    Assistant Director Trade

    Duties and Responsibilities

    • An officer at this level may be deployed at the Trade Development headquarters or at the county level.  Duties and responsibilities at the headquarters will entail:-  monitoring and evaluating trade activities and programmes; analyzing and interpreting reports and field returns; monitoring the impact of trade practices and making recommendations; undertaking research and market intelligence; participating in the preparation of the national business mapping directory; preparing briefs and position papers; interpreting and analyzing the Joint Loan Board (JLB) quarterly returns and periodic inspections reports; promoting activities of  Public Private Sector Partnership for trade development; coordinating the development of wholesale hubs/whole sale market and tier 1 retail markets in the distribution value chain; coordinating preparation of individual work plans; facilitating the settlement of trade disputes and address to public complaints/customer care issues, and undertaking business counseling and consultany services.

    Duties and responsibilities at the county, will entail:- 

    • advising the county Monitoring and Evaluation Committee on matters of trade; 
    • coordinating and implementing trade policies; administrating the Joint Loan Board (JLB) Scheme; 
    • identifying business opportunities in the domestic market; 
    • undertaking research; 
    • carrying out market intelligence for trade development; 
    • monitoring and evaluating trade activities and programmes; and facilitating cross order trade; 
    • promoting public-private sector partnership; 
    • promoting entrepreneurial venture creation, growth and development;
    • graduating Micro Small and Medium Enterprises (MSMEs); 
    • selecting and prioritizing the distribution value chain; 
    • analyzing county reports, returns, and business mapping data; and
    • undertaking intra and inter-ministerial liaison on trade matters for trade development. 
    • Other duties will include facilitating the settlement of trade dispute; responding to public complaints/customer care issues; monitoring the impact of trade practices and making recommendations; and undertaking business counseling and consultancy services.

    Requirements for Appointment
    For appointment to this grade, an officer must have: -

    • Served in the grade of Principal Trade Development Officer for a minimum period of three (3) years;
    • Bachelors degree in any of the following disciplines: - Commerce, Marketing, Business Administration, Business management, Entrepreneurship, Economics, International Trade/Business/Relations or its equivalent from a recognized institution;
    • Masters degree in any of the following disciplines: - Commerce, Marketing, Business Administration, Business Management, Business and Information Technology, Entrepreneurship, Trade Law, Economics or International Trade/Business/Relations from a recognized institution;

    Deputy Director of Livestock Production

    • Consolidating primary audit reports/queries on societies’ financial statements;

    • Sampling pre-package goods for quantitative analysis; and preparing weighing and measuring equipment during trade fairs and public service exhibitions; 
    • Testing of meter for water, milk, other liquid food and liquefied gas;
    • Supervising and coordinating verification activities at stamping stations; testing automatic weighing machines, bulk weighers and totalizing machines, bulk meters at oil depots; 
    • Carrying out verification of weighing and measuring equipment used by local authorities and other government institutions to ensure accuracy;

    • Carrying out research in specific areas of legal metrology and consumer protection; 
    • Preparing publicity materials for trade fairs and exhibitions;
    • Conducting inspections on wholesale and retail trading premises on the use of weighing and measuring equipment; 
    • Calibrating prover tanks and maintaining Secondary Reference standards; testing of fabric and area measuring instruments, and all electronic weighing and measuring equipment; 
    • Collecting and accounting for Appropriation-in-Aid (A-I-A); 
    • Requisitioning workshop tools and verification materials; 
    • Delivery lectures at traders’ courses.

    Requirements for appointment
    For appointment to this grade, an officer must have: -

    • Served as a Senior Weights and Measures Officer for a minimum period of (3) years;

    Senior Weights and Measures Officer

    Duties and Responsibilities
    Duties and responsibilities at this level will include:

    • testing and stamping of mechanical and electronic weighing and measuring equipment, and class II mechanical and electronic scales used for pharmaceutical dispensing and jewellery trade; testing of fabric and area measuring instruments, and all electronic weighing and measuring equipment; 
    • Testing of meters for water, milk, other liquid foods and liquefied gas, compiling data collected on verified equipment at traders premises, stamping stations and verification office; 
    • Sampling pre-packaged goods for quantitive analysis; 
    • Supervising and coordinating preparation of weighing and measuring equipment and verification activities during trade fairs and public service exhibitions; 
    • Collecting and accounting for appropriation in Aid (A-I-A); 
    • Conducting inspection on internal controls by the manufacturers and measuring systems including software for data processing of measuring results;
    • In addition, the officer will conduct prosecution of offences arising from infringement of the Weights and Measures Act (Cap. 513), the Trade Descriptions Act (Cap. 505) and related regulations; ensuring conformity on the Road Traffic Act Cap 403 on axle load in liaison with relevant institutions;
