    Electoral Analyst Assistant

    Responsibilities

    • Possesses a university degree in law or political science and relevant work experience for the position.

    GENERAL FUNCTIONS: Under the direct supervision of the Election Analyst, the incumbent will assist with the following tasks:

    1. Assist in assessing the implementation of the national election legislation, at the level of the national election commission and other governmental bodies responsible for administering elections, concerning, in particular, the delimitation of constituencies, the voter registration, the political party registration, the candidate registration, and the polling, counting and tabulation of votes.
    2. Assist in assessing the performance of the election administration and other governmental bodies responsible for administering elections concerning technical preparations for the election.
    3. Assist in observing sessions of the election administration, following the issues on its agenda, and providing the Mission with information about the meetings and complaints brought to the election administration.

    Election Technologies Analyst Assistant

    Responsibilities

    • possesses a university degree in law or adequate training and relevant work experience for the position.

    GENERAL FUNCTIONS: Under the direct supervision of the Election Technologies Analyst, the incumbent will assist with the following tasks:

    Emergency Security Room Assistants

    Responsibilities

    1 day shift (3 persons) + 1 night shift (2 persons). Under the authority of the Security Expert candidates must perform the following tasks:

    1. Take part in day/night tour of duty /(24/7).

    Media Analyst Assistant

    Responsibilities

    GENERAL FUNCTIONS: Under the direct supervision of the Media Analyst, the incumbent will assist with the following tasks

    • Assist in acquiring knowledge of the media laws and regulations;

    Social Media Analyst Assistant

    Responsibilities

    GENERAL FUNCTIONS: Under the direct supervision of the Social Media Analyst, the incumbent will assist with the following tasks:

    1. Monitor the online platforms of a sample list of political and electoral contestants, key state institutions officials, relevant opinion leaders, third-party campaign accounts, others;
    2. Track the strategies used by candidates and parties to campaign on the main online platforms and the extent of campaign advertisement;
    3. Identify the presence of hate/inciteful speech, incitement to violence against certain groups of voters, candidates and party supporters;
    4. Identify disinformation efforts during the campaign as well as possible interference in the integrity of the electoral process via bots, trolls and other forms of orchestrated campaigns;

    8. Suggest meetings with relevant stakeholders and participate in meetings with the SMA if needed. This may include meeting with institutions, agencies, internet activists, academics, social media and social network companies, domestic election observer organizations, and civil society groups active in the protection of digital rights and social network monitoring;
    9. Contribute to other relevant duties as required by the EU EOM SMA.

    Education:

    Junior Advisor - Energy and Software Development

    Responsibilities

    The Junior Advisor will be responsible for:

    • Supporting coordination and implementation of project activities by implementing partners and ensure the achievement of the intervention objectives and results.
    • Provide technical advisory to the financial intermediaries on renewable energy technologies particularly PUE technologies
    • Monitoring and reporting on the implementation of project activities related to digitization of village savings and loans associations and promotion of relevant PUE technologies

    Candidate Profile:

    Desired competence:

    • General understanding of renewable energy technologies and productive use of energy solutions

    Deputy Security Expert Assistant

    Project Manager Assistant

    Responsibilities

    GENERAL FUNCTIONS Under the direct supervision of the Project Manager, the incumbent will assist with the following tasks:

    Observer Coordinator Assistant

    Responsibilities

    GENERAL FUNCTIONS: Under the direct supervision of the Observer Coordinator, the incumbent will assist with the following tasks:

    Media Monitors

    Responsibilities

    Regional Health Information Advisor

    Responsibilities

    The regional health information advisor will have the following responsibilities:

    • The regional health information advisor is part of a dynamic and agile team supporting the
    • implementation of COVID-19 Surveillance & Monitoring Digitalization as well as Pandemic Preparedness in the IGAD region.
    • The Health Information Advisor, based in Nairobi, Kenya, will provide technical assistance
    • to increase the use of available information to inform decision making processes at regional & member state level. The Health Information Advisor will report to the Head of Component and work closely with the project team, IGAD staff and consultants.
    • He/She is as well providing support in mapping and analyzing the digital health ecosystem
    • in the Horn of Africa with a focus on pandemic preparedness, supporting the COVID-19 surveillance & monitoring digitalization in the IGAD region.
    • The Regional Health Information Advisor (m/f/d) furthermore provides Monitoring, Evaluation & Learning support for the implementation of the project component.
    • The role also supports the implementation of the activities with other knowledge management
    • activities like establishing training facilities.
    • The regional health information advisor works closely with the GIZ project team and supports IGAD and its member states.

    The regional health information advisor shall perform the following tasks:

    Regional Health Information Ecosystem Mapping

    • Identifies and selects the most suitable ecosystem mapping technology for the purpose of this project
    • Develop & maintain a stakeholder mapping as a repeated and continuing process, concerning digital pandemic preparedness and disease prevention
    • Engages with stakeholders and other resources to develop a deeper understanding of the regional ecosystem for this project and potential for cooperation & coordination in the project
    • Analyzes the Ecosystem Map and creates & disseminates an understanding on opportunities
    • Facilitate documentation and reporting of assessments, program data, lessons learnt and best practices for internal and external sharing.
    • Managing knowledge by disseminating and documenting know-how, experience and information.

    Monitoring & Evaluation

    • Overall M&E guidance and ensure existence of a functional M&E system that
    • supports the implementation of the Surveillance, Outbreak Response Management
    • and Analysis System
    • Reviews the planned digital health intervention to determine the key indicators to use for monitoring progress and ensuring that needs for reporting indicators are met
    • Routinely review and monitor implementation of M & E management systems and
    • guidelines for measuring and tracking project performance
    • Coordinate the implementations of baseline surveys, follow-on monitoring and evaluation

    • Build capacity of partners and staff on data management, data analysis and results-oriented programming, monitoring and evaluation and report writing techniques and requirements

    • Identifies innovative solutions for process improvement to make processes work better for Surveillance, Outbreak Response Management and Analysis System for IGAD and their member states

    The regional health information advisor will have the following profile:

    Qualifications:

    • Master’s Degree in Health Information Management, Information Management, Population and Social Statistics, Public Health, International Relations, Communication Sciences or any other Social Sciences from a recognized institution.

    Professional experience:

    • At least 3 years’ experience working in health information (health information
    • strategy and policy, health systems strategy, database management, data collection and analysis, M&E systems development)
    • Experience with development and management of data governance policies and procedures
    • Experience in data architecture modelling and design
    • Knowledge of interoperability standards in healthcare and the global health data
    • landscape
    • Familiarity with eHealth/mHealth mechanisms and solutions
    • Several years of experience in professional knowledge management, monitoring and evaluation preferably in the field of health information management as well as in regional organizations or multi-country programs

    Advisor for Digital Government In the Global Govstack Initiative (Band 4)

    Responsibilities

    The Advisor is responsible for:

    • Facilitating the implementation of the GovStack Initiative’s activities in Kenya
    • Developing and fostering partnerships with governmental and other relevant actors in the field of digital government
    • Supporting the implementation of trainings and other capacity development measures for
    • government stakeholders on digital government topics, e.g., on a whole-of-government approach
    • Organizing workshops to design implementing options for ICT building blocks

    The Advisor will perform the following tasks under disciplinary supervision of the Head of the DTC and the technical supervision of the Head of the GovStack Initiative:

    Technical advice for implementation of project activities

    • Supporting the implementation of the GovStack Initiative’s activities related to the strengthening of digital government in Kenya. This includes, e.g.:
    • Supporting the implementation of training activities around digital government
    • Support policy processes regarding the use of ICT building blocks for digital government services
    • Advising on digital government related questions such as e.g., interoperability, data protection, cybersecurity and data sharing
    • Assisting in the development of scorecards for Kenya’s performance with regards to the Digital Market Index as well as a roadmap with priority areas of intervention to further foster the country’s digital transformation
    • Drafting terms of reference for the conduct of capacity development measures on digital government services set up, implementation and maintenance
    • Reviewing, commenting and accompanying the set-up of financing agreements
    • Supporting activities by implementing partners, follow-up and ensure that quality results are delivered in a timely manner

    Project management

    The Advisor should have the following qualifications, competences and experience:

    Qualifications

    • University degree in a STEM field, law, public administration or social sciences

    Professional experience

    • At least 3-5 years of work experience in the area of digitalization and/or public administration
    • Substantial experience in project management (conceptualization, planning, coordination, steering, monitoring)
    • Very good understanding of digital government, data governance frameworks incl. data

    Secretary / Receptionist

    Responsibilities

    Finance / Administrative Assistant

    Responsibilities

    General functions: Under the supervision of the Program Manager and the Finance/Admin Manager the incumbent will assist with the following tasks:

    Data Analyst (Statistician) Assistant

    Responsibilities

    GENERAL FUNCTIONS: Under the direct supervision of the Observer Coordinator, the incumbent will assist with the following tasks:

    1. Assist the coordinator in the preparation of the observer deployment plan.

    Social Media Monitors

    Responsibilities

    GENERAL FUNCTIONS: Under the direct supervision of the Social Media Analyst (SMA), the Social Media Monitor will support the following tasks:

    1. Monitor the online platforms of a sample list of political and electoral contestants, key state institutions officials, relevant opinion leaders, third-party campaign accounts, others;
    2. Track the strategies used by candidates and parties to campaign on the main online platforms (Facebook - Twitter - YouTube);
    3. Analyze the types of online political advertising and sponsored content placed by electoral contestants during the election campaign (if data is available);
    4. Identify the presence of hate/inciteful speech, incitement to violence against candidates and political parties;
    5. Identify possible information manipulation efforts affecting the integrity of the electoral process;
    6. Provide insight on how women candidates and marginalized groups are portrayed in social media;
    7. Assist in acquiring knowledge of the general media landscape and existing regulatory framework for online content;
    8. Create social media monitoring databases and prepare qualitative and quantitative reports on the assigned online platforms;
    9. Suggest meetings with relevant stakeholders and participate in meetings with the SMA if needed. This may include meeting with institutions, agencies, internet activists, academics, social media and technology companies, domestic election observer organizations, and civil society groups
    10. Contribute to other relevant duties as required by the EU EOM SMA.

    QUALIFICATIONS

    Required:

    • University degree in political science, digital journalism, open-source intelligence techniques (OSINT), statistics, computer science, digital marketing, visual communication, digital advertising or other relevant field. A combined academic background of data analysis and social science is an asset;
    • Knowledge of the country’s digital and traditional media as well as political landscape and main stakeholders, culture, regional expertise is an asset;
    • Experience working with social media tools (e.g., CrowdTangle, Buzzsumo, Brandwatch, Sentione) and digital analytics tools;
    • High level computer and IT literacy, including excellent command of Microsoft Excel and Google Sheets;
    • Experience in drafting qualitative and quantitative reports in a concise, visually appealing manner also through relevant charts;
    • Fluency in written and spoken English/or language spoken by the EU EOM;
    • Ability to work with a diverse team and multicultural environment, to move in difficult conditions, perform well under stress and always maintain professionalism.
    • Excellent interpersonal, intercultural, and communication skills;

    Preferred:

    • Professional experience with international organizations, CSOs, tech companies or digital communication agencies;
    • Experience in advertising content creation (Facebook Ads and business management, Google Ads), digital marketing techniques, social media management;
    • IT developer skills, including knowledge of quantitative tools and languages, including R, Python, Power BI (or similar platform) and others. Knowledge on how to extract data via APIs (Twitter API, YouTube API, Facebook Ad Library);
    • Experience in methodological approaches of social media monitoring;

    Operations Expert Assistants

    Responsibilities

    GENERAL FUNCTIONS: Under the direct supervision of the Operations Expert, the incumbents will assist with the following tasks:

    1. Assist in the design, planning and execution of all logistics activities necessary to ensure the success of the project, distribution of equipment, logistical and facility services about the deployment of the election observation mission.
    2. Identify suppliers, prepare requests, obtain quotations, evaluate offers, verify deliveries.
    3. Assist in the installation and dismantling of the office headquarters, distribution of office supplies.
    4. Assist his/her supervisor in the reception of goods and equipment, the preparation of manuals, the preparation and installation of briefings and events venues.
    5. Prepares and maintains a detailed inventory of mission assets.
    6. Assist with the preparation and distribution of the equipment kits for each observer and office staff. Recuperates equipment from users at end of mission.
    7. Assists the logistics team in the accommodation and transport of the members of the mission (rooming lists, room bookings, airport transfers, deployment to the regions, vehicle verification and preparation, briefing of drivers).
    8. Assist in the coordination of the movements of the mission participants.
    9. Prepares and maintains a detailed deployment data table (list of teams, names of observers, deployment area, address of accommodation, GSM and satellite phone numbers, vehicle and driver information).
    10. Available to travel occasionally out of Nairobi.
    11. Accomplishes any other task as may be required by the supervisor.

    Education:

    Political Analyst Assistant

    Responsibilities

    GENERAL FUNCTIONS: Under the direct supervision of the Political and Country Analyst, the incumbent will assist with the following tasks:

    • Assist in undertaking political analysis of the electoral process and gain broad

    • mission staff taking into consideration; religious, customs and practices in relation to the electoral process. In conjunction with the operations and security experts, brief mission members about culturally sensitive issues and the appropriate behaviour to be adopted by observers in the course of their activities.

    Finance Intern

    Responsibilities

    • The Finance Intern is responsible for
    • Supporting the Cluster with finance duties to ensure effective programme implementation

    The Finance Intern will undertake the following tasks:

    • Assist in ensuring the accounting vouchers are stamped, coded and are confirmed for material correctness before forwarding to accountants for payments and booking.
    • Cross-referencing copies of vouchers of shared costs filed in each of the different project files for easy tracing of original copy
    • Support in follow up on invoices from suppliers and clearing outstanding receivables

    Emergency Security Room Assistants

    Responsibilities

    1 day shift (3 persons) + 1 night shift (2 persons). Under the authority of the Security Expert candidates must perform the following tasks:

    1. Take part in day/night tour of duty /(24/7).
    2. Maintain a daily day/night watch and monitoring of vehicle movements (vehicle satellite

    Press Officer Assistant

    Responsibilities

    • Possesses a university degree in journalism or adequate training and relevant work experience, which may be accepted in lieu of a university degree. Good knowledge of national laws regarding the media.

    GENERAL FUNCTIONS: Under the direct supervision of the Press Officer, the incumbent will assist with the following tasks:

    IT Assistant

    Responsibilities

    GENERAL FUNCTIONS: Under the authority of the IT Expert, the incumbents must perform the following tasks:

    1. Coordinate IT purchases with the logistics team. Identify IT suppliers and prepare adapt specifications.
    2. Verify and validate IT deliveries.
    3. Assist the IT expert in the preparation, installation, and operation of the computer resources (server, laptops, printers, office internet and network). Proceed with the de-installation at end of mission.
