    Program Officer – ICT Infrastructure and Support (Re-advertisement)

    Job Purpose    

    • The Program Officer, ICT Infrastructure and Support will be responsible to the Director, Information Communication and Technology for designing, implementing and supporting innovative ICT infrastructure solutions to enable and drive the Huduma Kenya Service Delivery Programme requirements, objectives and strategy.

    Requirements for appointment    
    For appointment to this grade a candidate must have:

    • Cumulative work experience of nine (9) years’ and to have served as a Programme Assistant, Network & Security, Cloud and Virtualization and ICT Infrastructure or in a comparable and relevant position for three (3) years in the public or private sector;
    • Master’s degree in Information Technology, Business Administration, Project Planning Management from a recognized institution is an added advantage;
    • Bachelor’s degree in Computer Science or Information Technology or equivalent qualification from a recognized institution;
    • Information Communication Technology Certifications in: Cisco Routing and Switching, Cisco Network Design, Configuration and Troubleshooting, Microsoft Server and Domain infrastructure, Data Center Network and Security Design and Implementation;
    • Meet the requirements of Chapter six (6) of the Constitution of Kenya, 2010; and
    • Demonstrated a high degree of professional competence and a thorough understanding of national goals, policies and Kenya Vision 2030 and ability to align them to the Secretariat’s mandate.

    Key Duties and responsibilities    

    Specific duties and responsibilities will include: -

    • Formulating and administering ICT Infrastructure and support policies, directing and coordinating ICT Infrastructure and Support sectional activities;
    • Coordinate the development of key performance goals for ICT Infrastructure and support functions and direct reports; design, continuous optimization and continuous research and development of innovative ICT solutions to drive Huduma Service Delivery platforms;
    • Coordinate and oversee Implementation, Testing and Commissioning of Huduma Kenya Data Centre solutions, Data Centre Private Cloud and Virtual Desktop solutions, Data Centre Network and Security, Huduma Centres ICT Infrastructure solutions and Huduma Kenya Applications Infrastructure solutions;
    • Coordinate Team Management, Training and Knowledge transfer to ICT Infrastructure Team and Huduma Centres Staff on usage and operation Huduma Kenya ICT solutions;
    • Plan Huduma Kenya ICT Infrastructure Solutions Procurement, Budget & Cost Management;
    • Coordinate Huduma Kenya ICT Service Delivery & Service Level Management; and
    • Any other duty as may be assigned from time to time.

    Program Officer - Business Process Analysis

    Job Purpose    

    • The position is responsible for overseeing the identification, re-engineering and deployment of MDACs services to Huduma Service Delivery Channels to enhance efficient, effective and convenient access by customers.

    Requirements for appointment    
    For appointment to this grade, an officer must have:

    • Minimum of nine (9) years relevant experience, three (3) of which must have served as Program Assistant, Business Process Analysis, HK 4 or in a comparable and relevant position;
    • Bachelor’s degree in any of the following Social Sciences: - Organizational Design, Business Administration/Management or equivalent qualification from a recognized institution;
    • Master’s degree in any of the following disciplines: - Strategic Management, Business Administration or equivalent qualification from a recognized institution is an added advantage;
    • Certificate in Business Process Re-engineering from a recognized institution;
    • Certificate in Results Based Management or equivalent from a recognized institution;
    • Certificate in Computer Application Skills from a recognized institution;
    • Met the requirements of Chapter Six of the Constitution; and
    • Demonstrated a high degree of professional competence in work performance and results and a thorough understanding of national goals, policies and Kenya Vision 2030 and ability to align them to the Secretariat’s mandate.

    Key Duties and responsibilities    
    Duties and responsibilities at this level will entail:

    • Mapping and analyzing business processes of services identified for deployment to Huduma service delivery channels in liaison with the Ministries, Departments and State Agencies;
    • Determining optimal staffing levels required to deliver services deployed in the Huduma centres;
    • Coordinating deployment and the implementation of re-designed processes in the Huduma centres and other Huduma channels of service delivery;
    • Continuously supporting Ministries, Departments and State Agencies in re-engineering processes of services already deployed to improve efficiency; and
    • Preparing status reports on business processing reengineering in Ministries, Departments and State Agencies.

    Program Assistant - Business Process Analysis

    Job Purpose    
    The position is responsible for mapping, analysing and re-designing MDACs businesses processes and supporting deployment of improved processes in the Huduma Centres and other Huduma Service Delivery Channels. 

    Requirements for appointment    
    For appointment to this grade, an officer must have: -

    • Served for a minimum period of six (6) years in the public or private sector;
    • Bachelor’s degree in any of the following disciplines; Social Sciences, Business Administration/Management, Organizational Design or equivalent qualification from a recognized institution;
    • Certificate in Business Process Re-engineering from a recognized institution;
    • Certificate in Project Management from a recognized institution;
    • Certificate in Computer Application Skills from a recognized institution;
    • Demonstrated integrity and professional competence as reflected in performance and results;
    • Met the requirements of Chapter Six of the Constitution; and
    • Demonstrated a high degree of professional competence in work performance and results and a thorough understanding of national goals, policies and Kenya Vision 2030 and ability to align them to the Secretariat’s mandate.

    Key Duties and responsibilities    
    Duties and responsibilities at this level will entail:

    • Participating in Business Process Re-engineering meetings with MDAs;
    • Working with Ministries, Departments and State Agencies during the process of mapping, analyzing and re-designing business processes;
    • Maintaining and updating records and databases of all business processes deployed in all Huduma channels of Service delivery; and
    • Supervising deployment and implementation of re-designed processes in the Huduma Centres and other Huduma channels of service delivery.

    Programme Officer, Channels, Innovations, Research and Development

    Job Purpose    
    This position is responsible for undertaking research on service delivery, operationalization and optimization of Huduma service channels and management of innovations.

    Requirements for appointment    
    For appointment to this grade, a candidate must have
    : -

    • Served for a minimum period of six (6) years in the public or private sector;
    • Bachelor’s degree in Social Science, Business Administration/Management or equivalent qualification from a recognized institution;
    • Certificate in Computer Application Skills from a recognized institution;
    • Met the requirements of Chapter Six of the Constitution
    • Demonstrated a high degree of professional competence and a thorough understanding of national goals, policies and Kenya Vision 2030 and ability to align them to the Secretariat’s mandate

    Key Duties and responsibilities    
    Duties and responsibilities at this level will entail: -

    • Assist in undertaking research on customer needs and profiles;
    • Assist in identifying appropriate channels of service delivery for different customer profiles;
    • Participating in team meetings on improvement of service channels;
    • Monitoring the Implementation of the developed channels;
    • Participating in innovations; and
    • Preparing reports on the performance of each Huduma Service delivery channel.

    Programme Officer Administration

    Job Purpose    

    • The jobholder is required to multitask across a range of responsibilities including transport management, office maintenance, safeguarding of office equipment and assets to facilitate the day to day operations of the Huduma Kenya Service Delivery Programme to ensure effective service delivery.

    Requirements for appointment    
    For appointment to this grade, an officer must have:

    • Served for a minimum period of six (6) years in the public or private sector;
    • Bachelor’s Degree in any of the following: Social Science, Public Sector Management, Business Administration or equivalent qualification from a recognized institution;
    • Certificate in Computer Application Skills from a recognized institution;
    • Met the requirements of Chapter Six of the Constitution; and
    • Demonstrated a high degree of professional competence and a thorough understanding of national goals, policies and Kenya Vision 2030 and ability to align them to the Secretariat’s mandate.

    Key Duties and responsibilities    
    Duties and responsibilities at this level will entail:

    • Identifying and recommending proper accommodation of staff within the organization;
    • Facilitating location and movement of equipment; ensuring office machines are serviced; implementing administration policies;
    • Providing cross-functional liaison for administrative matters;
    • Coordinating renewal of insurance policies/visas/Transport Licensing Board certificates;
    • Monitoring location of equipment; making proposals for rental management; safeguarding Huduma Kenya assets; and
    • Overseeing cleaning of offices and compound.

    Office Administrator

    Job Purpose    
    This is the basic entry grade into this cadre. Duties and responsibilities at this level will entail: -

    • Processing data and managing e-office; operating office equipment;
    • Ensuring security of office equipment, documents and records; attending to visitors/clients;
    • Handling telephone calls and appointments; and
    • Ensuring good

    Requirements for appointment    
    For appointment to this grade, a candidate must have: -

    • Minimum of three (3) years cumulative relevant experience and must have served directly in a subordinate role;
    • Passed the following examinations from the Kenya National Examinations Council (KNEC); Typewriting III (Minimum 50 w.p.m.)/Computerized document processing III; Shorthand III (100 w.p.m), Business English III/Communications I; Office Management       

    OR

    • Diploma in Secretarial Studies from the Kenya National Examinations Council;
    • Certificate in Supervisory Skills Course lasting not less than two (2) weeks from a recognized institution

    For appointment to this grade, a candidate must have: -

    • Kenya Certificate of Secondary Education mean grade D plain or its equivalent qualification; and
    • Certificate of good conduct.
