    Director- Trade

    Duties and Responsibilities

    • Guiding and supervising the implementation of government policies, strategies and programs on domestic trade and investment;
    • Providing, consultancy and technical guidance of trade issues to the business community;
    • Coordinating the development of wholesale hubs/whole sale markets and tier 1 retail markets in the distribution value chain;
    • Managing business information data bank in the County directorate: and facilitating the settlement of trade disputes and responding to public complaints/customer care issues
    • Coordinating, planning and administration functions of the County directorate:
    • Guiding and supervising staff in the County directorate: and coordinating preparation of the directorate’s work plans, setting performance targets and budgets estimates for the Department.

    Requirements for Appointment

    For appointment to this grade, an officer must have: -

    • A Bachelor degree in social Sciences in any of the following disciplines: -
    • Commerce, Marketing, Accounting, Business Administration, Business Management, Business and Information and Technology, Entrepreneurship, Economics or International Trade/Business/Relations from a recognized Institution.
    • A Master’s degree in any of the following disciplines: - Commerce, Marketing, Accounting, Business Administration, Business Management, Business and Information and Technology, Entrepreneurship, Economics or International Trade/Business/Relations from a recognized Institution;
    • Attended a Strategic Leadership Development Course Lasting not less than Six (6) weeks from a recognized Institution.

    Municipal Managers

    Duties and Responsibilities

    • Implementing the decisions and functions of the Board and shall be answerable to the Board;
    • Acting on behalf of the Board of the Municipality in ensuring the execution of the directives of the Board of the Municipality and during all intervals between meetings of the Board of the Municipality;
    • Preparing and presenting for approval to the Board of the Municipality, an annual estimate of revenue and expenditure to fund and carry out the programmes and operations of the Board;
    • Organizing and coordinating the Directorates
    • Building and maintaining a strong alliance and effective working relationships between the Board of the Municipality and the civil society, private sector and community- based organizations;
    • Causing to be prepared, transmitting to the Board of the Municipality, and distributing to the public at least an annual report on the activities and accomplishments of the Directorates and agencies comprising the executive branch of the Municipality;
    • Being responsible for the proper conduct of the executive and administrative works and affairs of the Municipality;
    • Enforcing all the provisions of the Municipal charter, Municipal By-laws and all applicable laws;
    • Acting as an ex-officio member of all committees of the Board of the Municipality;
    • Such other functions as the Board may, order, confer upon the Municipal Manager.

    Requirements for Appointment

    • Be a Kenyan citizen;
    • Hold a bachelors’ degree in Business Management, Business Administration, Public Administration, Urban Planning and Management or any other related field from a university recognized in Kenya or its Equivalent;
    • Masters’ degree in relevant field will be an added advantage;
    • Have served and had proven experience in administration or management either in public or private sector for a term of at least Five (5) years;
    • Be computer literate;
    • Have understanding of the National goals, Policies, and Development objectives of Vision 2030;
    • Have excellent communication and inter- personal skills;
    • Be a Certified Public Secretary of Kenya.

    Principal Physical Planner

    Duties and Responsibilities.

    • Initiating, preparing and monitoring the implementation of the County and Local physical and land use development plans.
    • Providing advice on development application and development control matters.
    • Implementation and providing feedback on physical and land use planning guidelines and standards.
    • Managing physical and land use data.
    • Preparing action plans for specific projects such as residential housing schemes, shopping centers, industrial estates and recreational facilities.
    • Undertaking thematic regional studies on matters relating to physical and land use planning.
    • Preparing annual state of physical planning reports on county and local physical and land use development plans.
    • Set agenda and convene physical planning liaison committee meeting.

    Requirements for Appointment

    • Be a citizen of Kenya;
    • Have a Bachelor’s degree in any of the following disciplines; Urban and Regional Planning, Urban planning or Town planning from a recognized institution.
    • Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter).
    • Be registered by the Physical Planners Registration Board.
    • Have relevant knowledge and experience in the relevant field if not less than five years.
    • Have demonstrated merit and shown ability as reflected in work performance and results.
    • Have a certificate in Senior Management Course lasting not less than four weeks from a recognized institution will be an added advantage.

    Land Valuer

    Duties and Responsibilities.

    • Conduct property and assets inspections and prepare timely valuation reports.
    • Obtain official property searches and maps from relevant government bodies.
    • Verify the purpose of the valuation (e.g. sale, mortgage, insurance, bookkeeping, foreclosure, house allowance etc.)
    • Ensure timely collection and proper accounting of valuation fees, forwarding invoices to clients as per instructions.
    • Conduct market surveys to establish comparative property values.
    • Gather county land values and recent sales data to assist in property valuation.
    • Compile property information, calculate values, and prepare invoices in accotdance with agreed upon valuation fees.
    • Build and maintain professional networks to support valuation work, particularly in unfamiliar locations.
    • Prepare tender and pre- qualification documents for valuation work, including applications to join valuation panels.
    • Maintain the highest ethical and professional standards in all valuation activities.

    Requirements for Appointments

    • Bachelor’s degree in land economics, real estate and property studies.
    • Graduate or full member of the institution of Surveyors of Kenya ( Valuation Chapter)
    • Must be a registered Valuer.

    Gemologist

    Duties and Responsibilities.

    • The officer will be involved in gemological programs to ensure there is proper mineral resource management in the county.
    • Mineral data collection, analysis and interpretation.
    • Examine and identify minerals using basic, standard and high- tech and special mineral testing equipment.
    • Ensure safety for equipment and other facilities provided by the County, ensuring they are in good working condition.
    • Build capacity to local miners on sound mining practices.
    • Any other duties as assigned by the supervisor.

    Requirements for Appointments

    • Must be a Kenyan citizen.
    • Level six diploma in gemology from a reputable college preferably Gemological Association of Great Britain.

    Duties and Responsibilities

    • Engage in managing development, implementation and review of policies, strategies, standards, procedures and guidelines for county project and programmes;

    Assistant Programmes Officer

    Duties and Responsibilities

    • Assist in developing and implementing programmes strategize, work plans including monitoring and evaluation plans.
