    Deputy Director - Research and Monitoring and Evaluation

    Job purpose

    To undertake research and analysis and to provide data and analytics to inform decision making in remuneration and benefits. The role will also provide leadership in undertaking monitoring and evaluation to ensure adherence to the Commission’s mandate.

    Roles and Responsibilities

    • Conduct research assignments and inquiries to provide relevant data that informs evidence-based policy formulation and Commission decision making;
    • Provide accurate and timely data for decision making in remuneration and benefits;
    • Prepare quality and timely reports and provide secretarial services to the Commission Committee;
    • Cultivate, manage and sustain meaningful relationships with stakeholders;
    • Develop innovative monitoring and evaluation framework, system and tools to achieve monitoring and evaluation objectives;
    • Undertake periodic fiscal sustainability analysis of the impact of the set and advised Remuneration and Benefits to ensure affordability and sustainability of the total Public Compensation Bill;
    • Undertake periodic analysis of wage bill data and ratios, analysis of the impact of the set and advised Remuneration and Benefits to ensure affordability and sustainability of the total Public Compensation Bill;
    • Review macro and micro economic studies on Remuneration and Benefits and advice on harmonization and equity to ensure implementation of efficient Remuneration and Benefits cycles;
    • Develop and continuously update the broad parameters for wage reviews and determination;
    • Maintain and review remuneration and benefits data base;
    • Develop internal and external linkages with other stakeholders on matters of research, monitoring and evaluation;
    • Provide leadership in the execution of the Commissions’ Strategy on Research and Monitoring and Evaluation;
    • Contribute in the development of the strategy, policies, procedures and manuals for research and monitoring and evaluation;
    • Develop work plans and undertake continuous performance monitoring and reporting on the work plans;
    • Develop, motivate and manage the performance of the team and ensure continuous alignment to the values of the Commission.
    • Preparation of appropriate budgets for programs, monitor absorption and ensure optimal utilization;
    • Drive efficiency of systems, processes and operating procedures to achieve operational excellence;
    • Identify, monitor, evaluate and mitigate operational and strategic risks of the function;
    • Ensure compliance and reporting with provisions of internal guidelines and policies and Government Circulars.

    Minimum Qualifications and Personal Specifications
    Qualifications and Experience

    • Bachelor degree in Economics, Statistics, Social Sciences or other relevant field from a recognised university.
    • Master degree in Economics, Statistics, Human Resources, Public or Business Administration or other relevant field from a recognised university.
    • Relevant work experience of at least ten (10) years four (4) of which must be at senior management level in a reputable organization.

    Principal Officer, Corporate Communications

    Job Purpose

    Responsible for implementing the corporate image and stakeholder management policies and strategies to enhance the Commission’s brand.

    Key Responsibilities/ Duties / Tasks
    Managerial / Supervisory Responsibilities

    • Provide input into the departmental work plan and compile budget estimates to inform the departmental planning process;
    • Support in the management of media relations to build a positive SRC image;
    • Organise and coordinate the Commission events, including press conferences and media briefings;
    • Facilitate access to information and data when required by the public;
    • Manage review of media and social media for news and information relating to SRC’s mandate;
    • Assist in monitoring the impact of the communications strategy, communications policy, stakeholder management and mapping strategy, stakeholder management policy, and propose reviews where appropriate;
    • Design Mishahara quarterly newsletter, e-Connect weekly bulletin, publications and reports, information, education and communication materials, promotional materials, and graphics for social media and website, among others;
    • Ensure approved graphic designs fit within printer-ready resolutions and specifications, and liaise with external printers, as necessary.
    • Lead the development and performance management of staff that report to the position for the achievement of both individual and departmental goals;
    • Carry out training needs assessment and propose training programmes for departmental staff that report to the position;
    • Identify and evaluate communication risks and implications of all of the departmental activities;
    • Supervise and evaluate the performance of staff that report to the position; and
    • Mentor and coach staff that report to the position, in liaison with the Head of Corporate Communications.

    Operational Responsibilities / Tasks

    • Implement policies, procedures and manuals to ensure improved efficiency and effectiveness of service delivery;
    • Draft content for print and electronic media to ensure clear communication to stakeholders;
    • Review and update the Commission’s website, intranet and social media platforms ensuring that the content is factual and timely;
    • Provide requisite information to ensure accurate and timely responses to media and other key stakeholders.
    • Respond to media queries for the Commission to ensure responses are timely and factual, in liaison with the Head of Corporate Communications;
    • Prepare content for information, education and communication materials and other promotional materials;
    • Implement the corporate social responsibility (CSR) strategy and programmes;
    • Draft opinion editorials for publication in line with Commission’s mandate.
    • Draft press releases and briefs on SRC’s programmes and activities;
    • Draft speeches and statements for the Chairperson and CEO;
    • Review audio-visual productions, documentaries, radio productions, as well as other printed materials;
    • Identify public relations issues as they emerge and propose remedial action;
    • Provide secretarial services to the Commission’s Corporate Image and Stakeholder Management Committee, as may be assigned by the Head of Corporate Communications;
    • Develop individual work plan, monitor own performance and seek support to ensure delivery of agreed targets; and
    • Prepare and submit departmental monthly, quarterly and annual reports to Head of Corporate Communications.

    • Member of Public Relations Society of Kenya in good standing.

    Previous relevant work experience required

    • Eight (8) years of relevant work experience, with at least 4 years in a comparable position in a reputable organisation.

    Senior Officer, System Administrator

    Job Purpose

    This position is responsible for configuration, maintenance and support of Commission computer systems and servers in addition to securing the ICT infrastructure against internal/external attacks.

    • Responsible for maintaining and administering the data center’s networks including but not limited to, the delivery of network planning, design, implementation & optimization services;
    • Conduct research on network products, services, protocols and standards to remain abreast of developments in the networking industry;
    • Configure, Install and support Local Area Networks (LANs), Wide Area Networks(WANs), network segments, Internet, and intranet systems to ensure that network performance issues including availability, utilization, throughput, and latency are in compliance with the signed service level agreements;
    • Responsible for maintenance, configuration and reliable operation of computer systems, network servers and virtualization;
    • Monitoring and maintaining network servers such as file servers, VPN gateways and intrusion detection systems;
    • Responsible for capacity, storage planning and database performance;
    • Configure, enforce and maintain both logical and physical controls are adhered to as per the Commission ICT and information security policy;
    • Develop technical solutions and new security tools to help mitigate security vulnerabilities and automate repeatable tasks in the data center;
    • Configure and troubleshoot security infrastructure devices;
    • Perform regular security monitoring to identify any possible intrusions to avert system compromise by ensuring that all systems within the commission are Secure;
    • Evaluate the effectiveness of existing security measures, such as firewalls, password policies and intrusion detections systems;
    • Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups;
    • Perform regular backup operations and implement appropriate processes for data protection, disaster recovery, and failover procedures;
    • Updating Operating Systems and application software’s, along with executing the policies for the use of the computer systems and networks;
    • Deploy Operating System patches and upgrades on a regular basis;
    • Perform regular file archival and purge as necessary;
    • Prepare user requirements specifications for both hardware and software in accordance to the Commission standards;
    • Provide day to day technical support to end users;
    • Provide feedback to enhance business processes and initiate process improvement; and
    • Develop individual work plans, monitor own performance and seek requisite support to ensure delivery of agreed targets.

    Senior Officer Commission Secretarial Services

    Job Purpose

    Reporting to the Principal Officer Commission Secretarial Services, the Senior Officer Commission Secretarial Services is responsible for supporting the Commission Secretarial Services function.

    Duties and Responsibilities

    The Senior Officer, Commission Secretarial Services will perform the following duties;

    • In liaison with the Principal Officer, Commission Secretarial Services prepare and circulate a schedule of weekly Commission meetings;
    • To receive and circulate agenda items from the Secretariat;
    • Issuing of notices of meetings;
    • Oversee the utilization of the Commission boardroom;
    • Prepare high quality Commission minutes during meetings;
    • Assist in collating and circulating papers and reports for deliberation in Commission meetings;
    • Dissemination of action points to respective action officers;
    • Maintain minute files of the members of the Commission;
    • Maintaining Commission Circulars and records of Commission decisions;
    • Follow up of actions on Commission resolutions with the respective action officers;
    • Follow up on Commission invitations to meetings by various stakeholders; and
    • Develop individual work plans, monitor own performance and seek requisite support to ensure delivery of agreed targets.

    Qualifications and Personal Specifications
    Qualification and Experience

    • Bachelor’s Degree in Social Sciences or in a related field from a recognized University.
    • Minimum of CHRP level 1
    • A member of a professional body in good standing.
    • Relevant work experience of at least 4 years 2 (two) of which must be experience in taking minutes.
