    Managing Director

    Ref: NCPB/MD/018/1

    JOB PROFILE:

    • Implements and monitors decisions of the Board of Directors
    • Spearheads reviewing and implementing NCPB corporate strategy and ensures the Board contributes effectively towards the achievement of the Government’s Big Four Agenda, Vision 2030 and other policy directions
    • Coordinates and prepares business related proposals and resource mobilization.
    • Ensures effective communication between management and the Board as well as between different levels of management
    • Provides leadership in change management
    • Provides leadership and fosters teamwork among all employees

    QUALIFICATIONS AND EXPERIENCE:

    • A Bachelor’s degree in a business related field from a recognized university
    • A Masters degree in Business Administration, Economics, Marketing, Agricultural Marketing or related fields from a recognized University
    • Possess a minimum of 12 years’ experience; 10 of which must be at a senior management level in a reputable organisation
    • Display evidence of proven performance in a busy organisation.

    General Manager, Finance and Accounting

    Job Purpose/Role

    The Jobholder oversees the accurate and timely recording of financial transactions; reporting of and reporting trends related to the NCPB’s critical success factors and benchmarks that allow NCPB to stay on its strategic course and undertaking planning and analysis that enables the organization to monitor its critical risks. S/he ensures application of sound accounting principles, systems and techniques for the organisation’s financial resources from the perspective of funds, NCPB’s assets, liabilities, revenue, expenditure and costs. The Jobholder also contributes to the executive management of NCPB.

    General Manager, Human Resource Management and Organisation Development

    Job Purpose (Role)

    Reporting to the Managing Director, the Head of Human Resource and Organisation Development shall be responsible for NCPB’s HR Management function which aims to bring together and develop into a cohesive and an effective complement all the human resources in NCPB, while giving regard to the well-being of the individual and groups of workers and enable them to make maximum contribution towards the successful attainment and sustenance of NCPB’s corporate goals and objectives. S/he shall also be responsible for the efficient and effective management of NCPB’s office services, transport and security functions. The Jobholder also contributes to the executive management of NCPB.

    Qualifications and Experience

    • A Bachelor’s degree in Human Resource Management or a business related field
    • A Masters Master’s Degree in Human Resource Management
    • Higher Diploma in Human Resource from KNEC or equivalent
    • Minimum of 12 years in HR Management, five (5) of which should be in the post of Manager, HR or equivalent.
    • Membership of the Institute of HR Management (K) and a certified HR Practitioner

    General Manager, Marketing and Operations

    Job Purpose (Role)

    Reporting to the Managing Director, the jobholder is responsible for overseeing the planning, implementing, evaluating and controlling sales and marketing operations activities to meet NCPB’s targets for retention growth and profitability and to meet NCPB’s targets for procurement, maintenance and distribution of produce and agricultural inputs. The Jobholder also contributes to the executive management of NCPB.

    Functions / Key Results Expected

    • Oversees the planning and implementation of marketing strategy
    • Oversees the planning and implementation of sales and customer retention and development.
    • Oversees planning and management of sales and marketing resources according to agreed budgets.
    • Contributes to formulation of policy and strategy.
    • Manages, trains and motivates direct reporting staff according to NCPB’s procedures, policy and employment law.
    • Maintains administration and relevant reporting and planning systems within the Division.
    • Manages relevant reporting of management and financial information for the Division
    • Participates in the selection and management of external agencies.
    • Oversees management of new business development.
    • Maintains and develops corporate image and reputation, and protects and develops NCPB’s brands via suitable PR activities and intellectual property management.
    • Coordinates operational functions including purchasing, transport, storage and quality control to ensure effectiveness in performance and cost.
    • Oversees the establishment and implementation of appropriate programmes for procurement, management and disposal of products, services and commodities.
    • Oversees the development and implementation of sound economic purchasing and sales management programmes.
    • Oversees the development, updating and the application of appropriate quality control measures to prevent loss and quality deterioration of products.
    • Oversees planning and coordination of product programmes.
    • Oversees maintenance of required systems and standards for stores administration and inventory control.
    • Carries out any other duties that may be assigned from time to time

The Warehousing and Operation function impacts on the organisation’s ability to satisfy consumers’ needs for its products as well as procure, store and distribute various products

    Qualifications and Experience

    • A Bachelor’s degree in Marketing or other business related field
    • A Masters ’s Degree in Marketing/Economics
    • Professional Diploma in Marketing or equivalent
    • Minimum of 12 years in Marketing, five (5) of which should be in the post of Head of Marketing Department or equivalent.
    • Membership of the Marketing Society of Kenya or equivalent

    Manager, Procurement

    Job Purpose (Role)

    The jobholder provides leadership for managing NCPB’s procurement function. S/he procures goods, services and works in line with the legal guidelines and approved procurement plan.

    Functions / Key Results Expected

    The Jobholder is responsible to:

    • Interpret, implement and enforce the Public Procurement and Disposal Act, Regulations, systems and procedures.
    • Management of tenders, negotiation, selection of suppliers and contracting.
    • Co-ordinate reporting of required procurements to PPOA.
    • Report of procurement undertakings to PPOA.
    • Co-ordinate pre-qualification of suppliers.
    • Signatory to all relevant procurement documents
    • Take action on Audit queries related to Procurement section.
    • Accountable for internal and external audit queries.
    • Draft internal guidelines, interpret, implement and enforce the Public Procurement and Assets Disposal Act, Regulations, systems and procedures.
    • Consolidate user departments’ annual plans and co-ordinate approval of the aggregate annual procurement plan by the Board of Directors.
    • Management of tenders, negotiations, selection of suppliers and contracting.
    • Report procurement undertakings to Management and PPOA
    • Co-ordinate pre-qualification of suppliers
    • Interpret contract provisions and review contracts for accuracy and changes prior to bid and renewal
    • Provide liaison between vendors, contractors, and the Board’s officials

A forward-looking Procurement function impacts on the Board’s ability to satisfy internal customers’ needs for products that facilitate performance of their respective functions.

    Qualifications and Experience

    • A Bachelor’s degree in Procurement/Supply Chain Management or other business related field. A relevant masters degree an added advantage
    • CIPS Graduate or equivalent
    • Minimum of 10 years in Procurement, three (3) of which should be in the post of Assistant Manager or equivalent.
    • Membership of CIPS or other relevant recognised professional body

    Manager, Corporate Planning

    Overall Purpose (Role)

    The jobholder is responsible to the Managing Director on matters on short term and strategic corporate planning and monitoring and evaluating various initiatives, programmes and projects, both new and established; providing accountability and ensuring efficiency and success. S/he will be responsible for providing oversight in establishing performance measurers, collecting and analysing performance data, planning and managing evaluations and advising Management on using performance information for decision-making and resource allocation. S/he is also responsible for monitoring and evaluating the progress of specific programmes and projects and reporting on their performance

    Functions / Key Results Expected

    The Jobholder:

    • Spearheads the Board’s overall short and long term strategic planning issues, undertakes annual reviews on implementation progress and compiles and submits progress reports to the management for further action;
    • Coordinates formulation of policies;
    • Coordinates collection, collating and analysing market information and data for preparing food situation reports;
    • Carries out market research and competitor analysis and makes recommendations to the management;
    • Coordinates the development, preparation and cascading of the performance contracting across the Board’s network as well as monitors the implementation of performance contracting programmes;
    • Coordinates field surveys for the agency services of the Board and prepares necessary reports;
    • Monitors, compiles, and analyses agencies and public private partnership from the services handled by the Board on regular basis;
    • Carries out annual feasibility studies on new possible services of the Board and develops business plans;
    • Develops Board’s policies on various services offered by the Board, such as warehousing, fumigation, weighing, drying, etc.;
    • Oversees the management of the Board’s Resource Centre;
    • Provides input into the formulation of the Board’s monitoring and evaluation strategy, and drives its implementation. S/he recommends any possible changes on the strategy that may be required from time to time;
    • Drives the selection and review of data collection methods for adequate monitoring and evaluation of activities to assess performance (these methods may include field visits, periodic reports, specialized surveys and other sources of information).
    • Ensures that set guidelines on monitoring and evaluation for different activities are adhered to;
    • Monitors and reports on the performance of various operational activities including commodity procurement and their management, production, and trading in various products;
    • Reviews departmental/functional objectives, Key Performance Areas and Key Performance Indicators and resulting performance reports and suggests necessary changes;
    • Prepares periodic reports on activities, schedules, and status of all programmes/projects as may be required by the Management or other stakeholders;
    • Sets up operational arrangements for collecting, analysing, and reporting project data, and capacity building, to sustain the Monitoring and Evaluation function;
    • Coordinates various NCPB staff on meeting the monitoring and evaluation requirements;
    • Works as a point of contact for evaluation in the Board and provides guidance to other officers on issues related to monitoring and evaluation;
    • Assists Management and staff in building M&E capacities
    • Contributes to the planning of new activities that support the desired results, including providing input into assessments, Project Appraisal Documents, and Scopes of Work for new activities; and
    • Performs any other duties that may be assigned by superiors from time to time

The Corporate Planning and Monitoring and Evaluation function impacts on the organisation’s ability to plan, monitor and evaluate activities, which are essential in managing its performance

    Qualifications and Experience

    • A Bachelor’s degree in Marketing/ Economics/Statistics or other business related field. A relevant masters Degree an added advantage
    • A diploma in Project Management an added advantage
    • Minimum of 10 years in Planning/M&E/Marketing Research or a related field; three (3) of which should be in the post of Assistant Manager or equivalent.
