    Legal Manager & Corporation Secretary

    Job Purpose:

    An officer at this level will be responsible to the Chief Executive Officer for planning, organizing, coordinating and administration of all Legal Affairs of the Hospital and also serve as the Corporation Secretary.

    Legal Manager/Cooperation Secretary leads and directs the legal portfolio and establishes robust legal governance frameworks across the Hospital to ensure that the institution’s strategic priorities are achieved and are supported by appropriate legal, policy, regulatory and compliance advise and structures, and that risk is effectively minimized.

    Job Responsibilities

    • Provide legal counsel and legal litigation services through the development and implementation of legal policy and governance frameworks, and the best mix of internal and external legal services to the Hospital to provide the highest quality legal advise;
    • Develop and implement legal, policy, regulatory and compliance, and litigation management frameworks to minimize and manage risks, ensure compliance and facilitate reporting requirements;
    • Provide innovative, practical and contemporary legal leadership and expertise to resolve significant and complex legal issues on behalf of the Hospital;
    • Contribute to strategic planning processes at the Hospital to ensure that plans are informed by high quality legal, policy, regulatory and compliance advise to identify, minimize and manage legal risks;
    • Direct the research, analysis, interpretation and delivery of high quality strategic and operational legal policy, regulatory and compliance advise and support services;
    • Resolve complex and sometimes unchartered legal issues to enable the execution of policy, program and service delivery strategies;
    • Anticipate and keep informed of Government direction and the implications for legislation and for Hospital activities to develop and respond to legislation and generate innovative solutions to legal matters which lack precedence;
    • Managing the volume and mix of legal, compliance and regulatory demands with the requirement to develop immediate responses to changes in Government priorities and anticipate and plan for future requirements while protecting the Hospital reputation;
    • Formulating policy and giving guidance on corporate legal matters;
    • Conduct investigations of alleged employee misconduct as assigned;

    Strategic Key Roles

    • Provide guidance to the Board on their duties and responsibilities on matters of corporate governance;
    • Assist the Board in carrying out induction, Board Evaluation Governance and Legal Audit of the Organization;
    • Ensure timely preparation and circulation of Board and Committee papers;
    • Be the custodian of the Hospital Seal;
    • Ensure annual returns are promptly filed with relevant authorities.

    Requirements

    • Served in the grade of Deputy Legal Manager for a period of at least seven (7) years.
    • Master’s degree in law or any other relevant and equivalent qualifications from recognized institution.
    • Bachelors of Law (LLB) degree from a recognized institution.
    • Postgraduate diploma in law from Kenya School of Law.
    • Membership to the Law society of Kenya (LSK) and the Institute of Certified Public Secretaries of Kenya (CPS-K).
    • Must have been admitted to the bar as an advocate of the High Court of Kenya and Commissioner of Oaths.
    • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution.
    • Must be ISO trained.

    Monitoring & Evaluation Manager

    Job Responsibilities

    • Formulating, implementing and reviewing Planning Monitoring & Evaluation policies, strategies, programmes and guidelines;
    • Being in-charge of the Performance Based Management System in its entirety for Board level, Departmental and Individual levels. This includes performance target formulation, contract drafting, contract reporting, contract evaluation and contract improvement;
    • Preparing and reviewing progress reports on projects and programmes in close coordination with the relevant departments;
    • Provide direction for the collection of data, establishment of databases, and assessment of policy options that facilitates Hospital’s decision-making with regard to performance of adopted or contemplated plans and policies;
    • Prepare information using a variety of data sources to assess Hospital issues, trends and monitor the implementation progress on the comprehensive plan;
    • Coordinating documentation of best practices and shared learning;
    • Manage evaluation processes, including liaising with external stakeholders and service providers, creating terms of reference and evaluation guidelines, and ensure that baseline studies are conducted for all projects and that information is stored for future use;
    • Prepare reports for internal and external audiences based on data from monitoring and evaluation processes.
    • Discuss emerging issues from project progress and evaluation reports, and coordinate the development and follow up of action plans from recommendations;
    • Develop and implement data collection techniques and tools, including working with external service providers to develop other relevant management information systems;

    Requirements

    • Served in the grade of Deputy Planning, Monitoring and Evaluation Manager for a minimum period of at least five (5) years.
    • Masters degree in any of the following disciplines: Project Management, Strategic Management, Economics, Statistics, Commerce, Business Management, Business Administration, Actuarial Science or equivalent qualification from a recognized institution.
    • Bachelors degree in any of the following fields: Economics, Statistics, Mathematics, Commerce, Business Management/Administration, Actuarial Science or equivalent qualification from a recognized institution,
    • Senior Management Course lasting not less than four (4) weeks from a recognized institution.
    • Certificate in Statistical Package for Social Sciences (SPSS) or any other relevant statistical package.
    • Certificate in Monitoring and Evaluation Course lasting not less than three (3) months from a recognized institution.

    Chief Information Officer

    Job Purpose

    Plan, coordinate, and manage the overall operation of the Information Services.

    The  Director  of  Information  Communication  Technology (ICT)  will  manage  all  ICT operations, Telephone Exchange Services and Health Records Information Services. The area of responsibility includes the full range of information systems and telecommunications activities, including determining user requirements, recommending practical solutions, and leading hospital-wide efforts to improve the effective use of technology.

    The  officer  will  oversee  the  development,  implementation,  and  use  of technology throughout the hospital, working closely with management and senior officers, system users, vendors and consultants, and the ICT, Health Records and Telephone Exchange department staff to assess and address user and the institution’s needs.

    The officer will be reporting to Chief Executive Officer (CEO).

    Job Responsibilities

    • Manage the deployment, monitoring, maintenance, development, upgrade, and support of all ICT systems, including servers, PCs, operating systems, telephones, software applications, health information systems and peripherals in the hospital.
    • Overseeing all technology operations and evaluating them according to established goals;
    • Devising and establishing IT policies and systems to support the implementation of strategies set by senior management;
    • Analyzing the business requirements of all departments to determine their technology needs;
    • Provide expertise and support during systems upgrades, installations, conversions and verify required periodic maintenance of computers, health information systems and telecommunications hardware;
    • Oversee systems development enhancement and the integration of new systems within existing systems;
    • Work with advocacy staff to develop strategies and plans to enhance client services, improve user effectiveness, and foster innovation;
    • Manage ICT, Health Records Information Services and Telephone Services staff, including, training, evaluation, guidance, discipline and discharge;
    • Develop standard operating procedures and best practices, including providing written protocols and guidance to ICT, Health Records Information Services and Telephone Service staff and to end-users;
    • Ensure the creation and maintenance of all written documentation, including system and user manuals, license agreements, and documentation of modifications and upgrades;
    • Oversee provision of end-user services, including help desk and technical support services;
    • Keep current with the latest technologies and determine what new technology solutions and implementations will meet system requirements;
    • Develop and implement all ICT, Health Records Information Services and Telephone Service policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision;
    • Manage servers, security solutions, network hardware and equipment; and
    • Manage telecommunications infrastructure and development plans, projects, policies and procedures.

    Requirements

    • Masters degree in any of the following disciplines: Computer Science, Information Technology or Business Information Technology, Health Records and Information Service or any other relevant equivalent qualifications from recognized institution
    • Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized institution.
    • Must have attended Corporate Governance course lasting at least five (5) days or its equivalent from a recognized institution;
    • Specialized Certificate in Computer Applications Packages, Inter Certificate in Computer Driving License (ICDL), User Support Specialist (USS), Web design, Graphics design, LINUX/UNIX, Microsoft, CISCO and
    • Relational Database Management System (RDMS).

    • Developing and implementing the Commercial Strategy for the Hospital. The Directorate consist of the following Departments: Private Wing I, Private Wing II, Farewell Home and Resource Mobilization.
    • Understanding the value drivers of the business and identifying profitable commercial opportunities to grow revenue and market share.
    • Developing and maintaining an excellent understanding of the Clients to ensure that their needs are being met.
    • Undertaking Market Research and Analysis and producing Business Plans/Recommendations (including all associated costs and forecasted revenue for the business), to ensure that all business development opportunities (new products, services and markets) are optimized.
    • Championing and leading each new product or service development, from innovation through to successful implementation.
    • Ensuring that regular reviews are carried out with customers, to ascertain their needs

    Reporting functionally to the Audit Committee of the Board and administratively to the Chief Executive Officer (CEO) for generating the Hospital overall internal control and risk management of its operations and to independently perform risk based audits in line with the agreed audit plan to identify and assess the effectiveness of controls accuracy of financial records, systems and efficiency of operation risk management and compliance with Government regulations.

    Job Responsibilities

    • Driving and supporting the implementation of all risk and compliance frameworks and policies within the Hospital and to provide oversight and monitoring of risk compliance;
    • Reviewing the Internal Control Framework and consistently ensuring its compliance;
    • Development of standards, procedures, guidelines templates to support the implementations of risk and compliance policies frameworks;
    • To support Hospital through engagement with other department to develop robust Internal Audit recommendations while taking the appropriate action;
    • Coordinating and facilitating the development and implementation of the Formal Risk Management Framework;
    • Leading in the development of the annual audit plan;
    • To lead portfolio of audits, responsible for planning, organizing, administration, coordination and operations of Internal Audit matters;

    Requirements

    • Masters in Business Administration (Accounting/Finance Option) or its equivalent qualification from a recognized institution and certified information Auditor is an added advantage.
    • Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP) or
    • Certified Information Systems Security Manager (CISM) is desirable and a definite advantage.
    • Certificate in Part III of Internal Auditor CIA or equivalent qualification from a recognized institution.

    • Monitor security policies, programs or procedures to ensure compliance with internal security policies, licensing requirements, or applicable government security requirements, policies and directives;
    • Planning and coordinating security operations for the Hospital;

    Requirements

    • Served in the grade of Deputy Safety and Security Services Manager for a period of at least seven (7) years.
    • Bachelors degree in Criminology & Security Studies, Security Management/Administration, Police work and public administration or equivalent qualification from a recognized institution
    • Masters degree in Criminology & Security Studies or equivalent qualification from a recognized institution.
    • Diploma in criminology, law, security management and police work, police scheme, peace building, police management, risk and disaster management or any other field related to police work/security or an equivalent qualification from relevant institution lasting not less than 9 months.
    • Current Certificate of Good Conduct from the Directorate of Criminal Investigation;
    • Six (6) weeks approved security course from the National Police Service or equivalent.
    • Must have served in the National Police Service at the rank of Senior Superintendent of Police or equivalent and above.
    • At least 10 years’ experience in the National Police Service with adequate exposure in command appointments.
    • Must be ISO trained Auditor.
    • Certificate in computer applications skills from a recognized institution.
    • Clean Discharge certificate from the Kenya Police Service.

    NOTE

    Successful candidates in the following positions will be engaged on three (3) years’ contract renewable once for a further period of three (3) years, subject to satisfactory work performance and statutory retirement age.

    Deputy Safety & Security Services Manager

    Job Grade, M5

    Job Purpose:

    An Officer at this level will be responsible to the Safety and Security Services Manager. Maintains safe and secure environments for customers and employees, assets and facilities by establishing and enforcing security policies and procedures, supervising the security guard force.

    Job Responsibilities

    • Developing and implementing security policies, regulations, rules, standards; norms, protocols and procedures;
    • Designing and implementing and monitoring new security measures;
    • Coordinating staff and clients when responding to emergencies and alarms;
    • Identifying and investigating security breaches and issues;
    • Reviewing reports on security incidents and breaches;
    • Coordinating security operations for the hospital;
    • Conversant with the use of high-tech security systems and possess know-how in CCTV control rooms.
    • Analyzing and evaluating security operations to identify risks or opportunities for improvement;
    • Conducting physical examinations of property to ensure compliance with security policies and regulations;
    • Coordinating security activities to safeguard hospital assets, properties, employees, patients/clients and guests;
    • Communicating security status, updates, and actual or potential problems to the management;
    • Conduct regular risk assessment analysis,
    • Coordinating maintenance of crime and incidents records and charts;

    Requirements

    • Served in the grade of Chief Security Officer for a minimum period of five (5) years;
    • Bachelors degree in Criminology & Security Studies /Security Management/ Administration or equivalent qualification from a recognized institution
    • A current Certificate of Good Conduct from the Directorate of Criminal Investigation. iv. Six (6) weeks approved security course from the Kenya Police Service.

    Deputy Legal Manager

    Job Grade M5

    Job Purpose:

    An officer at this level will report to Legal Manager/Corporation Secretary for planning, organizing, coordinating and administration of all Legal Affairs of the Hospital.

    Job Responsibilities

    • Formulating policy and giving guidance on corporate legal matters;
    • Ensuring compliance with regional and international instruments;
    • Coordinating stakeholders consultations;
    • Ensuring compliance with principles and values of good corporate governance;
    • Providing leadership and ensure efficient and effective resources in the department;
    • Reviewing and providing advise on legal risks;
    • Providing legal advice on tender documents;
    • Reviewing ongoing cases and advise Management accordingly;
    • Providing and interpreting legal information;
    • Conducting training and disseminate appropriate legal requirements to staff;
    • Participating in policy development and Implementation for the Hospital;
    • Reviewing and advise Management on legal implications of internal policies and procedures;
    • Reviewing and draft contracts agreements, internal policies and ensure that they are in compliance with all Statutory and Regulatory requirements;

    Strategic Key Roles

    • Provide guidance to the Board on their duties and responsibilities on matters of corporate governance;
    • Ensure timely preparation and circulation of Board and Committee papers;
    • Ensure annual returns are promptly filed with relevant authorities.

    Requirements

    • Served in the grade of Chief Legal Officer or its equivalent for a period of at least five (5) years
    • Master’s degree in law or any other relevant and equivalent qualifications from recognized institution;
    • Bachelors of Law (LLB) degree from a recognized institution;
    • Post graduate diploma in law from Kenya School of Law;
    • Membership to the Law society of Kenya (LSK) and the Institute of Certified Public Secretaries of Kenya (CPS-K);
    • Must have been admitted to the bar as an advocate of the High Court of Kenya and Commissioner of Oaths;
    • Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution;
    • Must be ISO trained;
    • Certificate in computer application skills from a recognized institution;
    • Demonstrated professional competence as reflected in work performance and results.
