    Senior Internal Auditor

    Job Description

    Duties and responsibilities at this level will entail overseeing the day to day administration of internal audit department.
    Other duties will entail reviewing and developing audit techniques and procedures for financial as well as comprehensive audits, reviewing audit reports, queries and observations, supervision of staff including maintaining discipline and morale, and overall review of accounting procedures and practices as well as taking tasks outside normal routine duties.

    For direct appointment to this grade, an officer must have:-

    (i) A relevant Master’s degree from a recognized university
    (ii) CPA (K) and 5 years’ relevant experience

    University Librarian

    Job Description

    An officer at this level will be the Execution of policy matters, including organization of all University Library Services in the entire University. Specifically, the officer will be responsible for overall policy and administration of all the information services in the university. In addition work at this will entail directing, planning and translation of policies; development and coordination of Information Communication and Technologies within the University environment including automation and networking; management of information services.

    For direct appointment to this grade, candidates must have:


    (i) Served in a relevant position comparable to that of Senior Deputy University Librarian for at least five (5) years;
    (ii) a Ph.D. in Library and Information Sciences or its equivalent from a recognized University;
    (iii) Published six (6) articles in refereed journals
    (iv) Evidence of continued scholarship and research work including published work and conferences attendance (Minimum publication score – 15 points);
    (v) Demonstrate outstanding administrative/managerial capability in the organization and management of library and information services.

    For appointment to this grade, officer must have:

    Senior Procurement Officer

    Job Description

    Senior Procurement Officer will assist the Principal Procurement Officer in properly discharging the responsibilities of Procurement Services in the university. An officer at this level will be responsible for:
    Receiving confidential reports on all Scales of Purchasing and Supplies Personnel from Purchasing Officer II and Supplies Officer II (staff appraisals) and recommend for training, promotion or transfer; coordinating all the existing departmental, schools and campus procurement activities;
    Staff training, deployment and all disciplinary case; advising the Principal Procurement Officer of situations found requiring either; remedial action on the part of schools/Department concerned;
    Modification to the defined procedures for the procurement and management of supplies; advising the Principal Procurement Officer on the competence and performance of Purchasing and Supplies staff and will be the overall supervisor of all Purchasing and Supplies and activities and as assigned by the Principal Purchasing Officer.

    Job Specification for Direct appointment
    For appointment to this grade, an officer
    Must have:


    (i) A Masters Degree in the following disciplines; business Administration, Economics, Commerce (Supplies Management option) or its equivalent from a recognized University;
    (ii) Attended management course(s) lasting for reasonable period(s); and
    (iii) Ten (10) years relevant work experience five (5) of which must have been as head of a procurement unit in a public institution.
    (iv) Must be a registered member of Kenya Institute of Supplies Management.
    (v) A CIPS qualification.

    Job Specification for promotion
    For appointment to this grade, an officer must have:


    (i) Served in the grade of Procurement Officer for at least three (3) years; for those with a Masters and Five (5) years for those without.
    (ii) A Bachelors Degree in the following disciplines; business Administration, Economics, Commerce (Supplies Management option) or its equivalent from a recognized University;
    (iii) Attended management course(s) lasting for reasonable period(s); and
    (iv) Shown merit and ability as reflected in work performance and results.

    Procurement Officer

    Job Description

    Duties at this level will include: examining of the established stores units at Faculty/departmental level to determine; the quantities of supplies held and their numerical relationship to bin cards, stock ledgers, computer print-out of stock levels and maximum and minimum stock levels; apparent conditions of the supplies held; operating procedures and documents in use and their conformity with the prescribed regulations. The stores catalogue, its contents and maintenance, specifically, work at this level will involve advising schools and user departments of any irregularities in supplies procurement and management found and the required remedial action; supervision of supplies and stores staff and any other responsibilities that may be assigned to him from time to time.

    (i) A Bachelors Degree in the following disciplines; Business Administration, Economics, Commerce (Supplies Management option) or its equivalent from a recognized University;

    Senior Assistant Registrar (HR)

    Job Description

    An officer at this level will be responsible to the Deputy Registrar for the planning, coordination, implementation, monitoring and control of administrative functions of the various administrative units in the University. In addition, he will be responsible for identification of training needs of staff and promotion of staff development in the department.

    Job Description

    Duties and responsibilities at this level will entail organizing, controlling administrative, financial and academic functions of the University. In addition an officer at this level will be responsible for the maintenance of high administrative/academic standards in the University.

    Job Specification for Serving Officers
    For appointment to this grade, an officer must have:-


    (i) Served in the grade of Principal registrar or in a comparable and relevant position for at least eight (8) years;
    (ii) Thorough knowledge of the University Act, Statutes and other regulations related to academic administrative and financial matters of the University;
    (iii) Shown merit and ability as reflected in work performance and results;
    (iv) Should be able to demonstrate evidence of administrative and academic leadership through scholarly publications;

    To be appointed to this position, one must:


    (i) Have a PhD Degree in Human Resource/Public Administration or its equivalent qualification from a recognized institution;
    (ii) Have worked for at least twelve (12) years in the University or a large institution in the Public Sector
    (iii) Be familiar with the formulation and provision of guidelines on planning, management of University services and academic programmes;
    (iv) Be able work closely with the Deans and Directors and Garissa University Management Board on matters of staff development, training, academic and research programmes.

    Assistant Dean of Students

    Job Description

    An officer at this level will be responsible to the Senior Assistant Dean of Students in performing the following duties; registering students clubs and societies; supervising annual elections for each of them; supervising and coordinating University extracurricular activities programmes obtaining to social clubs and special programmes; and maintaining student’s records.

    Legal Officer

    Job Description

    Duties and responsibilities at this level will involve drafting of legal documents and handling cases involving the University in liaison with University external lawyers and advising the University on all legal matters.

    Senior Clerk of Works

    Job Description

    Duties and responsibilities at this level will entail assisting in the planning of building programmes for a number of buildings; administration of University buildings including estimating costs of new buildings; monitoring and supervising work in progress on site. Additional duties will entail assisting in the preparation of monthly progress returns of expenditure and of individual projects; checking on specifications and standards in accordance with the Architects, Structural and Electrical Engineers’ drawings on the on-going work on site. The officer will also supervise repairs, maintenance and alteration being carried out on existing buildings, including auditing of quantities of materials required for such jobs.

    For appointment to this grade, an officer must have:-


    (i) Served in the grade of Clerk of Works I or in a comparable and relevant position for a minimum period of three (3) years;
    (ii) A thorough knowledge of computer in architectural and Civil/Structural packages
    (iii) Shown merit and ability as reflected in work performance and results.

    Job Specification for Direct Appointment
    For appointment to this grade for persons not currently serving the university, the candidate must have:-


    i) A Kenya Certificate of Secondary Education mean grade of C plain or Division II, with credits in English,
    Math’s, Physics, Chemistry or Physical Science;
    ii) A Higher National Diploma in Building and Civil Engineering awarded by Kenya National Examination Council, or equivalent qualifications recognized by KNEC
    iii) Worked with a large organization or preferably government for a minimum of eight (8) years since he/she obtained the HND
    iv) A thorough knowledge of computer particularly in Architectural and Civil/Structural Engineering packages.
