    The National Drought Management Authority (NDMA) is a public body established by the National Drought Management Authority (NDMA) Act, 2016. It previously operated under the State Corporations Act (Cap 446) of the Laws of Kenya by Legal Notice Number 171 of November 24, 2011. The Act gives the NDMA the mandate to exercise overall coordination over all matters relating to drought risk management and to establish mechanisms, either on its own or with stakeholders, that will end drought emergencies in Kenya.

    Assistant Director, Human Resource & Administration

    Job Reference Number V/No. 1/2023-24

    Key Responsibilities
    Specific duties and responsibilities will include: -

    • interpreting and implementing human resource management policies, laws, regulations, procedures and systems; 
    • analysing the utilization of human resources in the Authority and advising on proper deployment; 
    • undertaking training needs assessment; 
    • payroll management; 
    • updating terms and conditions of service and career progression guidelines;
    • Coordinating organization development and job reviews;
    • analysing disciplinary cases for relevant disciplinary committees; conducting skills audit; 
    • making proposals on human resource planning and succession management; 
    • Offering counselling services to staff; 
    • ensuring compliance with HR practices, policies, regulations and relevant government policies and guidelines on employee management and administration; 
    • coordinating the implementation of HIV/AIDS, gender and disability mainstreaming policies; 
    • analysing staff performance and career progression and making appropriate recommendations; supervising general office services; supervision of payments for transport and delivery services; and 
    • taking part in procurement and supply of stores for human resources and administration purposes; 
    • recommending for boarding of unserviceable equipment’s within the department; and coordinating provision of transport, security, and other support services.

    Qualifications

    For appointment to this grade, a candidate must have:

    • Served for a minimum period of three (3) years as a Principal Human Resource Management Officer or six (6) years working experience in Human Resource two (2) of which must have been at managerial level;
    • Master’s Degree in Human Resource Management from a recognized institution;
    • Bachelor’s degree in any of the following disciplines: - Human Resource Management, Personnel Management, Public Administration, Business Administration or its qualifications from a recognized institution;
    • Be a member of the Institute of Human Resource Management;
    • Certificate in Management Course lasting not less than four (4) weeks from a recognized institution; 
    • Proficiency in computer application; and
    • Demonstrated professional competence and administrative capability as reflected in work performance and results.

    Assistant Director, Planning, Monitoring & Evaluation

    Job Reference Number V/No. 2/2023-24

    Key Responsibilities
    Specific duties and responsibilities will include: -

    • Developing of Research agendas and tools; formulating of monitoring tools and indicators;
    • Monitoring and evaluating the Authority’s plans and carry out impact assessments for all drought management interventions spearheaded under the Authority;
    • Providing technical assistance to the Authority’s County Offices to develop comprehensive monitoring and evaluation guidelines and systems; 
    • Carrying out training on National and County level to assist with the implementation of the Authority’s M&E systems;
    • Conducting audits and reporting on the status of drought management issues; 
    • Initiating the formulation of a knowledge management strategy for the Authority;
    • Developing mechanisms to serve as the primary source of best practice and institutional learning on drought management and climate change adaptation in Kenya;
    • Developing and maintaining a knowledge bank on drought management and climate change adaptation; and
    • Researching new opportunities, either domestically or internationally, to assist the country’s performance in strengthening resilience to drought and climate change.

    Qualifications
    For appointment to this grade, a candidate must have:

    • Served in the grade of Senior policy, planning and research officer or in a comparable and relevant position for a minimum period of three (3) years;
    • Bachelor’s degree in any of the following disciplines: -Economics, Statistics, Commerce, Mathematics, Developmental Planning and Policy or any other relevant qualifications from a recognized institution; 
    • Master’s degree in any of the following disciplines: -Economics, Statistics, Commerce, Mathematics or any other relevant qualifications from a recognized institution;
    • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
    • Sound ICT Knowledge: word processing, spreadsheets, databases, presentations and statistical applications (SPSS and EPI info, etc.;) and
    • Shown merit and ability as reflected in work performance and results

    Assistant Director, Corporate Communication

    Job Reference Number V/No. 3/2023-24

    Key Responsibilities
    Specific duties and responsibilities will include: -

    • Developing for approval and implementing a brand manual for the Authority;
    • Developing for approval and implementation a communication strategy for the Authority;
    • Formulating and implementing creative communication strategies and public relations programs;
    • Promoting a positive corporate image of Authority to the public through promotions and campaigns;
    • Implement corporate social responsibility programs and maintaining their impact;
    • Initiating timely strategic and appropriate programme to implement Authority’s Corporate Communication strategy;
    • Branding and promoting the Authority nationally and internationally;
    • Building synergy and enhancing collaboration between the Authority and the public and private sector institutions;
    • Undertaking media liaison for Authority’s campaign activities; and
    • Creating awareness on Authority mandate through participation in public shows and exhibitions.

    Key Competencies and Skills

    • Extensive knowledge of branding principles and tactics; 
    • Sound written and verbal communications skills, coupled with highly developed interpersonal skills; 
    • Sound time management skills to ensure multiple tasks simultaneously are completed within compressed timeframes;

    Qualifications
    For appointment to this grade, a candidate must have:

    • Eight (8) years’ work experience, four (4) of which must be in a supervisory position;
    • Bachelor’s Degree in Journalism or mass communication, public relations or its equivalent from a recognized institution;
    • Master’s degree in mass communication, marketing or its equivalent from a recognized institution;
    • Post Graduate diploma in Journalism, mass communication or its equivalent from a recognized institution; if the degree is not in Journalism or mass Communication;
    • Demonstrated a high degree of responsibility in discharging public relationsduties; 
    • Management course not lasting less than four (4) from a recognized institution; 
    • Proficiency in computer applications; 
    • Fulfil the requirements of chapter six of the constitution
