    Director Youth and Sports (Re-Advertised)

    Duties and Responsibilities

    • Coordinating design, implementation, monitoring and evaluation of sports programmes and activities’ ;
    • Liaising with relevant stakeholders in mobilizing resources for sports programmes and activities;

    Director Communications and Public Relations (Re-Advertised)

    Duties and Responsibilities

    • Initiation/review of public communications policy and design of appropriate programmes and infrastructure to facilitate its implementation;
    • Initiating research on various public communication issues and developing appropriate interventions; and
    • Developing standards and regulations in the management of public communications functions.

    • Certified Procurement and Supply Professional of Kenya (CPSP- K) Part I or Diploma in Supplies Management Foundation Stage (FOS) or Diploma in Chartered Institute of Procurement and Supply (CIPS); and

    Chief Supply Chain Management Officer

    CHIEF SUPPLY CHAIN MANAGEMENT OFFICER (CPSB–7) JG ‘M’ – ONE (1) POST Advert No. 49/2021/2022

    Duties and Responsibilities

    Key duties and responsibilities at this level will entail;

    •  Liaise with sections and divisions on issues of procurement
    • Receive, examine and process departmental requisitions, verifying accuracy and completeness.
    • Obtain quotations from possible suppliers
    • Prepare procurement plan
    • Prepare requisition and orders for all standard purchases in accordance with procurement policies and procedures
    • Prepare bid forms and tender documents and review tenders received
    • Provide recommendations on supplies
    • Ensure documents and records relating to procurement of goods and services are well stored
    • Conduct vendors, secure price quotations and determine availability of material goods
    • Negotiate the best prices with suppliers
    •  Liaise with the finance department to reconcile supplies accounts
    • Ensure quick delivery of procurement items from the count’s suppliers
    • Monitor procurement expenditure in comparison to approved budget

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Served in the grade of Senior Supply Chain Management Officer for a minimum period of three (3) years in the County Public service or civil Service or in a comparable position in the public sector or private sector.
    • Hold bachelor’s degree in any of the following disciplines: Supply Chain
    • Management; Procurement and Logistics; Purchasing and Supplies; Procurement and Contract Management; Supply Chain Management and Logistics; Transport and Logistics; Commerce (Purchasing and Supplies option) from a recognized institution;

    OR

    • Bachelor’s degree in any of the following disciplines: – Commerce, Marketing, Economics, Business Management or Law with a Diploma in either purchasing and Supplies Management or Procurement and Logistics or its equivalent qualification from a recognized institution;
    • Certified Procurement and Supply Professional of Kenya (CPSP-K) or Advanced Diploma in Supplies Management Final Stage (FIS) or Chartered Institute of Procurement and Supply (CIPS);
    • Membership of the Kenya Institute of Supplies Management (KISM);
    • Certificate in computer application skills; and
    • Shown merit and ability as reflected in work performance and results.

    Human Resource Management Assistant III (4 Positions)

    Human Resource Management Assistant [3] (CPSB-11) JG ‘H’ – (4) Posts Advert No. 57/2021/2022

    Duties and Responsibilities

    This is the entry grade for this cadre. An officer at this level will be deployed in a Human Resource Management unit in Department and will handle simple tasks of analytical nature. The officer may be required to implement certain decisions within the existing rules, regulations and procedures. An officer at this level will supervise clerical officers and other supporting staff.

    Requirements for Appointment

    Direct Appointment

    Direct appointment will be made from candidates who have;

    • At least a C – (minus) in the Kenya Certificate of Secondary Examination (KCSE); and
    • A Diploma in Human Resource Management, Records Management or its equivalent from a recognized institution.

    Promotion

    For appointment to this grade, an officer must:-

    • Have served in the grade of Senior Clerical Officer for at least three (3) years;
    • Be in possession of either of the following qualifications:
    • Part I of the Certified Public Secretaries (K) Examinations or its accepted equivalent; and
    • A certificate course in Human Resource Management, record management, complement control, pensions, salaries;

    Principal Records Management Officer

    Principal Records Management Officer (CPSB-6) JG ‘N’ – ONE (1) Post Advert No. 58/2021/2022 

    Duties and Responsibilities

    An officer at this level will be responsible for;

    • Overseeing the operations of various registries in county departments specifically;
    • The officer will be responsible for planning appropriate office accommodation for registries;
    • Preparation and submission of budget estimates for registry services; and initiating appraisal and disposal of files, documents, and records in accordance with Government regulations.

    Human Resource Management Officer II (10 Positions)

    Human Resource Management Officer [2] (CPSB-10) JG ‘J’ – (10) Posts Advert No. 60/2021/2022

    Duties and Responsibilities

    • This is the entry and training grade for this cadre.
    • An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will entail: collecting and collating data on human resource management; processing documents on various human resource functions including recruitment, placement, payroll, pension and other human resource functions; updating staff establishment; implementing human resource decisions within the existing rules, regulations and procedures; and updating and maintaining an up-to-date human resource information database as per set procedures and policies.     For appointment to this grade, a candidate must have:-

    • Bachelor’s Degree in any of the following disciplines: Sociology, Public/ Business Administration, or any other relevant qualification from a recognized institution with a Diploma in any of the following disciplines: Human Resource Management, Industrial Relations, Labour Relations, Pensions or its equivalent qualification from a recognized institution;

    OR

    • Bachelor’s Degree in Human Resource Management from a recognized institution; and
    • Certificate in computer application skills.
