institutions with guarantee mechanisms on the proper use and compliance of these guarantees. 
    • Assists Kenyan financial institutions (mainly MFIs, SACCOs and Tier III banks) to access additional capital investment to support SME loan portfolio expansions.

    ​Qualifications:

    • At least 7 years of loan or investment origination experience with a commercial bank or other financial institution, including hands-on project administration and experience utilizing loan guarantees, analyzing credit risks, syndicating financial transactions, and structuring and processing loans and equity investments for projects, corporate and financial institutions.
    • Bachelor’s degree in business administration, finance, or relevant field; CFA/ Professional Designation a plus.
    • Experience working with at least one of the targeted sectors/market segments (agriculture or clean energy).
    • Fully fluent English.
    • Must be legally able to live and work in Kenya.

    Team Leader, Investment Specialist

    Duties and Responsibilities:

    • Responsible for developing strategic partnerships with banks and investors to catalyze financing & investment into SMEs in target sectors
    • Manage incentives to expand finance and investment to the target value chains at significant scale
    • Facilitate linkages and partnerships between enterprises, the government of Kenya, the private sector, donor implementing partners and the financial sector leading to expanded finance
    • Oversee training and technical assistance to financial sector actors as required to enable expanded finance and investment to target sectors
    • Facilitate partnerships between lenders and public and private risk mitigating partners, such as the USAID Development Credit Authority
    • Closely monitor deal closure and management, ensuring compliance with both financial and social impact requirements
    • Effectively manage team members to achieve results as laid out in annual work plans
    • Travel as necessary within Kenya to support monitoring and closure of deals

    Qualifications:

    • Bachelor's degree in a relevant subject. (MBA, MA in Business, Finance or related subject pref.)
    • 8 more years of experience in investment, banking, or finance. Prior deal closure experience in Africa required.
    • Fund management experience preferred
    • Excellent contacts within the Kenyan and international banking/investment fields
    • Prior experience providing training to financial sector actors required
    • Fluent English language ability (speaking, reading, writing.)
    • Relevant experience in Kenya or East Africa highly preferred
