    Reporting to chief officer, Lands, Urban, Physical Planning and Housing, the officer will be charged with the following duties and responsibilities:-

    • Development, implementation and evaluation of the Departments strategic plan, programs and project in collaboration with other departments and stakeholders;
    • Planning and supervision of the departments programs and activities;
    • Staff supervision, training, monitoring and evaluation of performance;
    • Organization, direction and co-ordination of the tasks of the department;
    • Initiation and drafting of the department’s procedures and policies pertaining to housing, programs and staff management;
    • Interpreting and applying national and county laws and other related statutes in the housing department in line with the county goals and objectives;

    • Preparation of annual work plans;
    • Coordination of production, documentation and dissemination of the department’s information and reports;
    • Manage housing development projects and co-ordination the provision of housing infrastructure;
    • Promote and disseminate Appropriate Building Technologies;
    • Supervise registration of new Buildings, provision of security to government houses, redevelopment of old county government estates;
    • Develop training programme for staff; and Administer tenant placement and rent assessment jointly with the county Valuer and
    • Perform any other duties as assigned by the chief officer from time to time.

    Requirements for the appointment for appointment to this grade, an officer must have:

    • Served for a cumulative period of ten (10) years, three (3) of which as Assistant Director of Housing - Job Group 'P' and above or in comparable and equivalent positions in the Public Service;
    • A Bachelor's degree in any of the following: Housing Administration, Urban Management, Urban/Regional planning, valuation and property Management, Architecture, Interior Design, Civil/Electrical/Mechanical/Structural Engineering Land economics, Building /Construction/Project Management, Economics, Sociology, Environmental studies, Community Development, Business administration or equivalent qualification from a university recognized in Kenya;
    • A masters Degree in the relevant field or equivalent and relevant qualification from a university recognized in Kenya;
    • Have Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
    • Been a registered member of a relevant professional body such as Institute of Surveyors of Kenya, Architectural Association of Kenya - AAK (where applicable);
    • Demonstrated a high degree of professional competence, administrative capabilities and initiative in general organization and management of the housing function and
    • Possession of a relevant Master's degree from a university recognized In Kenya will be considered an added advantage.

    Duties and responsibilities

    The Director Gender will be answerable to the County Chief Officer Gender and Culture and his/her main responsibility will Include design and implementation of activities related to culture heritage including long- term strategy for capacity building, policy formulation, and safeguarding and heritage education.

    • Be an active members of and provide support to the County Programme Coordination Groups as needed and participate in sector working groups and other relevant technical working groups and
    • Ensure the integration of a gender equality, cultural diversity and human — rights based approach in program/activities design, implementation and reporting.

    • Minimum of ten (10) years relevant experience, three (3) of which at the level of Assistant Director Culture and the Arts Job Group 613" and above or its equivalent and relevant position in the Public service or Private sector;
    • Bachelors degree with a bias in either music, anthropology, performing Arts or bachelor of cultural studies;
    • Masters degree in Development studies, cultural studies, anthropology, Gender Studies or any other relevant qualifications from a recognized institution;
    • Have a attended strategic leadership development course lasting not less than 6 weeks from a recognized institution;
    • Knowledge in research areas of Culture and Arts;
    • Strong knowledge of the County Government Structure and line departments as well as knowledge about cultural, alcoholic drinks and social policies;

    • Support and facilitate the Sub County Alcoholic drinks control and licensing committees in carrying out their functions;
    • Secretary to the County Alcoholic Drinks Control and Licensing Board;
    • Carry out public education in the County directly or in collaboration with other Public and private bodies and institutions on drinks control and licensing;
    • Facilitate citizen’s participation in matters related to Alcoholic drinks control and licensing;
    • Facilitate and promote in collaboration with other counties and government institutions in establishment of rehabilitation and treatment facilities and programs;
    • Carry out research directly or in collaboration with other institutions and serve as the repository of date and statistics related to alcoholic drink control;
    • Develop in collaboration with other counties and national government department’s strategies and plans for implementation of the alcoholic drinks control and licensing Act and any other relevant National legislation and coordinate and support their implementation;
    • Advice the Executive member generally on the exercise of the powers and performance of his/her functions under the Alcoholic Drinks Control and Licensing Act, and in particular on County Policy laws to be adopted In regard to the production, manufacture, sale and consumption of alcoholic drinks;
    • In collaboration with other relevant County departments, prepare and submit an Alcoholic Drinks status reports in-annually In the prescribed manner to the executive member which shall be transmitted to the County Executive Committee, County Assembly and the authority;
    • Recommend to the Executive Member and participate in the formulation of laws and regulations related to alcoholic drinks;
    • Monitoring and evaluating the implementation of the Sub County Committees and advising the Executive Member on the necessary measures to be adopted and
    • Carry out such other roles necessary for the Implementation of the objects and purpose of the County Alcoholic Drinks Control and Licensing Act 2014, and perform such other functions as may from time to time assigned by the County Alcoholic Drinks Control and Licensing Board or the Executive Committee Member.

    Requirements for Appointment For appointment to this grade, a candidate must:

    • Be a Kenyan Citizen;
    • Have minimum of ten (10) years relevant experience, three (3) of which at the level of Assistant Director Liquor and Licensing Job Group 'P" and above or its equivalent and relevant position in the Public service or Private sector; c) Be a holder of Bachelor's degree in Education, Law, Guidance and Counseling, Anthropology, Sociology or any other relation degree from a recognized university;
