    Office Administrator I, Job Grade ICTA 7

    Duties and Responsibilities

    Duties and responsibilities at this level will entail:-

    • Taking minutes; using e-office to research and process data;
    • Operating office equipment;
    • Attending to visitors and client;
    • Handling customer inquiries, complaints and handling telephone calls and; Coordinating schedules of meetings and appointments;
    • Coordinating travel arrangements;
    • Ensuring security of office records, equipment and documents, including classified materials;
    • Ensuring security, integrity and confidentiality of data;
    • Establishing and monitoring procedures for record keeping of correspondence and file movements;
    • Maintaining an up to date filing system in the office;
    • Preparing responses to routine correspondence and managing office protocol and etiquette.

    Requirements

    • Bachelor’s degree in any of the following disciplines:- Secretarial Studies;
    • Bachelor of Business Management/Economics or equivalent qualification from a recognized institution;

    OR

    • Bachelor’s degree in Social Sciences plus a Higher Diploma/Diploma in Secretarial Studies from a recognized institution;
    • Have a minimum three (3) years’ work experience in public service or in the private sector;

    Supply Chain Management Officer, Job Grade ICTA 6

    Job Description

    The officer will be responsible to the Manager Supply Chain Management.

    Job Description

    • Sourcing for goods and services in line with the Public Procurement and Disposal Act 2015 and regulations.
    • Preparing contract documents, Local Purchase and Service Orders.
    • Ensure that LPOs and LSOs are promptly raised and approved to facilitate delivery of goods and services on time.
    • Preparation and submission of timely procurement reports;
    • Ensure that no orders are issued without the necessary documentation.
    • Liaise with Stores to ensure that goods being delivered conform to the user specification.
    • Receive and submit supplier’s invoices to Finance to ensure timely settlement;
    • Ensuring timely implementation of decisions of procurement and evaluation committee;
    • Offer procurement technical advice to the user departments;
    • Ensure safe custody of all procurement documents.
    • Participate in quotation opening and evaluation.
    • Participate in tender opening and evaluation.

    Job Specifications

    For appointment to this grade, a candidate must have: –

    • Bachelor’s degree in Business Administration, Economics, Commerce, Supplies Management Option or any other related field;
    • At least five(5) years relevant work experience in a public/private institution
    • Diploma in procurement and supply management from CIPS, KISM or other reputable institution.
    • Active member of KISM
    • Experience in ERP Procurement Modules
    • Must have a practicing license

    Driver ICTA 10

    Job Purpose

    The office is responsible for offering transport assignments in order to ensure appropriate conduct of Authority activities and provision of services within the Authority mandate. This requires that the vehicles are kept in good working condition for usability and safety purposes

    Responsibilities

    • Carrying out routine checks on the vehicle’s cooling and oil systems, electrical system, tire pressure, brakes, etc;
    • Detecting and reporting malfunctioning of vehicle systems;
    • Maintenance of work tickets for vehicles;
    • Driving the vehicle as authorized;
    • Ensuring that the servicing and repairs due are done;
    • Security and safety for the vehicle on and off the road;
    • Safety of the passengers and/or goods therein and maintaining cleanliness of the vehicle.

    Qualifications

    • KCSE C- Minus
    • Professional certificate
    • Computer skills
    • Served for a minimum of four (4) years accident free driving experience
    • Clean driving license free from any endorsement
    • Adequate knowledge of the Highway Code
    • Valid certificate of good conduct and a First Aid certificate lasting for not less than one (1) week.

    Job Description

    Duties and responsibilities at this level will entail:

    • Verifying compiled statistical records for accuracy;
    • Processing of human resource statistics;
    • Preparing indents for advertisement of posts;
    • Preparing agenda for the Human Resource Advisory Committee;
    • Maintaining stores, records and equipment inventory;
    • Preparing estimates of expenditure for general office services;

    • Be proficient in computer applications.

    Job Description

    • Providing Communications services to the ICT Authority
    • Preparing and organizing forums to promote and propagate the ICT Authority’s agenda
    • Collecting and curating content for use in the ICT Authority digital platforms, publications, conferences
    • Undertaking PR and event management activities

    Internal Auditor - ICTA 6

    Job Description

    An officer at this level will be responsible to Deputy Director Internal Audit and duties entail:

    Responsibilities

    • Carry out independent tests and assessments of compliance with the policies, procedures and regulations as per the approved annual work plans;
    • Conducting internal audit activities in line with International Professional Practices standards for internal auditing and other statutory regulations;
    • Conduct audit of ICT Authority’s assets and accounting systems;
    • Compare records with physical assets to provide assurance and safeguard Institute’s assets;
    • Audit all payments and receipts to ensure compliance with budgetary provisions, policies and procedures;
    • Assist in carrying out technical audit of projects, programmes and practices;
    • Conduct verification of statutory reporting;
    • Participate in preparation of internal audit reports;
    • Participate in preparation and implementation of annual work plans, budgets and reports;
    • Review implementation of previous audit findings; and
    • Presentation of clear, concise and timely internal audit working papers.

    Qualifications

    Accountant, ICTA 6

    The officer will be responsible to the PMO

    Duties and responsibilities will entail:-

    Responsibilities

    • Ensure compliance of financial transactions to approved financial policies, procedures and control systems
    • Participate in formulating and implementing sound financial accounting policies, procedures, strategies and systems that ensure effective control and accountability of the Authority’s resource;
    • Prepare timely and accurate financial reports and final Accounts;
    • Prepare cash flows statements Review the general ledger on a monthly basis to ensure accuracy of posting;
    • Implement recommendations to improve accounting processes and procedures;
    • Coordinate payments of suppliers in accordance with the Authority’s policies and procedures;
    • Handle audit queries to ensure they are effectively resolved;
    • Facilitate the budget preparation exercise through collation of information from various functional areas and onward input into the system;
    • Handle any other official duties allocated from time to time.

    Qualifications

    • Bachelors’ degree in Commerce, Accounting, Economics or any other equivalent qualification from a recognized institution.
    • CPA (K)
    • Supervisory course lasting not less than two (2) weeks
    • Member of the Institute of Public Accountants of Kenya (ICPAK) or it recognized equivalent

    ICT Officers, ICTA 8

    The main purpose of the Job will be;

    To provide technical support to national initiatives at county level. The work involves a combination of onsite and remote support provision as well as back end technical support for infrastructure and systems. It will involve liaising with stakeholders and users at county and lower levels.

    Duties and responsibilities will entail;

    • Provide onsite and back office technical support to government offices in counties including schools
    • Champion successful implementation of ICT programmes/projects at county level
    • Secure and maintain infrastructure and systems in counties in line with national guidelines and standards
    • Identify and develop necessary solutions to enhance deployment of national programmes/projects in counties such as the Digital Literacy Programme (DLP), National Optical Fibre Backbone Infrastructure (NOFBI), County Connectivity Project (CCP), Integrated Financial Management Information System(IFMIS) amongst others
    • Identify, monitor and record frequently occurring problems and liaise with the users, project teams and contractors for their resolution
    • Provide help desk support and training to users from government offices/schools
    • Assist in the management of SLAs for contractors for national ICT projects being implemented at county level
    • Liaise regularly with users and school administrators to ensure successful implementation of critical projects and make recommendations
    • Monitor, evaluate and submit regular reports on county benchmarks on eGovernment services against national and international standards
    • Liaise frequently with the National Support centre and report prompt issues which might hinder the success of the programmes

    Job Specifications

    • At least an upper 2nd degree in any of the following fields: Bachelor degree
    • Computer Science/ Information Communication Technology or in
    • Electronics/Electrical Engineering from a recognized institution
    • Must have graduated within the last three(3) years
    • One year internship or working experience in IT environment preferably in government. The experience involved trouble shooting IT problems ,
      software development and network support
    • Knowledge of Computer Hardware, Software and Networking is desirable
    • Excellent interpersonal skills
    • Report writing and documentation skills
    • Proven analytical and problem-solving abilities
    • Ability to effectively prioritize tasks in a high-pressure environment
    • Experience working in a team-oriented, collaborative environment

    Regional ICT Officers, ICTA 6

    The officer will be responsible to the PMO.

    Duties and responsibilities will entail: -

    • Supervise implementation of critical ICT projects and initiatives in the region according to approved Governance Framework and standards,
    • Coordinate the Digital Literacy Programme and other key ICT projects and initiatives at regional level
    • Supervise the Authority’s officers deployed in the counties within the region
    • Supervise the operations of DLP support and WEEE Centres within their regions
    • Monitor the adherence to Service Level Agreements by service providers for common ICT infrastructure and applications at regional and county levels
    • Supervise implementation of programmes that promote ICT literacy ,capacity building ,innovations and e-Government Services.
    • Report on the status of ICT programmes, projects and other initiatives in the region
    • Represent ICTA in National Government Regional Meetings

    Requirements for Appointment

    For appointment to this grade, a candidate must have: -

    • Bachelors’ Degree in Computer Science, Projects, Software Engineering, Computer Engineering, Information Communication Technology, Electronics
      and Telecommunication or in any other ICT related discipline from a recognized institution
    • At least three (3) years relevant work experience
    • Strong Supervisory and Coordination skills
    • Membership to a relevant professional body
    • Problem solving skills
    • Meets the provision of Chapter Six of the Constitution
