    Deputy Director of Human Resource Management and Development

    REF: TUR/CPSB/028/2023/2024: DEPUTY DIRECTOR OF HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT, JOB GROUP “Q”, 1 POST

    An officer at this level will be responsible to the Director of Human Resource Management/Development.

    Duties and Responsibilities will entail:-

    • Coordinating the development and implementation of Human Resource Management policies, procedures, standards, strategies, guidelines and programs;
    • Overseeing the strategic, operational and administrative functions of the department;
    • Coordinating the development and implementation of human resource plans and succession management;
    • Preparing and implementing change management strategies;
    • Coordinating development and implementation of employee welfare and incentive schemes;
    • Managing employee relations and staff values and conduct;
    • Facilitating preparation and submission of Human Resource management and statutory reports;
    • Coordinating maintenance and safe custody of Human Resource Management and Development records;

    Requirements for Appointment
    For appointment to this grade, an officer must have: -

    • Served in the grade of Assistant Director Human Resource Management/Development Officer, for a minimum period of three (3) years;
    • a Master’s degree in the relevant field from a recognized university will be an added advantage;
    • demonstrated high degree of administrative managerial and leadership capabilities;
    • Registered member of the Institute of Human Resource Management (IHRM);
    • Good standing as current member of Institute of Human Resource Management (IHRM);
    • Attended Senior Management Course lasting not less than four (4) weeks from a recognized institution in Kenya;
    • Certificate in Computer Application from a recognized institution;
    • Demonstrate a thorough understanding for national goals, policies, objectives and the ability to relate them to the Human Resource Management & Development function; and

    Ward Administration

    Deputy Director Peace Building & Conflict Management

    REF: TUR/CPSB/030/2023/2024: DEPUTY DIRECTOR PEACE BUILDING & CONFLICT MANAGEMENT, JOB GROUP “Q”, (1) POST,

    An officer at this level will be responsible to the Director, Peace Building and ConflictManagement.

     Duties and Responsibilities will entail:-

    • Ensures citizens are inculcated to move from a culture of reaction to prevention of conflict and initiate strategies that address more immediate as well as deep rooted cultural course of conflict resolution and enhance continuous harmony and peaceful community existence;
    • Monitor and report promptly incidents of conflict within area of operation and cross borders along areas of operation;
    • Address and report such cases of incidences to the relevant authorities for appropriate action to be undertaken accordingly;
    • Organize and conduct inter and intra community peace building meetings in sub counties and mobilize key leaders, women, youth, peace committee members and other stakeholders to participate in such peace building initiatives;
    • Initiate and mainstream pro-active programmes that are strategically geared towards peace building and conflict management;
    • Bring together all relevant actors to marshal resources and to advice on and propose integrate strategies for peace building and conflict resolutions;
    • Develop an inter-agency capacity for conflict prevention and peace building at various level in your areas of operation;
    • Employ and effectively support mediation effort in order to head-off potential crisis and consequent conflict at an early and manageable stage;
    • Monitor the local socio-political development and advice on conflict prevention, management and peace building initiative respectively;
    • Engage in peace building talks, crisis diplomacy and mainstream them pro-actively;
    • Assist in monitoring security situation in mapped conflict zones and inform relevant county security agencies for any potential risk and timely remedial action;
    • Conduct ad-hoc training in peace building for residents in conflict prone zones;
    • Prepare quarterly and annual reports on peace building initiative/programmes from the respective region;
    • Liaise with sub county administrator, ward administrator and other stakeholders to monitor and respond to conflict incidences;

    Requirements for Appointment:

    • Bachelor’s Degree in any Social Science or its equivalent qualification from a recognized Institution.
    • At least 5 years’ experience in peacebuilding, conflict resolution, or relevant field.
    • Must have demonstrated high- level leadership, interpersonal, and analytical skills.
    • Experience with project design, management, implementation and monitoring and evaluation.
    • Demonstrated experience effectively working with local government structures, senior government officials, civil society actors, private sector entities, and development partners.
    • Demonstrated experience working effectively with diverse teams and building partnerships.
    • Demonstrated experience with community mobilization and empowerment, and multistakeholder engagement and negotiations.
    • Demonstrated commitment to gender integration, social inclusion, and building social cohesion.

    County Chief Officer

    Duties and Responsibilities:

    Reporting to the respective County Executive Committee Member, the Officer will be the Accounting and Authorized Officer for the Department and will also be responsible for the following:-

    Director Tourism

    REF: TUR/CPSB/033/2023/2024: DIRECTOR TOURISM, JOB GROUP “R”, 1 POST

    An officer at this level will be responsible to the Deputy Director, Peace Building and Conflict Management

    Duties and responsibilities will entail:-

    • Network with surrounding communities and other counties and regions, as well as tourism partners to generate travel and media opportunities.
    • Develop and manage a database of tourism prospects, follow up with all clients and partners, participate in trade shows and marketplaces, conducting one-on-one sales meetings with group tour operators.
    • Represent Turkana County Government at approved conferences and promotional opportunities such as Tourism Conference, Tourism Region meetings and workshops;
    • Created a catalog of, and maintain a current working knowledge of, all Turkana County assets;
    • Developed and maintained partnerships with county and city agencies, parks and recreation, the local business community and civic organizations, as well as surrounding communities and tourism agencies;
    • Design and create tourism marketing materials including written content and photography, such as our visitor’s brochure, Covered Bridge Festival flyer, Annual Events postcard, Holiday Events postcard, and Turkana County Visitor’s Guide;
    • Promote and support local attractions and community events;
    • Gather data and prepare analysis on our target markets and results from our marketing efforts;
    • Participate in joint planning sessions that enhance tourism and foster economic development;
    • Attend meetings, seminars, conventions, and workshops related to tourism, marketing, economic development, and best practices;
    • Coordinate special events (such as Tobong Lore Cultural Event);
    • Ensure management and supervision of staff;
    •  Perform any other duty as required.

    Requirements for Appointment:

    • Be a Kenyan Citizen;
    • Holds a Bachelor’s degree in any of the following; Tourism Management, Business Administration or Human Resource Management, Environmental Resources Conservation or Marketing or a related Bachelor’s degree from a recognized institution;
    • A Master’s degree in any of the respective fields from a recognized institution will be an
    • added advantage;
    • Have relevant working experience of not less than 5 years in the relevant sector;
    • Attended Senior Management Course lasting not less than 6 weeks from Kenya School of Government or any other recognized institution;

    KISEDP Liaison Coordination

    REF: TUR/CPSB/034/2023/2024: KISEDP LIAISON COORDINATOR, 1 POST
    Duties and responsibilities will entail:-

    • Ensure KISEDP2 coordination mechanisms are strengthened at both county and sub-county levels;
    • Convene on a regular basis KISEDP2 Steering committee meeting chaired by both Turkana County Governor and UNHCR County Representative;
    • Coordinate the activities of KISEDP2 Secretariat;

    • Improve KISEDP2 monitoring and reporting relationships between county officials, UNHCR, partners and donors;
    • Facilitate collaboration and working relationships between county officials, UNHCR, partners and donors;
    • Coordinate fundraising activities in the office of the Governor with all stakeholders;
    • Coordinate KISEDP2 communication strategy, fundraising strategy and visibility with UNHCR and Partners;
    • Work closely with UNHCR on both KISEDP2 and Shirika plan coordination, implementation, monitoring, evaluation, fundraising and reporting;
    • Ensure continuous efforts to build Economic and Social infrastructure of Kalobeyei, Kakuma and other Wards in Turkana West to provide opportunities for refugees and host communities;
    • Ensure inclusion and participation of refugees and host communities for socio economic development;
    • Perform any other related duties as required.

    Requirements for Appointment:

    • Bachelor’s Degree in any Social Science or its equivalent qualification from a recognized Institution;
    • A Master’s degree in a relevant field will be an added advantage.
    • Minimum of three years of experience working with humanitarian organizations, development organizations, financial institutions or donor relation management;
    • Demonstrate understanding of Devolved Governance;
    • Be a strategic and result oriented individual and able to work under pressure to meet strict deadlines;
    • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity;
