    Manager, Supply Chain Management

    The Manager, Supply Chain Management will report to the Director General/CEO and will be responsible for the following duties and responsibilities:

    i. Ensuring effective and efficient procurement of works, goods and services for the Commission
    ii. Ensuring compliance with the Public Procurement and Disposal Act and other procurement regulations in force
    iii. Developing and coordinating the preparation of annual procurement plan and its implementation
    iv. Developing a Procurement Manual for the Commission
    v. Coordinating tender, procurement and disposal activities
    vi. Ensuring compliance with Public Procurement and Asset Disposal Act (2015) Preparing procurement documents, processing contracts for supply of works, goods and services and payment documents

    Principal Scientist, Registration, Accreditation And Quality Assurance

    The Principal Scientist will be the head of Accreditation and Quality Assurance Section and will be directly reporting to the Chief Scientist of Registration, Accreditation and Quality Assurance.

    i. Develop and review Accreditation Standards;

    Human Resources Management Officer II

    Information Communication Technology Officer II

    REF:ICTO II/8 /8/2017

    The position is responsible for the provision of technical advice, support, development and implementation of ICT Hardware, software, Network and communication devices and equipment’s at the Commission.

    Duties and Responsibilities
    Technical ICT Support


    1. Install, upgrade, manage and maintain wireless network.
    2. Respond to ICT support requests in a timely fashion to ensure minimum disruption to staff at all times.
    3. Ensuring that ICT equipment’s and associated peripherals are ready for use and
    operating correctly.
    4. Participate in the NACOSTI ICT equipment’s procurement inspection team and ICT
    technical evaluation committee.

    Configuration &Installation

    1. Install, configure and maintain the acceptable standards for server installations and applications.
    2. Support, maintain and monitor all networked, software and communication servers in the NACOSTI intranet.
    3. Responsible for creating a scheduled approach of rolling out new network. communication, hardware and software, including acquisition, testing and assessing the needs of user training.

    Server & Network Support

    1. Work to and give guidance to others on the Commission’s acceptable use policy on
    ICT resources.
    2. Perform random network and connectivity checks to ensure that Internet connectivity is maintained and appropriately audited.
    3. Perform preventive maintenance duties on items of ICT hardware, software and the
    NACOSTI network.
    4. Identify software, hardware and working practices required to fulfill the functional specification as defined by NACOSTI ICT policy.
    5. Monitor the Commissions’ backup, virus protection and security procedure, note risks to
    ICT systems and suggest precautions to the MANAGER - ICT.
    6. Responsible for management, maintenance and upgrades of hardware including workstations, laptops, servers, printers, switches, projectors, interactive whiteboards and audio systems on a day to day basis.

    Administration & Supervision

    1. Administer and support Biometric, QMS and ERP core platform software’s in the
    Commission
    2. Manage back-up files and archiving materials where appropriate and ensuring that copyright and data protection laws are upheld.
    3. Supervise and monitor ICT Service providers and vendors, implementation management of service Level agreements (SLA) and legalization of all software

    Qualifications, Competencies and Experience required for appointment to this position:

    (i) Bachelor’s degree in Computer Science, Information Technology or Computer
    Information Systems from a recognized Institution;
    (ii) Served in a comparable position in the Public Service or Private Sector for a minimum period of three (3) years post qualification experience;
    (iii) Demonstrated professional competence in ICT work as reflected in work performance
    and results;
    OR
    (i) Served in the grade of Information Communication Technology Assistant I or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of five (5) years;
    (i) Higher Diploma in Computer Science/Information Communication Technology; from a recognized Institution;
    (ii) Demonstrated professional competence in ICT work as reflected in work performance
    and results;

    i. Driving Commission’s vehicles as authorized;

    ii. A valid driving license free from any current endorsement(s) for the class(es) of vehicle(s) the officer is required to drive;
    iii. Passed Occupational Trade Test III for Drivers;
    iv. Defensive Driving Certificate from the Automobile Association(AA)of Kenya or its equivalent qualification from a recognized Institution;
    v. Attended a Refresher Course for drivers lasting ot less than one (1) week from Kenya
    Institute of Highway and Building Technology (KIHBT) or any ot her recognized Institution;
    vi. Valid Certificate of Good Conduct from the Kenya Police;
    vii. Attended a First-Aid Certificate Course lasting not less than one (1)week from St. Johns John Ambulance or Kenya Institute Highway and Building Technology (KIHBT)or its equivalent from a recognized institution;
    viii. Demonstrated professional competence in driving as reflected in work performance and results; and
    ix. A minimum period of three (3) years’ experience.
