    Logistics Assistant

    Duties and Responsibilities:

    Under the direct supervision of the National Logistics Officer and overall supervision of the Deputy Head of Logistics, the incumbent will be responsible for the following tasks:

    • Assess structure and capacity of the local retail sector to deliver in-direct food assistance both in regular and emergency
      operations;
    • Ensure early warning and risk assessment of supply, supply chain mapping, market capacity and elasticity, drivers of change and
      risk;
    • Network with supply chain stakeholders to validate collected data on supply chain, and market and supply corridor alerts;
    • Build and develop productive relationships with the retail network in locations with active WFP contracted retailers;
    • Manage and resolve complaints, concerns and provide feedback from WFP contracted retailers;
    • Manage and assess retailers’ performance against key performance indicator targets;
    • Control and build retailers’ capacity on food storage and handling techniques, pest management and rodent control as required;
    • Manage the activities of the 3rd Party retail logistics consultants tasked with data collection and information dissemination from/to
      retailers and other key stakeholders;
    • Coordinate with other key departments in the Country Office and Area Offices as required to ensure successful retail delivery;
    • Perform other related tasks as required.

    Minimum Qualifications:

    • Education:Completion of secondary school education. A post-secondary certificate in logistics and supply chain management, procurement and economics is desirable.
    • Experience:Four years of progressively responsible support experience in logistics operations including atleast three years of relevant experience in cash-based transfers across the programme life cycle including trade logistics capacity assessments, vendor relationship management, risk identification and mitigation measures.
    • Language:Fluency in both oral and written communication in English is a requirement.
    • Knowledge of Somali language is an asset.

    Knowledge and Skills:

    • Sound knowledge in innovative developments in cash-based transfers technologies and retail engagement strategies;
    • Demonstrated experience in retailer onboarding process, retailer relationship management and supply chain and corridor monitoring;
    • Demonstrated ability to work with different teams;
    • Experience in data management and analysis;
    • Experience in complex emergencies and institutional environments is desirable;
    • Hands on experience in UN administrative regulations and policies in the area of work is a plus.

    Regional Gender and Protection Officer

    Job description

    Duties and Responsibilities:

    Under the direction of the Senior Regional Programme Advisor and with technical support from the Gender Office and Protection unit at Headquarters, the Gender & Protection Advisor will provide advice, analysis and overall support to guide WFP’s humanitarian response in East & Central Africa. The Advisor will also provide strategic and technical support for the mainstreaming of gender equality and women’s empowerment, in accordance with the Regional Implementation Strategy for the Gender Policy, and protection and AAP across WFP operations in the region. They will support efforts to integrate into WFP programmes accountability to affected populations (AAP), gender and protection; apply a conflict sensitive or peacebuilding approach as appropriate; and support principled humanitarian access including in integrated UN settings.

    Efforts to integrate AAP, gender and protection in WFP programmes are informed by WFP’s Humanitarian Principles (2004), WFP’s five commitments to Accountability to Affected Populations (2012), WFP’s Humanitarian Protection Policy (2012), WFP’s Role in Peacebuilding in Transition Settings (2013) and WFP’s Gender Policy (2015). The selected candidate will be responsible for coordinating the regional bureaus’ efforts to support country offices with the practical implementation of these policies.

    STANDARD MINIMUM QUALIFICATIONS

    Education: Advanced university degree (MA or PHD) in one of the following disciplines: social sciences, gender, international development, development economics or another related field like international relations, human rights, political science, or humanitarian studies.

    Language: Fluency in both oral and written communication in English is essential. Working knowledge of French is a strong advantage, as are other main languages spoken in the 8 countries covered.

    KEY ACCOUNTABILITIES

    Core responsibilities

    • Provide policy advice, technical guidance and implementation support to country offices, with specific attention to the implementation of the Regional Gender Policy Implementation
    • Strategy, country-level Gender Action Plans, the Protection of Sexual Exploitation and Abuse (PSEA) and the scale-up of Complaints and Feedback Mechanisms (CFMs) which meet the minimum WFP AAP standards, and the full integration of gender and protection in project design and implementation, including choice of transfer modalities and targeting processes;
    • Provide advice Regional Bureau management on technical and strategic issues;
    • Undertake and/or support training and capacity strengthening for WFP staff and cooperating partners;
    • Continue to nurture and develop existing partnerships and identify opportunities for synergies and collaboration with new partners;
    • Support robust mainstreaming of gender and protection/AAP into WFP programming and operations, including systematic age and gender analysis, monitoring and evaluation, reporting, and policy advice on specific gender/protection/AAP issues which impact WFP operations;
    • Support Country Offices in establishing appropriate and effective Complaints and Feedback Mechanisms including referral systems for GBV and SEA;

    Programme Support

    • Facilitate and support the integration of gender and protection perspectives in the overall strategic planning and programming;
    • Work with RB and CO teams to strengthen the evidence base that informs gender and protection approaches to programming, and to set up or adapt existing monitoring systems to measure progress; ;
    • Work with RB and CO teams to ensure that protection and AAP are systematically integrated into key planning and programming to assess and mitigate risks;

    Advocacy and partnership

    • Together with the Gender Results Network and Protection focal points, identify opportunities for advocacy for the promotion of gender equality and women’s empowerment, and protection-sensitive planning and risk mitigation;
    • Represent WFP and participate in relevant fora, conferences and trainings aimed at strengthening public and policy advocacy;
    • Work with management to support adequate allocation of human and financial resources for effective mainstreaming of gender and protection-sensitivity;
    • Coordinate with Donor Relations to identify and pursue resource mobilization opportunities for gender, protection and AAP activities at the regional and country levels.

    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

    Experience: At least five (5) years of solid progressively responsible professional work experience working on gender and protection, preferably in humanitarian settings.

    Knowledge & Skills:

    • In-depth knowledge of gender and protection in humanitarian and development settings, including gender-based violence, humanitarian policy issues, and their linkage with food security and nutrition.
    • Solid analytical, writing skills, and communication skills (including developing advocacy messages)
    • Sound knowledge and skills in training and facilitation
    • Knowledge of UN system policies and functions of gender-mandated agencies
    • Flexibility to travel on short notice and in challenging and difficult environments.
    • Team spirit and excellent interpersonal relations.

    Desirable skills: Training and/or experience using MS Word, MS Excel, MS PowerPoint and other WFP software; knowledge of WFP administrative policies and procedures.

    Budget & Programming Officer

    STANDARD MINIMUM QUALIFICATIONS

    • Education: Advanced University degree in Business Administration, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
    • Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

    National Professional: Fluency (level C) in English language and the duty station’s language, if different.

    Experience : Atleast four (4) years experience in budgeting and resource analysis.

    ORGANIZATIONAL CONTEXT

    These jobs are found in Headquarters (HQ), Regional Bureaux (RB) and Country Offices (CO), and typically report to a more senior Budget and Programming Officer, Regional/Country Director or the designate. Job holders operate with minimal supervision, and provide guidance to junior staff. They are heavily involved in day–to-day activities, analytical work and provide advice on less complex issues.

    JOB PURPOSE

    To deliver budget and resource analysis and programming activities and/or provide support in HQ/RBs, partnering with managers to apply best practice approaches that support the efficient, effective and compliant utilisation of funds.

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Contribute towards the development of plans, processes and procedures ensuring compliance with wider budget programming policies and WFP standards.
    • Create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimise resources.
    • Monitor and provide advice on fund utilisation, and advance financing, loan and borrowing/repayment and refinancing arrangements; alerting Country/Regional Directors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses, and proposing appropriate solutions.
    • Monitor and provide advice on actions related to project closure and resource transfer.
    • Monitor the resource pipeline to maximise operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.
    • Support the preparation of food-demand plans to support management and usage of corporate Global Commodity Financial Facility and provide information to guide RB/HQ decision-making when multiple projects compete for the same stock.
    • Create and review budget and project documentation, and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures.
    • Collate and analyse data for the preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
    • Proactively contribute ideas to senior officers for improvement to systems, techniques, tools, processes and procedures to better monitor and manage budgets and funds.
    • Support the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and updating training materials, manuals and guidelines.
    • Represent the unit at internal meetings/committees/working groups as required, in order to obtain and provide information from a budget and resource programming perspective.
    • Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
    • Follow standard emergency preparedness practices and contribute to technical recommendations and guidance and monitoring the management of financial risks.

    Human Resources Assistant

    JOB PURPOSE

    To perform a range of HR tasks to support accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services. 

    STANDARD MINIMUM QUALIFICATIONS

    Education:  Completion of Secondary Education. Bachelor’s degree in Human Resource Management or related fields with a HR certification.

    Experience:  Three or more years of progressively responsible support work experience in general administrative work, including at least two years in human resources 

    Knowledge & Skills:

    • Knowledge of general HR administrative work practices and methods, gained through relevant technical training and experience.
    • Good communication skills and basic understanding of HR principles and their application in order to respond to and resolve general HR queries.
    • Ability to develop and maintain relationships with a wide range of individuals in order to provide a high quality support service.
    • Ability to collate and compile relevant data from a variety of sources in order to produce periodic reports for supervisor(s).
    • Ability to monitor and record personnel files and documentation in an organised manner and in line  with compliance standards

    General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Provide assistance on general HR queries and follow up actions, to ensure consistent and high quality HR services are delivered to clients.
    • Provide guidance and on-the-job training to other staff, to support their development and increased knowledge of HR systems and procedures required to perform their duties.
    • Liaise with other internal units/offices on HR related matters, i.e. payroll, contracts, etc. and provide necessary information in order to enable timely HR services.
    • Extract and compile HR data on staff recruitment and selection, contractual conditions, entitlements, performance Long Service Awards, Emergency Preparedness information and training requirements, to support analysis and reporting needs.
    • Assist and provide support in recruitment of national/local staff in the National Officer and General Services categories;
    • Provide administrative support in various HR activities in the areas of work allocated by the National HR officer including on-boarding of new staff members in compliance with relevant processes and procedures.
    • Maintain confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards.
    • Draft various HR documentation required for the specific area of work (e.g. employment contracts, transfer letters, training-related documents, identification cards, UN Laissez Passer, bank accounts etc.) ensuring accuracy and meeting established deadlines.
    • Use HR management systems for entering and updating a variety of HR data including assistance in monitoring various deadlines (e.g. contract expiration, PACE, etc.), ensuring compliance with the established deadlines and accuracy of HR data.
    • Support staff deployment and related administrative actions including preparation of basic reports, to facilitate efficient HR service enabling WFP to respond quickly to a crisis.
    • Act as RBN Regional RB medical focal point; assist RB National staff with issuance of medical cards and processing of medical claims and provide support to staff from the Region who are medically evacuated to Nairobi in conjunction with Kenya Country Office medical focal point;
    • Maintain and update RB staffing list and organigram on a monthly basis;
    • Perform any other duties as assigned by the supervisor.

    Intern (Public Partnerships)

    JOB PURPOSE

     Working in the Public and Private Sector Partnerships and Communications Unit, under the direct supervision of the Head of the unit, the Intern – will be responsible for the following duties:

    TERMS AND CONDITIONS

    • Interns receive a monthly stipend from WFP up to the maximum amount of US$1000 per month depending on the duty station of assignment. 
    • WFP is not responsible for living expenses, arrangements for accommodation, necessary visas and related costs.
    • Depending on the duty station of assignment, WFP will reimburse travel ticket for candidates who are nationals of developing countries and are pursuing their studies in their home country.
