    Grants and Subcontracts Specialist

    Project Overview and Role:  

    The Kenya Feed the Future Private Sector Activity (KPSA) is a $48 million, USAID-funded, Palladium implemented project that will accelerate inclusive economic growth in Kenya through partnerships with large agricultural firms, health firms and other sectors. Using a systems approach, KPSA will provide a suite of customized, high-impact services that increase the productivity of firms such as SMEs, smallholders, Business Advisory Service Providers (BASPs) and Financial Institutions (FIs), increase market linkages, and mobilize finance to support targeted sectors. From 2024 – 2029, KPSA will use its Inclusive Growth Platform to mobilize $400 million in finance, create new jobs, increase exports and sales, and increase access to healthcare services.  

    The Grants & Subcontracts Specialist will support the management of all USAID subaward grants and contracts under KPSA to ensure that subaward activities are carried out in compliance with USAID and Palladium policies and procedures. 

    Roles and Responsibilities 

    • Assist in conducting contract and subaward solicitations and advertisements 
    • Support competitive procurement processes, draft agreements, and develop related subaward documentation 
    • Assist in the dissemination of contract and subaward Review Guidelines for evaluators, including scoring formats 
    • Conduct due diligence and aid the negotiation of agreements with sub awardees 
    • Support the administration, compliance, and implementation procedures of subawards, and ensure compliance with USAID grants regulations including procurement regulations  
    • Assist fund transfers after reviewing financial reports and ensuring compliance with subaward agreements (in coordination with technical staff) 
    • Maintain grants records in the grants management system 
    • Maintain subcontracts and consultant registry 
    • Conduct tracking and reporting, ensuring timely usage of funds as per annual work plans 
    • Provide guidance to sub awardees for the Branding and Marking Plan and Monitoring and Evaluation of grant implementation practices 
    • Provide feedback or inputs into grants under contract manual as required 
    • Support contract and subaward close out and final reporting  
    • Any and all other project-related tasks as required by the Chief of Party, project leadership, and Palladium HQ 

    Position Requirements: 

    • Degree in relevant subject (Business, Economics, Finance, Procurement, etc.) 
    • 2-3 years experience in contracts, subawards, or grants management 
    • Experience in grants solicitation or subcontract procurement solicitation or management 
    • Microsoft Office Suite proficiency and the ability to operate spreadsheet and word-processing programs at a highly proficient level 
    • Proactive problem-solving, decision-making, and good judgement skills 
    • Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently

    Gender and Youth Inclusion Manager

    Project Overview and Role:

    The Gender and Youth Inclusion Manager will work to integrate gender and youth considerations across all KPSA teams and activities and to identify and address barriers to inclusion in financial investment opportunities and programming in Kenya.  

    Roles and Responsibilities  

    • Assume overall charge of the Gender and Youth component and provide overall strategic direction and technical oversight across all project results relating to gender and youth 
    • Lead efforts to identify and overcome gender and social inclusion barriers in investment and inclusive growth opportunities in the agricultural and healthcare sector and be responsible for leading gender and social inclusion assessments 
    • Identify opportunities to utilize the Company’s Inclusive Growth Framework in the implementation of KPSA 
    • Lead the implementation of Gender and Youth Advisory Board for the project 
    • Review existing and conduct new gender analysis to identify access constraints to economic participation 
    • Support development and refinement of inclusive selection criteria for partners 
    • Facilitate knowledge-building on gender integration in development of inclusive business models with project partners 
    • Develop and ensure timely implementation of Annual Workplans 
    • Provide cross-cutting leadership in identifying gender and youth inequities within programs and developing strategies for strengthening the integration of a gender and youth lens across all activities 
    • Build staff capacity on the application of a gender and youth lens across project initiatives 
    • Participate in and contribute to external technical working groups on issues related to gender and youth equity, empowerment and inclusive development 
    • Provide ongoing technical support for the development, implementation, and evaluation of programs with gender- and youth-focused outcomes 
    • Work closely with Strategic Learning and Communications team to ensure project communications and results reflect inclusive development priorities, particularly with a focus on gender and diversity 
    • Travel to various regions of Kenya as needed 
    • Any and all other project-related tasks as required by the Chief of Party, project leadership and Palladium HQ 

    Position Requirements: 

    • Master’s degree in international development, Gender Studies, or other relevant subject area. 
    • Proven expertise in gender and social inclusion, gender and youth lens investing, gender-/ or youth focused analysis, SME finance, and SME development 
    • At least seven (7) years of experience in SME finance, gender finance, and banking 
    • Proven track record engaging with agribusinesses to design and roll out products and services targeting women small holder farmers 
    • Knowledge of the intersection between SME growth, business development services, and gender and youth 
    • Experience designing and implementing gender-related training and workshops related to finance and investment 
    • Substantial experience in design, monitoring and evaluation projects and the collection of gender disaggregated data. 
    • Demonstrated ability to think strategically, creatively and to find innovative ways to respond to emerging organizational and project needs 
    • Knowledge of USAID policies, procedures, and reporting requirements preferred

    Project Driver, USAID Kenya Private Sector Activity

    Project Overview and Role:

    The Project Driver will provide logistical and administrative support by ensuring all office staff and other authorized persons are driven safely to meetings, workshops, and other work-related destinations; and that the vehicle under his charge is maintained in an optimal working condition. 

    Roles and Responsibilities: 

    • Drive Project staff, consultants and other visitors on Project business. Provide transportation to and from the airport, hotel, Project sites, and other locations as assigned. Have vehicle ready and on standby at all times. 
    • Responsible for the respect all traffic rules according to the country’s regulation.
    • Ensure all passengers including the driver himself wear a seatbelt.
    • Be aware of security at each point of drop off or pick up and keep staff safe during journeys. 
    • Record and maintain record of trips including kilometers travelled, fuel consumed and cost, and dates of oil changes, all according to established procedure.
    • Ensure day-to-day maintenance of the assigned vehicle such as checking oil, water, battery, brakes, tires, etc.
    • Collect and deliver mail, packages and equipment, as assigned; and maintain records of all deliveries and distributions.
    • Perform minor repairs on vehicle, obtain price quotes for purchase of parts from prequalified vendors, and arranges for repairs and regular maintenance of the vehicle.
    • Ensure all regulations are followed in case of accidents, including reporting incidents to Palladium Group and proper authorities and submit required paperwork.
    • Ensure vehicle has all required registrations / licensing and inspections, and that necessary documentation including vehicle insurance are retained with the vehicle.
    • Ensure vehicle has sufficient amount of fuel and is kept in clean and good running condition at all times.
    • Ensure security for daily use and proper evening and weekend storage at office site.
    • Ensure availability of all tools and safety equipment such as first aid kit, spare tire and repair equipment. 
    • Develop and maintain good working relationships with all Project personnel. 
    • Perform any other related duties assigned or request by the Director of Finance and Administration.  

    Position Requirements:

    MEL Specialist

    The MEL Specialist will support the effort of collecting and analyzing data that will ultimately determine the impact of USAID’s intervention to facilitate significant and new investment. S/he will contribute to tracking and aggregating all project data to support the team in evaluating the project’s progress.  

    Roles and Responsibilities 

    • Assist in developing the project’s AMELP, which includes the knowledge management and learning plan 
    • Coordinate the finalization of the AMELP and QASP and/or other required MEL deliverables 
    • Engage with technical teams in collecting, aggregating, and analyzing baseline data in the first several months of the project 
    • Coordinate Collaborating, Learning, and Adapting (CLA) efforts throughout the life of the project to review and encourage use of data so that all technical team members can make informed resource decision and pivot activities as needed 
    • Support the review and completion process for all project deliverables 
    • Maintain impeccable MEL files and substantiating information on data reported to USAID on the project’s shared drive that can be easily accessible by project team members and available for project auditors (i.e. accurate, updated, etc.) 
    • Coordinate collection and compilation of information on quarterly, annual and life of project indicators and outputs from team leaders, and progress toward planned activities 
    • Finalize and continuously update progress against the project’s AMELP and maintain all files related to substantiating progress against AMELP performance indicators 
    • Work closely with technical unit heads to track investment portfolio information and progress 

    Position Requirements

    •  Bachelor’s degree or higher in business administration, international development, economics, statistics, or a related field
    •  3-5 years of professional experience in performance monitoring and/or evaluation role within an international development organizationExperience designing and overseeing MEL data collection and reporting for economic growth/financing projects preferred
    •  USAID or other international donor experience required
    •  Demonstrated ability to implement, operationalize, and manage information collection and assessment systems

    Operations Manager, USAID Kenya Private Sector Activity

    The Operations Manager will manage KPSA operations tasks, including travel, event planning, office logistics and services, and procurement. 

    Roles and Responsibilities: 

    • Assist in planning and coordinating regional and international travel for the project staff and consultants 
    • Arrange and participate in conferences, training sessions, and meetings
    • Operation of the telephone switchboard to provide and/or oversee telephone and fax communication for all staff
    • Coordinate office logistics and services, including working across Palladium Kenya projects to compete and maintain efficient blanket purchase agreements and service agreements that all projects can tap into
    • Receive clients and visitors, assist and resolve problems and inquiries of visitors
    • Travel to project activities in accordance with the project needs
    • Assist in the organization and execution of training events and seminars to be implemented by the project
    • Complete six-monthly procurement plan in line with USAID and GOK VAT exemption and reimbursement procedures

    Position Requirements:

    Communications Assistant, USAID Kenya Private Sector Activity

    Roles and Responsibilities 

    • Formulating & rolling out HR policies in accordance with Palladium global and Palladium Kenya policies and practices 
    • Conducting HR interviews, offer negotiations & closing positions 
    • Managing employee lifecycle from hire till exit – onboarding, induction, confirmation, transfers, contract renewals & exit 
    • Anchoring the performance management process 
    • Spearheading the team bonding initiatives 
    • Ensuring legal compliance throughout human resource management

    Accountant, USAID Kenya Private Sector Activity

    Roles and Responsibilities 

    • Liaise with the home office’s accounting department, PMU team and KPSA’s Director of Finance and Administration to manage and troubleshoot project accounting issues as they may arise 
    • Reconcile project accounting and provide back-up documentation of all financial transactions into monthly accounting package to home office 
    • Establish and maintain electronic accounting tracking mechanisms, per Palladium and USAID accounting standards 
    • Conduct monthly audits of local expenditures as reported by the Field Office, including local bank reconciliation and US dollar expenses 
    • Review all local expenses for billing purposes 
    • Produce accurate and timely financial reports

    Partnership Manager, USAID Kenya Private Sector Activity

    Palladium is seeking four (4) Partnership Managers to proactively identify partnership opportunities, support the design of results-oriented Pay for Results (P4R) subawards, and manage Inclusive Growth Partners within their assigned regions. 

    Roles and Responsibilities:  

    • Be responsible for primary coordination, management and support to assigned inclusive growth partnerships. 
    • Liaise with identified partners to ensure agreement on objectives for the partnership and alignment with KPSA objectives 
    • Support designing, preparing, and negotiating partner strategies with internal staff and potential partners 
    • Ensure success of assigned inclusive growth partnerships 
    • Coordinate support functions for Inclusive Growth Partners, including from KPSA team members, subcontractors and other actors.  
    • Present on agreed inclusive growth strategy for Chief of Party and/or Deputy Chief of Party approval 
    • Oversee implementation of assigned inclusive growth strategies 
    • Proactively seek opportunities to ensure partnerships are inclusive of priority groups, including women and youth 
    • Proactively orient partners to achieve core KPSA objectives  
    • Develop plans to prioritize partnership-supported activities that are locally led and generate benefits for marginalized communities, including indigenous populations, women, youth, and persons with disabilities 
    • Facilitate and coordinate technical design of innovative grant, partnership and subcontracting approaches to meet the technical strategies of the Inclusive Business Model, Financial Institutions and Business Advisory Service Providers teams 
    • Develop strategies to prioritize partnership-supported activities that are locally led and generate benefits for marginalized communities, including indigenous populations, women, youth, and persons with disabilities 
    • Prepare, organize, and maintain partnership records and files documenting awards, modifications, performance, and compliance  

    Key Competencies Required: 

    • Degree in Business, Finance, Economics, or relevant field 
    • Demonstrated experience working to identify and broker strategic partnerships at U.S. or foreign government, private sector, and/or non-governmental organizations related to climate transition investments. 
    • Experience working with and negotiating agreements between multi-sector stakeholders including the private sector, not-for-profit sector, civil society, the international aid and development sector, and government. 
    • Experience in working with catalytic funding including USAID-funded grants preferred. Ability to effectively interact and manage relationships across a range of cultures and organizational levels. 
    • Well organized, able to work independently, skilled in handling multiple tasks, able to adhere to deadlines  
    • Strong leadership, communication, and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team in multiple locations  
    • Strong management skills to guide all project human, technical, and financial resources  
    • Strong interpersonal, writing, and oral presentation skills in English
