    Supply Chain Management Assistant III

    Duties and Responsibilities

    An officer at this level will deployed in a Supply Chain Management unit in a department and will handle a variety of tasks such as issuing and receiving, Stores assisting, taking reconciliation, preparation and maintenance of records.

    Requirements for appointment:

    For appointment to this grade, a candidate must be in possession of:

    • A Kenya Certificate of Secondary Education (KCSE) mean. grade C- (minus) with a minimum of C- in -Mathematics. and English or Kiswahili or its equivalent qualification from a recognized Institution: and
    • A Diploma (CIPS) in. Supplies Management or its equivalent from recognized institution

    Accountant I

    Duties and Responsibilities

    This will be the entry grade for professional Accountants. An officer at this level will be required to deal with accounting operations in an Accounting Unit or County Treasury. Work at this level will be subjected to occasional checks rather than close supervision. Specifically, work will involve verification of vouchers and committal documents in accordance with laid down rules and regulations; data capture, maintenance of primary records such as cashbooks, ledgers, vote books, registers and preparation of simple management reports e.g., imprest and expenditure return etc. He/she will be responsible for the safe custody of Government records and assets under him/her, analysis of the below the line accounts and may be deployed as a cashier where duties will entail receiving duly processed payments and receipt vouchers; writing cheques and posting payments and receipt vouchers in the cash books; balancing and ruling of the cash books on daily basis; arranging for withdrawal of cash for office use and ensuring safety of the same at all times; extracting and providing cash liquidity analysis; ensuring security of cheques and cheque books; preparation of expenditure and Authority to Incur Expenditure (AIE) funding returns on quarterly basis at district treasury level; preparation of Appropriation In Aid (AIA) returns on quarterly basis at district treasury level; paying personal and merchant claims guided by cash balances in the cash books and treasury regulations; and receipting of all money due and payable to government.

     

    Requirements for Appointment

    Direct Appointment

    For direct appointment to this grade, a candidate must have a;

    • Bachelor’s degree in Commerce (Accounting or Finance option) and passed Part II of the Certified Public Accountants (CPA) Examination
    OR
    • Passed Part III of the Certified Public Accountants (K) Examination or its approved equivalent qualification.

    Assistant Office Administrator III

    Duties and Responsibilities

    1. word and data processing from manuscript;
    2. operating office equipment;
    3. ensuring security of office equipment, documents and records;
    4. attending to visitors/clients;
    5. handling telephone calls and appointments;
    6. maintaining an up-to-date filing system in the office;
    7. supervision of office cleanliness;
    8. managing petty cash; and undertake any other office administrative services duties that may be assigned. The officer may be required to work for more than one officer or may be deployed in a typing pool.

    For appointment to this grade, an officer must have:

    • Kenya certificate of secondary education mean grade C- (Minus) with at least C (plain) in English or Kiswahili language or its equivalent qualification from recognized institution.
    • Diploma in secretarial studies from Kenya National examination council (KNEC)

    Business Education Single and Group Certificates (BES & GC) from the Kenya national Examination Council in the following subjects: –
    Typewriting III (minimum 50 w.p.m)/Computerized Document Processing III;
    Shorthand II (80 w.p.m)

    Office Practice II;
    Secretarial Duties II;

    Assistant Director of Human Resource Management

     Duties and Responsibilities

    Duties and responsibilities will be as follows:

    An officer at this level will be responsible to a Senior Assistant Director of Human Resource Management for planning, organizing, administration and control of the activities in Human Resource units. Specific duties will include analyzing the utilization of the human resource in the County and advising on proper deployment; making proposals on human resource planning and succession management; analyzing staff performance and career progression and making appropriate recommendations; and ensuring correct interpretation and implementation of human resource management policies, rules and regulations including those relating to pensions, salary administration, labour laws and other statutes that impact on the human resource.

     Requirements for Appointment

    For appointment to this grade, an officer must have: –

    • served in the grade of Principal Human Resource Officer for a minimum period of three (3) years;
    • Master’s degree in Human Resource/Human Resource Management, Industrial Relations, Public/Business Administration, or any other relevant qualification from a recognized institution; and
    • Bachelor’s degree in Human Resource Management from a recognized institution;
    • Must be a member of IHRM with good standing
    • Must have over 5 years’ relevant experience, three (3) of which should have been at managerial level handling Human Resource Management or Administrative functions in a reputable institution;
    • Evidence of proficiency and knowledge in Computer Applications;
    • Meet the requirements of Chapter Six of the Kenyan Constitution on Leadership and Integrity;

    Duties and Responsibilities

    Human Resource Management Assistant III

     Duties and Responsibilities

    This is the entry grade for this cadre. An officer at this level will be deployed in a Human Resource Management unit in Ministries/Departments and will handle simple tasks of analytical nature. The officer may be required to implement certain decisions within the existing rules, regulations and procedures. An officer at this level will supervise clerical officers and other supporting staff.

     Requirements for Appointment

    Direct appointment will be made from candidates who have:

    • at least a C- in the Kenya Certificate of Secondary Examination (KCSE); and
    • Diploma in Human Resource Management or its equivalent from a recognized institution.
    • Must be a member of IHRM with good standing

    Records Management Officer III

    Duties and Responsibilities

    An officer at this level may be deployed in a department headquarters, or county Office to head a small registry. The officer will work under supervision of a more senior officer. Specific duties and responsibilities will include receiving, sorting, opening, filling. Minuting and distribution of mail; dispatching of mails; and guiding on files disposal.

    Requirement for Appointment

    For appointment to this grade, a candidate must have: –

     

    i. Kenya certificate of Secondary Education (KCSE) mean grade C plain from the Kenya National Examination Council (KNEC) and
    ii. diploma in Records/Information Management or equivalent qualifications from a recognized institution.
