    Supplies Officer

    JOB LEVEL 6 (1 POSITION) - REF: HCA/SCM/SO/3/2017

    Overall purpose

    The Supplies Officer will be responsible for stores management including receiving, inspecting, accepting or rejecting goods from suppliers, issuing goods and stock control.

    6.1 Key duties and responsibilities: Reporting to the Manager, Supply Chain Management the Supplies Officer will be responsible for:

    (i) Receiving, inspecting, accepting or rejecting goods from suppliers and maintaining records thereof.
    (ii) Ensuring prompt submission of relevant documentation to Finance Division to facilitate payment to suppliers.
    (iii) Issuing the goods to internal customers.
    (iv) Coordinating the disposal of obsolete, surplus or unserviceable stores.
    (v) Managing the stock control system and ensuring safe custody of the stocks and supplies.
    (vi) Conducting quarterly and annual stock taking.
    (vii) Implementing stocking policies.
    (viii) Managing the inventory and assets management system.
    (ix) Maintaining up to date stock records and disposal records.

    6.2 Academic/Professional Qualifications and Experience

    (i) Bachelors degree in Supply Chain Management, Procurement and Supplies management, Business Administration or any other relevant discipline from a recognised University.
    (ii) Professional qualification or higher Diploma in Supply Chain Management, Procurement and Supplies management, Logistics or any other relevant discipline from a recognised      certifying body.
    (iii) Membership to the Kenya Institute of Supplies Management.
    (iv) A minimum of four (4) years relevant experience in a middle level management in procurement management in a large organisation and two (2) years relevant experience as Administrative Assistant I in Procurement or Supplies for serving officers.

    6.3 Key personal attributes/functional skills

    (i) Thorough knowledge of the Public Procurement and Disposal law and regulations.
    (ii) Thorough knowledge of supplies management including stock control and stores logistics.

    Risk Management Officer

    JOB LEVEL 6 (1 POSITION) - REF: HCA/IAR/RMO/3/20175.

    Overall purpose The Risk Management Officer will be responsible for supporting the risk management process through periodic independent reviews of the risk management practices and procedures to provide assurance on their efficiency and effectiveness.

    5.1 Key duties and responsibilities: Reporting to the Head of Internal Audit and Risk, the Risk Management Officer will be responsible for:

    (i) Supporting the risk management process through periodic independent reviews of the risk management practices and procedures.

    (ii) Assisting in identifying and assessing risks associated with the current and proposed future business activities, including new products, new business relationships and any extension of operations.

    (iii) Conducting awareness programmes on enterprise risk management.

    (iv) Performing regular and comprehensive risk and control assessments and preparing reports on the results on a regular basis.

    (v) Following up on the implementation of management actions to mitigate against identified risks.

    (vi) Continuously reviewing and recommending improvements to the risk management policy and framework.

    (vii) Collating reports from Divisions and Units for presentation to the Risk Management Committee.

    (viii) Identifying best practices from within or from external sources and sharing these practices with management.

    (ix) Ensuring the implementation of the ISO Quality Management System in the area of operation.

    (x) Coordinating the implementation of the Business Continuity Plan at KASNEB.

    5.2 Academic/Professional Qualifications and Experience The ideal candidate will possess the following:

    (i) Bachelors degree in the business related field from a recognised university
    (ii) CPA qualification.
    (iii) Member in good standing of ICPAK.
    (iv) Certification in risk management or its equivalent.
    (v) A minimum of four (4) years relevant experience in middle level management in risk management in a large organisation and two (2) years relevant experience in risk management for serving officers. 5.3 Key personal attributes/functional skills

    (i) Have practical experience in use of computer audit tools.

    (ii) Have a thorough knowledge of financial management and accounting standards.

    (iii) Be knowledgeable on computerised financial/accounting applications.

    Overall purpose


    The Marketing Officer will be responsible for assisting the implementation of the KASNEB marketing plan in liaison with the Manager, Marketing.

    4.1 Key duties and responsibilities: Reporting to the Manager, Marketing, the Marketing Officer will be responsible for:

    (i) Assisting in carrying out surveys and market needs analysis.

    Senior Officer, Webmaster

    JOB LEVEL 5 (1 POSITION) - REF: HCA/ICT/SOWM/3/2017 Overall purpose The Senior Officer, Webmaster will be responsible for developing and managing web pages, sites and applications.

    3.1 Key duties and responsibilities: Reporting to the Manager, Systems Development, the Senior Officer, Webmaster will be responsible for:

    (i) Designing and building all front-end components on presentation, templating, controller, client-side behaviour, integration to data services.
    (ii) Coordinating the design, development, deployment and maintenance of online presence.
    (iii) Coordinating third party web developers and graphic artists and overseeing all aspects of creating or enhancing the website.
    (iv) Liaising with the divisions and units on content to be posted, viewed or pulled from the website, intranet and extranet in line with KASNEB ICT and corporate common policies.
    (v) Ensuring that information posted on the website is credible, correct and up to date.
    (vi) Ensuring that the website allows the transfer of information from and to users and that relevant stakeholders can access this information.
    (vii) Writing object-oriented JavaScript applications using techniques to create and manipulate basic graphics for incorporation into interactive output.
    (viii) Participating in development of other web based solutions.
    (ix) Developing and enforcing metadata to aid in indexing and searcheability.
    (x) Providing analysis on web activity.
    (xi) Managing the KASNEB domain.
    (xii) Designing and implementing security architecture for web applications.

    Senior Officer, Examinations Development

    JOB LEVEL 5 (2 POSITIONS) - REF: HCA/ED/SOED/3/2017 Overall purpose The Senior Officer, Examinations Development, will participate in the moderation of examination question papers and other related examinations matters. 2.1 Key duties and responsibilities: Reporting to the Manager, Examinations Development and Research, the Senior Officer, Examinations Development, will be responsible for:

    (i) Identifying and vetting potential examination setters.
    (ii) Ensuring the safe custody of all examination question papers.
    (iii) Ensuring that all examination question papers are moderated, reviewed, proofread and typed.
    (iv) Participating in the printing of examinations.
    (v) Conducting periodic risk assessment in relation to the examination development function.
    (vi) Ensuring that there is an adequate bank of examination question papers.
    (vii) Participating in review of syllabuses and preparation of pilot papers.
    (viii) Ensuring that all examination officers and examiners are properly trained in setting and moderation of examination questions.

    (i) Bachelor’s degree in Commerce, Business Administration, Economics, Education, Information Communication Technology, Law, Social Studies or related discipline from a recognised university.
    (ii) Master’s degree in related field will be an added advantage.
    (iii) KASNEB graduate.
    (iv) Membership in good standing to ICPAK, ICPSK, ICIFA, ICM-K for KASNEB graduates or any other professional institute like IHRM, LSK.
    (v) A minimum of five (5) years relevant experience three (3) of which should be in examinations research and development activities in middle level management in a large organisation and three (3) years relevant experience as Examinations Officer for serving officers.

    Manager, Accounts And Expenditure

    JOB LEVEL 4 (1 POSITION) - REF: HCA/FD/MAE/3/2017 Overall purpose The Manager, Accounts and Expenditure will be responsible for preparing periodic and annual financial reports and cash flow projections and monitoring bank accounts.

    1.1 Key duties and responsibilities: Reporting to the Senior Manager, Finance, the Manager, Accounts and Expenditure will be responsible for:

    (i) Overseeing the preparation of the quarterly, half yearly and annual financial statements.
    (ii) Ensuring timely preparation of monthly trial balances.
    (iii) Preparing quarterly reports on financial performance to the National Treasury.
