    Head of Procurement

    Responsibilities for the Head of Procurement Job 

    • Representative Tasks
    • Coordinate the preparation of the procurement Department budget
    • Ensure the Department is adequately resourced by professional and competent staff including completing performance appraisals, personal development and succession plans effectively and foster a culture in which staff feel supported so as to deliver exceptional results; and
    • Develop, review and implement robust procurement policies and procedures as to ensure integrity and compliance of the Corporation’s procurement practices with the applicable legislative framework;
    • Coordinate preparation of the Corporation’ annual procurement plan and present to the Board for approval;
    • Manage the bi-annual pre-qualification of suppliers to ensure competitive pricing and efficiency in the Corporation’s procurement activities;
    • Manage the Corporation’s annual tendering process of key goods and services to ensure value for money and compliance with the Public Procurement and Asset Disposal Act 2015;
    • Supervise the timely procurement of all requisitioned goods and services for the
    • Corporation to ensure efficient service delivery and value for money;
    • Manage the Corporation’s process of disposal of obsolete items in line with the
    • Public Procurement and Asset Disposal Act 2015;
    • Verify and recommend for approval all payments to suppliers of goods and services to the Corporation to ensure compliance with user requirements;
    • Any other relevant work that may be assigned to the job holder from time to time.

    Requirements for the Head of Procurement Job

    • Bachelor’s degree in Procurement, Accounting, Finance, Business Administration,
    • Social Sciences or its equivalent from a recognized university;
    • Diploma in Procurement from a recognized institution;
    • At least five (5) years’ experience in procurement or supplies management in a fast paced work environment.
    • A demonstrable ability to drive organizational value through the implementation of appropriate and diligent procurement management practices;
    • Have demonstrated personal integrity;
    • Strong leadership and management skills;
    • Problem solving , analytical and orientation to detail skills;

    Chief Accountant

    The job holder reports to the General Manager – Finance. He/She will manage the Accounting Division and ensure accurate financial reporting and prudent internal controls in line with the AFC financial policies and procedures.

    Responsibilities for the Chief Accountant Job

    • Representative Tasks
    • Develop and implement financial accounting and internal controls policies and procedures to ensure consistency in application of accounting procedures across the corporation;
    • Supervise and monitor the daily branch accounting activities to ensure that loan and other revenue collections are accurately accounted for to minimize loss of funds and fraud;
    • Coordinate the timely preparation and publishing of the Corporation’s financial statements and ensure distribution of these to all the relevant stakeholders;
    • Review and approve loan accounts reports to ensure that their accuracy before submission to clients and relevant departments in the Corporation;
    • Coordinate the preparation of the financial accounting division budget;
    • Ensure prudent management of the AFC fixed assets register so as to maintain an accurate and up to date record of the Corporation’s assets;
    • Negotiate competitive investment rates with approved commercial banks in liaison with the GM Finance to ensure optimal returns on invested funds;
    • Ensure timely filing of tax returns and payment of taxes to ensure the Corporation fullycomplies with the statutory requirements;
    • Ensure the Division is adequately resourced by professional and competent staff including completing performance appraisals, personal development and succession plans effectively and foster a culture in which staff feel supported so as to deliver exceptional results; and
    • Any other relevant work that may be assigned to the job holder from time to time.

    Requirements for the Chief Accountant Job

    • Bachelor’s degree in Accounting, Finance, Business Administration or its equivalent from a recognized university;
    • Master’s degree in Business Administration, Finance or Economics or any related field;
    • Certified Public Accountant [CPA-K] or Association of Chartered Certified Accountants [ACCA];
    • At least 6 years in Financial Management or Accounting.

    Accountant

    Supervise branch accounting operations to ensure accountability and enforcement of internal checks and controls in line with established procedures.

    Responsibilities for the Accountant Job

    • Safeguard and maintain the Corporation’s assets in the branch to ensure all the assets are properly utilized and accounted;
    • Supervise receipt of all cash collections in the branch and ensure that banking receipting of these monies to ensure accountability and audit trail of all branch collections;
    • Review and confirm accuracy of client accounts to ensure an up to date record of loan accounts in the branch;
    • Participate and provide secretarial services in the branch Loans Committee, Branch Arrears Committee,
    • Disposal of Old Assets and Branch Staff committee so as to ensure accurate recording of proceedings and follow up of actions;
    • Participate in the preparation and implementation of the branch annual plans and budgets to ensure the branch realizes its targets;
    • Supervise the preparation of weekly imprest claims and monthly reconciliations of imprest, collections and
    • Mpesa accounts to ensure accountability of branch cash collections;
    • Monitor and analyze the branch expenditure and variances and recommendations to the branch manager on areas of improvement;
    • Verify the transmittal cash book, create a batch in the equinox banking system so as to ensure all the daily cash operations balances;
    • Check the Mpesa transactions sheet and cash book on daily basis so as to ensure accountability of Mpesa operations;
    • Ensure all the overnight cash are accounted for and safely kept in the safe so as to ensure safety of Corporation’s money;
    • Manage the settlement of supplier’s invoices and payments in a timely manner andin line with established procedures;
    • Prepare discharge of charge upon clearance of loan balances by the clients so as toensure timely release of securities;
    • Supervise the branch registry in order to ensure all the branch files are serially kept for ease of retrieval;
    • Apply parallel credit balances daily to their respective accounts which are in arrears so as to update the accounts in order to reflect the true status at any given time;

    Requirements for the Accountant Job

    • Bachelor’s degree in Accounting, Finance, Business Administration or its equivalent from a recognized university
    • Certified Public Accountant CPA II or its equivalent
    • A minimum of 3 years relevant work experience preferably in a financial institution

    Internal Auditor

    The job holder reports to the Head of Internal Audit. He/She is charged with the following responsibilities:-

    Responsibilities for the Internal Auditor Job

    • Audits and evaluates operations and activities of the Corporation for exercise of proper controls, conformance to standards, compliance to contractual terms, financial soundness, and proper application of regulations and procedures against established policies and procedures;
    • Reviews general journals, payroll journals, accounts payable and receivable, vouchers and other financial documents in order to identify overpayments,erroneous billing etc;
    • Examines documents to determine that proposed expenditures are charged against correct accounts and fall within the budget;
    • Carries out credit review to evaluate all aspects of credit administration i.e. loan making, loan disbursement, loan servicing, and collection to determine whether or not loans are being administered on a sound credit basis;
    • Prepares or assists in preparing formal audit and credit review reports containing all pertinent observations, findings, evaluations and recommendations on proposed remedial action(s);
    • Performs other related work as assigned.

    Qualifications for the Internal Auditor Job

    Accounts Manager

    The job holder reports to the General Manager – Finance. He/She will Coordinate the preparation of the Corporation’s annual budget, monitor the execution of the budget and provide management accounting information to ensure timely and efficient utilization of financial resources.

    Responsibilities for the Accounts Manager Job

    • Coordinate and consolidate the Corporation’s operational, administrative and capital budgets in line with the State Corporation’s Act Cap 446;
    • Monitor actual performance against approved budget for all the income and expenditure to ensure that the Corporation’s activities remain within the approved budgets;
    • Prepare monthly and quarterly management accounts for Management and the
    • Board respectively for timely decision making;
    • Prepare management reports and remit quarterly repayments for lines of credit extended to the Corporation by external donors and partners in line with loan agreements;
    • Manage the allocation of loan funds to all the Corporation’s lending operations and monitor the liquidity of the Corporation in liaison with the General Manager Finance;
    • Advise management on the optimal and efficient utilization of financial resources and prepare financial forecasts for new projects in consultation with Business

    • Participate in the management of Development House and act as the Treasurer to the Development House Management Committee;
    • Participate in the negotiation of the Collective Bargaining Agreement with the Union
      in liaison with the GM Human Resources and Administration;

    Qualifications for the Accounts Manager Job

    • Bachelor’s degree in Accounting, Finance, Business Administration or its equivalent from a recognized university;
    • Master’s degree in Business Administration, Finance or Economics or any related field;

    Training Manager

    In charge of the Training Division and reports to the General Manager-Human Resource and Administration.

    Responsibilities for the Training Manager Job

    • Develops and continuously reviews the Corporation’s training policy and strategy in line with Corporate strategic plan;
    • In liaison with departments, develops, manages, reviews and revises training and human resource development solutions for the Corporation in order to provide a competitive staff development environment;

    Regional Managers

    The job holder reports to the General Manager – Operations. He/She will supervise and coordinate the Regional operations in order to ensure the Corporation’s goals and objectives are achieved.

    Responsibilities for the Regional Manager Job

    • Manage the performance of the credit portfolio of the branches in order to reduce the delinquency rate in line with the set corporate targets;
    • Review and evaluate branch operations in the region and make quarterly visits to verify that the branches are complying with the internal controls and recommend corrective action for any weaknesses noted;
    • Prepare, monitor and evaluate monthly performance reports in order to assess performance of branches in the region;
    • Chair Regional Loans Committee to evaluate loan applications for approval or recommend to higher approving authority to ensure good and collectable loans are made;
    • Chair Regional Arrears Committee to handle difficult cases from the branches and recommend appropriate action;
    • Co-ordinate the preparation and implementation of annual plans and budgets for branches within the region to ensure realistic targets are set and achieved hence contribute towards financial stability and business growth;
    • Training of staff within the region on credit management, accounting, legal and relevant areas in order to enhance overall performance;
    • Chair staff meetings within the Region on issues pertaining to performance and other administrative issues to ensure enhanced performance;
    • Chair Regional Anti-corruption meetings on quarterly basis to ensure zero tolerance on corruption issues;
    • Review and recommend imprest claims for branches within the region to the Chief
    • Accountant to ensure genuine vouchers are re-imbursed;
    • Represent the Corporation at various meetings for stakeholders to ensure AFC’s interests are taken care of as well as to market the Corporation’s products and services;

    Qualifications for the Regional Manager Job
