Core Functions / Responsibilities:
- Maintain efficient filing system for all documents, reports and procurement records, tenders, bids, etc. and make sure they are updated regularly.
- Prepare Requests for Quotations, send them out to Suppliers and follow up on their submissions.
- Receive, track all Purchase Requests and submit them to the Procurement and Logistics Assistant for further processing.
- Timely apply, process and follow up all duty exemptions applications for IOM procured goods and services and keep proper data base for all applications submitted and completed and report the same to HCOS on monthly bases.
- Assist in making sure all approved and submitted VAT exemption forms are communicated timely with the suppliers.
- Assist in preparing Duty exemptions on all vehicles purchased or imported by the Organization.
- Perform any other related duties as may be required from time to time.
Required Qualifications and Experience
Education
- University Degree in Procurement /supply chain, Higher Diploma in Supply chain, logistics or procurement or relevant field.
Experience
- Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint and Outlook.
- Must be well organized and meticulous
- Communicate information in a clear, well-organized and professional manner.

Core Functions / Responsibilities:
- Assist in preparation of project/designs, technical specifications and detailed bill of quantities including confidential cost estimation for the infrastructure to be built in the area of responsibility;
- Assist in preparation of required tender documentation, including technical and administrative aspects;
- Provide close monitoring and strict supervision of contractors’ and/or service providers in the area of responsibility ensuring successful implementation of the projects, including periodic revision of construction books and construction diaries, revision of progress report prepared by the contractors, certificate of acceptance, among others;
- Inspect construction materials to see that they conform to specifications;
- Coordinate and manage pre-site meetings with contractors;
- Identify areas of improvement in existing infrastructure and develop strategic plans for development;
- Assist with the development of concept notes or funding proposals related to infrastructure;
- Report timely and efficiently to PM any problems or issues related to project implementation in the area of responsibility, including suggested corrective measures if needed;
- Assist in preparation of infrastructure project technical designs to be presented to the PM and Coordinator for approval and endorsement;
- Closely track infrastructure project expenditures, including assisting in preparation of Certificates of Completion (CoC), according to contractor’s deliverables in coordination with the PM and Resource Management Unit personnel;
- Conduct final construction inspections, write final reports, and coordinate site handovers;
- Maintain a central filing system in soft and hard copies, including proper filing of electronic and hard copies of all relevant documents per infrastructure project;
- Represent IOM in all meetings with relevant stakeholders in the area of responsibility at the local and national levels, when requested;
- Develop and maintain appropriate, open, and professional communications with programme beneficiaries, contractors, service providers, suppliers, government officials, donors, and any other relevant stakeholders;
- Perform such other duties as may be assigned.
Key deliverables to be performed under this contract:
- Oversee construction of female transition centres in Baidoa and Kismayo;
- Oversee any additional construction within the male transition centres in Baidoa and Kismayo;
- Conduct field site visits, perform assessments, design blueprints, and develop BOQs for any additional infrastructure plans as assigned.
- Write monthly Engineering Reports, reporting on the previous month’s engineering and architectural activities as well as planning for the upcoming month’s activities.

Deliverables are subject to moderate change at the discretion of the DDR Coordinator and Project Manager. This contract may be renewed depending upon funding and consultant’s performance.
Organizational Arrangements:
The Consultant will report directly to the PM under the general guidance of the DDR Coordinator, but is expected to be able to work independently and support him/herself.
Required Qualifications and Experience
Education
- Bachelor’s degree in Civil Engineering or a related field required;
Experience
- At least 3 years’ experience working as a civil engineer/architect;
- Demonstrable experience designing blueprints and other technical drawings;
- Experience working within a humanitarian and/or conflict context;
- Experience working with specialized IT engineering/architectural programmes such as Archicad, AutoCAD, or other similar technical software an advantage;
Languages
- Fluency in English required; working knowledge of Somali an advantage
