    Director – Human Resources Management and Development

    Requirements for Appointment

    For promotion to this grade, an officer must have:

    • Served in the grade of Deputy Director, Human Resource Management and Development, for a minimum period of three (3) years;
    • Bachelor’s degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, Political Science/Government, Anthropology or any other relevant Social Science from a recognized institution;
    • Master’s degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Industrial Relations, Labour Relations, Education, Public Administration, Business Administration, Counselling Psychology or any other relevant qualification from a recognized institution;
    • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
    • Membership to a relevant professional body;
    • Certificate in computer applications skills from a recognized institution; and
    • Demonstrated merit and ability as reflected in work performance and results.

    Duties and Responsibilities

    1. Implementing human resource management and development policies, rules and regulations and analyzing their impact on performance management;
    2. Advising the Authorized Officer on delegated powers including constitution of relevant committees and panels;
    3. Coordinating the processing and verifying of the agenda and minutes for the Human Resource Management Advisory Committee;
    4. Ensuring that professional human resource management standards are maintained;
    5. Advising the Technical Departments in the County Ministries/Departments on career and succession management, human resource planning and optimal utilization of human resources;
    6. Coordinating the preparation of Personnel Emoluments (PE) budgets;
    7. Coordinating the implementation of performance management systems including Staff Performance Appraisal Systems and the Rewards and Sanctions Framework;
    8. Coordinating in-service training;
    9. Ensuring the maintenance of Human Resource Information Systems including authorizing and safeguarding user rights;
    10. Payroll management including cleansing and audit;
    11. Coordinating and overseeing the preparation and presentation of agenda for Human Resource Management Advisory Committee and ensuring the implementation of the committee decisions;
    12. Coordinating implementation of technical training assistance programmes;
    13. Forecasting skill and competency requirements including administration of competency tests;
    14. Overseeing preparation of training projections and plans;
    15. Overseeing the budgeting, allocation and optimal utilization of training resources and opportunities;
    16. Coordinating the preparation of human resource management and development reports; and
    17. Overseeing the promotion of the values and principles of Public Service.

    Method of Application

    The completed KCPS 2 Form, together with certified copies of applicant’s academic/professional certificates, letter of appointment/promotion to their present grade and National Identity Card should reach the office of the Board Secretary, Kitui County Public Service Board, on or before Monday, 13th June, 2022.

    Short listed candidates shall be required to produce both originals and certified copies of their National Identity Card, Academic and Professional certificates and transcripts, letter of appointment/promotion to the current substantive post during interview. In addition, they will be required to ensure that the Head of Department’s recommendation on KCPS 2A Form is forwarded before the interview.
