    Sub-County Administrator

    Requirements for appointment
    For appointment to this grade, one must:

    • Be a holder of at least a first degree from a university recognized in Kenya;
    • Have qualifications and knowledge in administration or management;
    • Satisfy the requirements of chapter six of the constitution of Kenya on leadership and integrity.

    Duties and Responsibilities
    An officer at this level, will be responsible for:

    • Coordinating the management and supervision of the general administrative functions in the Sub-County unit;
    • Developing policies and plans;
    • Ensuring effective service delivery;
    • Facilitating and coordinating citizen participation in the development of policies, plans and delivery of services;
    • Providing and maintaining infrastructure and facilities of public service;
    • Coordinating developmental activities to empower the community;
    • Maintaining the Sub County public service.
    • Performing any functions under powers delegated by the County Public Service Board as provided under section 86 of the CGA.

    Clerical Officer II

    Duties and Responsibilities

    • This is the entry and training grade for the Clerical Cadre. Work at this level will be carried out under close supervision and guidance of a more senior officer and will be subject to regular checks and verification. Officers at this level will be deployed in the HRM Unit, general registry, supplies, accounts office or general office services. Specific duties will include compiling statistical records; sorting, filing and dispatching letters maintaining an efficient filing system; processing appointments, promotions, discipline, transfers and other related duties in human resource management; computation of financial or statistical records based on routine or special sources of information; 
    • preparing payment vouchers; compiling data and drafting simple letters.

    • Kenya Certificate of Secondary Education (K.C.S.E) mean grade C (plain) or its approved equivalent; and

    Director Procurement and Supply Chain management

    Principal Legal Officer

    Duties and Responsibilities
    The duties and responsibilities at this level will entail: 

    • Undertaking research on assigned legal issues, analyzing research data and compiling reports; 
    • Preparing preliminary legal documents / instruments and preparing legal opinions;
    • Undertaking law review and ensuring compliance with regional and international instruments; Ensuring compliance with principles and values of good governance, human rights, transparency, accountability, ethics and integrity; and organizing stakeholderconsultations. 

    Requirements for appointment
    For appointment to this grade, an officer must have;

    • Served as a Legal officer or an advocate in the public or private sector for at least three (3) years;
    • Bachelor of Law (LLB) degree from a recognized university;
    • Postgraduate Diploma in Legal Studies from the Council of Legal Education;
    • Proficiency in computer applications; and
    • Shown merit and ability as reflected in work performance and results

    • Been registered by the Engineers Registration Board of Kenya (ERB) as a Graduate Engineer; and

    Requirement for Appointment
    For appointment to this grade, the officer must have: –

    • Degree in Commerce, Accounts, Business Administration, or any other field in finance
    • Passed Part III of Certified Public Accountants (CPA) Examination or its recognized equivalent
    • Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and Registration of Accountants Board (RAB)..

    For appointment to this grade, an officer must:

    • have Bachelor’s degree in any of the following disciplines: – Urban and Regional Planning, Urban Planning or Town Planning or equivalent from a university recognized in Kenya;
    • Have six (6) years’ experience in the field of Physical Planning
    • membership to a relevant professional body;
    • Be a corporate member of Kenya Institute of Planners or architectural Association of Kenya (Town Planning Chapter)

    • Working with communities and self-help groups to identify their social economic need.
    • Guiding communities to identify and mobilise local resources for theimplementation of development projects. 
    • Mainstreaming disability in programmes and projects;
