    Head of Finance

    The position reports to the Chief Executive Officer and will be responsible for planning, organizing, directing and coordinating Financial functions of the Fund.

    Duties and responsibilities:

    •    To formulate strategic objectives that will translate into the realization of the Fund’s mandate.
    •    Develop and implement prudent management and investment plans and mechanisms in Financial matters in order to minimize financial risks in line with the Government guidelines.
    •    Co-ordinate and implement the overall function of managing organizational funds, while upholding good financial practices based on international standards.
    •    Align the operations of the department with appropriate technological operations.
    •    To provide leadership in the development and implementation of the Fund`s budget to ensure optimal allocation of resources in the implementation of the strategic plan.
    •    In-charge of implementation of financial policies, decisions of the Board of Trustees to ensure proper administration of budgetary controls and financial accountability.
    •    In-charge of managing accounting and monitoring procedures of the Fund`s finances in accordance to International Financial Reporting Standards (IFRS)
    •    Update the board regarding changes in legislation or regulations that may affect the Fund`s business operations.
    •    To mentor and coach staff members within the department to enhance work performance as set out in the appraisal schemes.
    •    To ensure compliance with statutory reporting requirements.
    •    Monitoring, evaluation and reporting on overall performance of the Fund.

    Minimum requirements

    •    Bachelor’s degree in a business related area from a recognized university.
    •    Master’s Degree in Business Administration, Finance, Accounting, or its equivalent from a recognized university.
    •    The Certified Public Accountants, Kenya (CPA-K) qualification.
    •    Member of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing.
    •    At least ten (10) years of experience, five (5) of which must be at senior management level.
    •    Leadership and integrity qualities as set out in chapter 6 of the Constitution and demonstrated compliance to the public service values and principles as defined in the constitution.

    Key competencies

    •    A strategic thinker and team player with excellent leadership, management, interpersonal, oral and written communication skills.
    •    Knowledge in Public Finance, Strategic Planning and Result Based Performance.
    •    Demonstrate experience and knowledge of relevant legislations in regard to public financial management.
    •    Demonstrate knowledge of budgeting processes.
    •    Be proficient in the use of modern technology based information management systems.
    •    Demonstrate professional competence and administrative capacity required for effective planning, direction, control and coordination of the functional areas.

    Business Development Manager

    This position reports to the Chief Executive Officer and will be responsible for strengthening the Fund`s capacity in resource mobilization from potential donor partners both at regional and international levels and also product development in Kenya.

    Duties and Responsibilities


    •    Oversee strategic development of funding strategy in the Fund and take charge of its full implementation
    •    Planning, coordinating and implementing resource mobilization and business development processes that are aligned to the Fund`s objectives.
    •    Carry out donor mapping relevant to the tourism sector both at regional and international levels to enhance volume of funds and stream line the flow to meet Tourism Fund needs as well as establish and nurture partnerships with stakeholders.  
    •    He/she will be responsible for the development of short, medium and long term planning in execution of product development.
    •    He /she will be responsible for co-ordination and identification of the potential products and services and profiling of the identified products and services.
    •    He/She will play a key liaison role between the Fund and the Parent Ministry and the County Governments who are the custodians of the products developed.
    •    Conduct regular and comprehensive audit review of the applicable policies on resource mobilization and business development and provide strategic direction on their appropriateness.
    •    Ensure the development of appropriate departmental structures to ensure effective and efficient service delivery.

    Minimum requirements

    •    Bachelor’s degree in Business strategy, Project management, and Social Science or any other related field from Human resource related area from a recognized university.
    •    Master’s degree in a relevant field will be an added advantage.
    •    Registered member of a recognized professional body and must be in good standing.
    •    At least ten (8) years of post-qualification experience in resource mobilization with international donors, GOK and other partners of which five (5) should have been at a senior management level.
    •    Leadership and integrity qualities as set out in chapter 6 of the Constitution and demonstrated compliance to the public service values and principles as defined in the Constitution.

    Key Competencies

    •    In-depth understanding of donor environment to link needs of the Fund to the possibilities of potential donors
    •    Sound negotiation and proposal writing skills
    •    Demonstrate  strong intellectual skills, track record of innovative thinking, analysis and practical activity;
    •    Proven ability in fostering strategic and or stakeholder linkages;
    •    Demonstrated ability to present content to a range of audiences- including policy makers, public and media
    •    Demonstrate distinguished strategic leadership and people skills with a track record of achievements in the Public and/or Private sector;
    •    Ability to continuously monitor and acquire knowledge/market intelligence on Tourism  industry trends and developments;
    •    Be proficient in the use of modern technology based information management systems.
    •    Demonstrate managerial and leadership skills including motivating, mentoring, developing, coaching and leading teams.

    Head of Human Capital and Administration

    This position reports to the Chief Executive Officer and will be responsible for planning, coordinating and implementation of Human Capital and Administration policies, procedures and processes of the Fund.

    Duties and Responsibilities

    •    Planning, coordinating and implementing Human Capital and Administration policies, rules and regulations, including those processes that are aligned to the  Fund`s objectives.
    •    Ensure correct interpretation and implementation of human resource policies, rules and regulations, including those related to pensions, salaries, labour laws and other statutes relating to human resource.
    •    Conduct regular and comprehensive audit review of staff and provide strategic direction on its appropriateness.
    •    Ensure the development of appropriate administrative structures to ensure effective and efficient service delivery.
    •    Oversee the implementation of an effective human resource management information system for monitoring, tracking and evaluating employees’ performance.
    •    In-charge of benefits administration as well as employee relations aimed at boosting staff morale, increasing productivity and enhancing organizational effectiveness.
    •    Lead and facilitate change management and staff development programmes for effective service delivery.
    •    Develop and maintain proper man power, succession and career development plans for talented, innovative and critical staff development programmes for efficient service delivery.
    •    Advice on proper recruitment, deployment, staff performance and career progression.
    •    Ensure and enforce safety security procedures.
    •    Oversee day to day administrative processes for effective support to all the departments and functions of the Fund.

    Minimum requirements


    •    Bachelor’s degree in a Social Science or Human resource related area from a recognized university.
    •    Master’s Degree in Human Resources, Business Administration with specialization in human resource or its equivalent from a recognized university.
    •    Higher diploma in Human Resource Management.
    •    Member of a recognized professional body.
    •    At least ten (10) years of experience of which five (5) should have been at a senior management level.
    •    Leadership and integrity qualities as set out in chapter 6 of the Constitution and demonstrated compliance to the public service values and principles as defined in the Constitution.

    Key Competencies
