    Human Resource Officer I

    HUMAN RESOURCE OFFICER I JOB GROUP ‘M’ (NYACASB 7) – ONE (1) POST

    Duties and Responsibilities

    •  Updating and processing of monthly payroll including updating the IPPD with various changes every month, and further ensuring reconciliation of monthly payroll.
    • Receiving, recording, analyzing and processing of MCAs and Board sittings in the system in compliance with the set SRC guidelines
    • Supporting and ensuring that all statutory deductions are paid and remitted timely including and not limited to KRA, NSSF, NSSF, HELB, Pension and gratuity among other deductions to various institutions.
    • Maintaining staff establishment, employee records and human resource information systems in personal files and on GHRIS;
    • Assisting in ensuring compliance with various regulations and guidelines in the Human Resource operations.
    • Attending to various employee concerns and advising them on various Human Resource matters including and not limited to medical, loans applications and payslips.
    • Processing leave applications for employees and keeping an updated leave records and related documents

    Duties and responsibilities

    • Providing secretarial services to Committees that may be assigned from time to time;
    • Providing administrative liaison with other established departments and directorates, within the established procedures and policies, for allocated committees;
    • Providing liaison services for the assigned committees with other entities;
    • Providing procedural and technical advice to the assigned committees;

    Duties and Responsibilities

    • providing non-partisan professional research assistance and analysis to Members, Committees and staff of County Assembly;
    • initiating and conducting anticipatory research and analysis on key policy issues;
    • providing expert interpretation, explanation and analysis, including assessing the strength and weaknesses of policy options;
    • maintaining a periodically updated inventory of publications on current issues, legislation and major public policy issues/questions;
    • ensure quality control in the preparation of research papers, briefing notes and particular points of view;
    • providing research assistance to County Assembly committees.

    Clerk of County Assembly

    CLERK OF COUNTY ASSEMBLY JOB GROUP ‘S’ (NYACASB 2) – ONE (1) POST

    Duties and Responsibilities

    • The Administrative Head of the County Assembly
    • The Accounting Officer/Authorizing Officer of the County Assembly
    • Secretary to the County Assembly Service Board
    • Responsible for implementation of all policy decisions of the County Assembly Services Board
    • Responsible for enhancing public understanding and knowledge of the work of the County Assembly and increasing public accessibility
    • The principal adviser on all legislative procedures, practices, conventions and traditions to the Speaker of the County Assembly, other presiding officers and the Honorable members
    • The Chief advisor to the Speaker in the exercise of all powers and functions that belong to the Speaker and through the Speaker to the house. He acts under authority and takes decisions in the name of the Speaker. Orders passed by the clerk are orders in the name of the Speaker, and the latter accepts full responsibility for those orders.
    • Responsible for marshalling all legislative measures passed by the County Assembly.
    • Any other duties as may be assigned by the Speaker or the County Assembly Services Board

    Requirements for Appointment;

    Pursuant to the provision of section 12 of the County Government Act, a person shall not be qualified for appointment as Clerk of County Assembly unless such person;

    • Is a Kenyan citizen
    • Holds a bachelor’s degree from a university recognized in Kenya or its equivalent
    • Has minimum five years relevant professional experience
    • Attended Senior Management Course or Strategic Leadership Development Program from a recognized institution
    • Master degree from a recognized University will an added advantage
    • Meets the requirements of Leadership and Integrity set out in Chapter six of Kenyan Constitution.
