    Consultancy: Mid-Term Review of the Supply Chain Strategic Plan 2020-2025

    The Supply Chain Strategic Plan 2020-2025 was the first of its kind for the health products and technologies in Kenya and provides a footprint to be used by all stakeholders in supply chain space for common goals. The strategy covers all areas of health products and technologies that promote availability, access, affordability, quality, and safety as is described in the strategy vision “A sustainable, resilient and responsive health products and technologies supply chain system and mission “To provide a steady supply of quality and affordable health products and technologies through functional supply chain system”. The strategic plan has the following six key strategic pillars:

    • Pillar 1 - Enhance Capacity for Governance, Regulation, and Quality Assurance.
    • Pillar 2 - Establish and Sustain a robust HPT Product Selection, Quantification, Procurement, Distribution and Use System.
    • Pillar 3 - Harness collaboration and partnerships at all levels for effective resource mobilization and implementation.
    • Pillar 4 - Embrace and Adopt Information Communication Technology in all aspects of the supply chain for HPT.
    • Pillar 5 – Scale-up Capacity for Research, Local Production, and full exploitation of TRIPS flexibilities for HPT.
    • Pillar 6 - Strengthen Human Resource Management & Development for HPT supply chain.

    Purpose of the Mid-Term Review

    The Mid-Term Review of Supply Chain Strategic Plan 2020-2025 will contribute to a better understanding of the progress achieved in implementing the strategic objectives, determine whether intended transformational results were achieved, and make recommendations on improvements that will strengthen performance and accountability. The specific objectives include:

    • Measure progress against the Supply Chain Strategic Plan 2020-2025 implementation framework milestones i.e., measure effectiveness of the three years milestones (July 2020 to June 2023); measure progress towards meeting the two years milestones (July 2023 to June 2025); validate the effectiveness at all national and county level.
    • Review lessons learned from strategy implementation at national and county level, and efficiency and sustainability of existing mechanisms for implementation, including stakeholders’ engagement and alignment of support to the strategy.
    • Governance mechanism. Are the mechanisms in place appropriate to meet the expected goals; Are the resources allocated (funding, human, etc.) to the different mechanisms appropriate?
    • Review early benefits of existing mechanism and projects for strategy implementation.
    • How have activities implemented under the strategy contribute to major global and national (SDGs, UHC)
    • Bases on the assessment above, provide recommendations for areas of improvements, and to identify actions to ensure positive benefits/impacts and sustainability of the interventions.

    Scope of the Review

    • The Strategic Plan has been under implementation for three years from July 2020 to June 2023. The review will cover the performance for the last three years and challenges, changes, opportunities, and threats that have implications for its implementation.

    Principles for Conducting Mid-Term Reviews

    To ensure optimal results from the MTR process, the following guiding principles which stem from the basic norms and standards should be observed.

    • Evidence-based: The review process should be based on verifiable and reliable data and data sources. This contributes to well informed and credible review.
    • Credibility: The review should make use of reliable data and data sources. The reviewers should be consistent in the procedures adopted for the review and present findings which are reasonable and reliable in decision making.
    • Independence: The independence of a Midterm Review is important for the reliability of findings generated. The reviewers should express findings, conclusions and recommendations without undue influence from the implementers and managers.
    • Impartiality: Entire MTR process from formulation of terms of reference, selection of reviewer(s), data collection, analysis, and reporting of findings should be carried out objectively, professionally and not in a biased way.
    • Utility: The review should be useful, timely, and beneficial to all relevant stakeholders. The review should yield satisfactory findings to the users to meet their objectives.
    • Participatory approach: Consultation with all stakeholders that include management, implementers (public, private, faith-based, NGO) and development and funding partners is critical for a successful review. Consultation promotes review culture based on knowledge sharing and ownership of results findings by all stakeholders.

    Supply Chain Strategy Review Coordination Mechanism

    • The mid-term review of the Supply Chain Strategy 2020-2025 will be coordinated by a Technical Working Group (TWG) appointed the Director General, Health.

    TERMS OF REFERENCE FOR THE CONSULTANCY

    Objective

    • The overall objective of the consultancy is to support the process of reviewing and updating the Supply Chain Strategy 2020-2025. The consultant will be required to fast track the review process of the Supply Chain Strategic Plan 2020-2025.

    Responsibilities

    The independent consultant or consultancy firm will:

    • Conduct an in-depth assessment of the progress of the HPT SC Strategy 2020-25 from its inception to date.
    • Develop tools to be used for review of the supply chain strategy.
    • Develop and update the supply chain strategy review tracking tool.
    • Identify the necessary reference materials to be used in document review.
    • Undertake a situational analysis and develop a report.
    • Coordinate gathering of information from relevant institutions on the strategy implementation status.
    • Set out refined priorities for the remaining period of the Strategic Plan 2020-2025
    • Facilitate stakeholder meetings to discuss findings and incorporate relevant feedback.
    • Facilitate meetings in collaboration with DHPT and key supply chain stakeholders to validate and consolidate input.
    • Providing periodic de-briefs/milestones with the TWG for this assignment
    • Develop the supply chain strategy implementation tracking tool re-aligning timeframes of activities for completion in the remaining period of the Strategy.
    • Preparation of final revised and costed HPT supply chain strategy 2020-2025.

    Afya Ugavi will be responsible for the following:

    • Facilitate consultant’s fee based on submission and approval of deliverables by the Afya Ugavi Chief of Party.
    • Facilitate the consultant’s travel and logistical support to field activities.
    • Jointly with DHPT, periodically review progress, participate in official, and ad hoc review meetings.

    Expected Deliverables

    At the conclusion of the process, the following deliverables will be expected from the consultant:

    • Deliverable 1: Preliminary/Inception report on how the assignment will be done and a roadmap to achieve the final output.
    • Deliverable 2: Submit to the TWG a situational analysis report.
    • Deliverable 3: Submit a Revised HPT SC strategy 2020-2025.
    • Deliverable 4: Submit a costed implementation plan for the revised HPT SC strategy 2020 2025
    • Deliverable 5: Develop and update the supply chain strategy review tracking tool.
    • Deliverable 6: Develop the supply chain strategy implementation tracking tool.

    Qualifications

    The review may be done by independent consultant or personnel of the consultancy firm will be required to have the following professional and technical qualifications:

    • Have postgraduate degree qualifications in either Public Health, Policy & Planning, Strategy Development, Implementation and Evaluation, Pharmacy, and any other related field.
    • Minimum work experience of 10 years in the Kenyan public health sector.
    • Previous experience in the development, implementation and/or evaluation of health-related strategic plans.
    • Demonstrate an in depth understanding of the health products & technologies context in both public and private sector in Kenya.
    • Ability to communicate both orally and in written form fluently.
    • Good command of Microsoft applications (Word, Excel, Power point) and common internet applications will be required.
    • Must be able to work independently with excellent demonstrated teamwork and coordination skills.

    Innovation and Research Technical Lead

    Position Description

    • The Innovation and Research Technical Lead will serve as the lead technical advisor for the project, providing expertise in research institutions and systems strengthening, understanding of linkages with innovation systems to improve integration and coordination, capacity development, and partnership facilitation. S/he will provide support, input, analysis, and recommendations to the RISA Team Leader/core programme team to ensure sound delivery of RISA objectives, activities, and country strategies in line with programme work plans, theory of change, and logframe. S/he will serve as technical lead for a portfolio of awards in Kenya and/or other countries, leading funds management support for the portfolio of project awards and stakeholder engagement with high-level actors in the research and innovation ecosystems in the countries where these awards are based and serving as coordination link with FCDO advisors in-country. S/he will serve as the supervisor for the RISA Country Technical Leads (CTL) in Nigeria, Ghana, and South Africa, managing performance and delivery towards RISA programme objectives.

    Principal Duties and Responsibilities

    • Innovation and Research Technical Lead and Leadership Coordination

      • Apply technical guidance, practical experience, and RISA evidence and strategies to offer technical advisory and consulting support to research and innovation ecosystem strengthening activities with Country Technical Leads (CTLs) and awardees to ensure delivery consistent with RISA country strategies and implementation protocols.
      • Provide input, analysis, and recommendations to the RISA Team Leader and core programme team to support implementation of RISA country strategies, proactively build partnerships within local country ecosystems and with FCDO technical advisors.
      • As supervisor of RISA CTLs, monitor and support delivery of technical advisory and implementation support by CTLs to in-country awardees to ensure that key outcomes are being delivered.
      • Provide input into monitoring and evaluation of RISA deliverables as indicated in MEL strategy.
      • Write sections and/or provide technical input and analysis into preparation of RISA quarterly and annual narrative reports to FCDO, presentations, investment recommendations and summaries, award documents, and other written deliverables, as required.
    • Fund Management

      • Provide technical input to the design of calls for funding to ensure alignment and consistency with RISA country strategies and implementation protocols, GESI strategy, and applied political economy analyses (APEAs).
      • Serve as technical evaluator of submitted concept notes and proposals in accordance with selection criteria.
      • Lead co-design workshops with funds applicants to develop funding proposals for funding, including design support related to project objectives, work plan, budget, risk register, learning plan and logframe, and communications plan.
      • Prepare technical analysis and recommendations for investment committees to support portfolio selection, approval, and award.
      • Serve as RISA focal point for FCDO vis-à-vis Fund communications to be designed and implemented by awardees in accordance with FCDO guidance.
    • Portfolio Technical Lead

    Technical Assistance

    • Apply technical guidance, practical experience, and RISA methodology and tools (i.e., country implementation protocols, GESI action plans), to offer technical advisory and consulting support to SRIA- and ATIP-relevant systems strengthening activities
    • Contribute to continuing analysis of country- and portfolio-level research and innovation ecosystem contexts and approved country strategies to contribute towards the refreshing of the identification of entry points and potential levers of system strengthening, stakeholder maps, and gender equality and social inclusion (GESI) priorities and action plans
    • Serve as main in-country point of contact for technical assistance to downstream partners in the area of project ideation, concept, and proposal refinement, implementation, and exit processes.
    • Organise and facilitate workshops with awardees to understand RISA country implementation protocols.
    • Support awardees in convening local and high-level stakeholders and organising events, activities and share knowledge. Identify and participate in external convenings that are relevant to RISA and within the Fund’s limited budget.
    • Liaise with external stakeholders and audiences through the RISA Fund website to answer queries for individuals looking to get in touch with RISA in different geographies.
    • Liaise with FCDO in-country champions to identify ecosystem stakeholders and opportunities for external engagement by RISA or awardees at little or no cost.

    Award Management

    • Identify and foster relationships with potential and current SRIA and ATIP downstream partners and other relevant initiatives to include convening virtual learning events with in-country awardees and across RISA’s regional portfolio
    • Work with core team to identify, select, and support downstream partners and projects consistent with the portfolio strategies and RISA objectives, to include review of concept notes and proposals
    • Lead kick-off meetings to serve as a resource for any questions related to technical implementation
    • Provide day-to-day support of downstream projects, review work plans and milestone progress monthly, and escalate risks and issues to relevant members of the team as required
    • Liaise with the Fund Management Lead to identify cost savings, if any, and collaborate with the awardee to propose activities to re-obligate cost savings that are in line with the award objectives and aligned with the Fund-level logframe.
    • Lead after action reviews once award implementation is completed, convening both awardee and RISA staff to assess how well the award was implemented and managed.

    Monitoring and Learning

    • Monitor awardees’ progress towards indicators including application of GESI action plan(s); complete monitoring forms (possibly to include site visit reports if travel is undertaken).
    • Coordinate with MEL Manager on Fund-level M&E data collection.
    • Provide support as an important feedback loop from applicants, awardees, and system stakeholders to the MEL Manager, Funds Management Lead, and the Team Leader.
    • Convene virtual knowledge-sharing events with in-country awardees; and participate in CTL knowledge-sharing activities/meetings, as well as any Fund-level virtual knowledge-sharing events with awardees across RISA target countries.
    • Participate in RISA learning events, contributing learning from the country portfolio, in quarterly and other RISA workshops (including FCDO annual reviews).
    • Lead quarterly ‘report cards’ or awardee performance reviews, to be provided by the Fund Management Lead, with each partner for SMT review and identify where recipients are struggling to manage activities or funds appropriately.
    • Any other relevant responsibilities as agreed-upon with Team Leader.

    Experience, Skills and Qualifications

    • Advanced degree or relevant professional experience in international development, economics, business management, entrepreneurship, innovation, or similar field;
    • Experience working with UK government-funded programmes would be a positive;
    • Demonstrable experience of working in Africa, across multiple locations preferred; culturally sensitive and aware of African countries, customs and ways of working.
    • Proven experience and extensive knowledge of the Kenya context related to innovation and research systems;
    • Strong networker and convenor and access to local networks, including knowledge of and relationships with key stakeholders in research and innovation systems;
    • Extensive knowledge of other relevant projects in Kenya;
    • Active in online and in-person tech groups, innovation, and research communities;
    • Strong ability to collaborate and build partnerships with host country governments, UK government agencies, donor agencies, international organizations, and the private sector;
    • Thorough knowledge of and networks within the research and/or innovation sectors in RISA focus countries and across Africa;
    • Skilled in using participatory approaches, demonstrating the ability to connect the work we do to real people;
    • Skilled in engaging and developing effective partnerships with individuals from different cultural backgrounds;
    • Demonstrable experience in working with research institutions or supporting national research systems, preferably with intimate knowledge of research ecosystem strengthening priorities in the RISA-focus African countries today; High competence in drafting background papers and project reports within tight deadlines;
    • Previous experience working as a Project Manager, Technical Adviser, Management Consultant or in similar roles related to the technical focus areas for RISA is desirable;
    • Fluency in English is required, and an additional language spoken within the region would be advantageous;
    • Right to work in Kenya essential, with ability and willingness to travel to other RISA countries.
